Hyderabad: Andhra Pradesh Police on Saturday arrested three people for
recent desecration of statues of B.R. Ambedkar in East Godavari
district as Dalit groups continued protests in parts of the state.
Police brought three arrested youths before media and said they were
on the lookout for 10 others involved in the Monday incident at
Amlapuram.

Special investigating officer Krishnam Raju said the youths damaged
the statues in an inebriated condition. "It is an act committed on the
spur of a moment and no political group or any other section is
involved in it," he said. However, Congress MP from coastal Andhra
Harsha Kumar expressed his doubts over the arrests and demanded that
the real culprits behind the attacks be nabbed.

Police also appealed to Dalit groups to call off their protests and
urged them not to do anything which vitiates the peaceful atmosphere
of the state. On a call given by Dalit groups, a shutdown is being
observed in Eluru town of West Godavari, Medak and in parts of
Adilabad district on Saturday.

At least three statues of Ambedkar, the architect of the Indian
constitution and a Dalit icon, were desecrated on the outskirts of
Amlapuram town on Jan 23. Another statue was vandalised at
Dowleswaram, a suburb of Rajahmundry town in the same district on
Thursday, triggering protests by Dalit groups.

A four-member ministerial delegation visited Amlapuram on Friday while
the government directed all district collectors and superintendents of
police across the state to be vigilant and take steps for protection
of Ambedkar's statues.

Meanwhile, a statue of a slain legislator was found vandalised at Tuni
in Guntur district, sparking tension in the area. Police imposed
prohibitory orders, banning any gathering of five or more people, and
tightened the security in the town.

Police said unidentified people uprooted the statue of Vangaveeti
Mohana Ranga and threw it into a nearby drain. The followers of the
slain legislator gathered in Tuni, demanding action against the
guilty. The statue of freedom fighter and farmers' leader Acharya N.G.
Ranga was also damaged by the miscreants in the same town.

Vangaveeti Ranga's son Vangaveeti Radha in Vijayawada appealed to his
followers to be calm and not to resort to violence.

Vijayawada, a city in the coastal district of Krishna, was rocked by
violence between two caste groups in 1988. Vangaveeti Ranga and two
brothers of rival politician Devineni Nehru were killed in the
violence. Ranga's murder had led to large-scale riots in coastal
Andhra.

Historically miri (politics) and piri (religion) go together in
Punjab. But not this time round. Numerous Deras spread all across the
State and having varying degree of influence, have so far refrained
from directly issuing any diktat to their followers to vote for or
against any party.

Dera Sacha Sauda, headed by Gurmit Ram Rahim, is one of the largest
outfits and had openly backed the Congress in the 2007 polls and
helped the party in the Malwa region where despite an anti-incumbency
wave, it managed to win 37 of the 65 seats. Now this dera, along with
others, is in a dilemma whether to support a party, a candidate or
simply forget about supporting or opposing anyone.

"They (Deras) have adopted the middle path. They do not want to
antagonise any party or candidate. So far, the dera Sacha Sauda is not
favouring any party and is not likely to do so," a follower of the
dera said.

But it has not stopped the candidates in the Malwa region from
visiting the headquarters of Sacha Sauda in Sirsa in neighbouring
Haryana. Over 200 candidates and political leaders, including the
who's who of Punjab politics, lined up and sought "blessings" of the
Dera chief. They did get "blessings" but no promise of votes of
supporters.

The Dera claims the support of 40 lakh people, primarily Dalits, lower
and backward castes who seek social equality by associating with them.
But other Deras like the Radha Soami Satsang, Beas, too have a similar
following if not more. The Divya Jyoti Jagriti Sansthan of Baba
Ashutosh, Dera Sachkhand Ballan, Dera Baba Jaure, Nirankaris, among
others too claims a huge following.

Hundreds of Deras have mushroomed all over Punjab and almost every big
village has some religious persons commanding influence among the
people. Most of the Deras are patronised by one caste or the other and
its conflict with hardline Sikhism comes when they ape the Gurus or
use Sikh idioms to make themselves popular.

Most of the Deras have a huge following among various castes and
sub-castes of the Dalits and backward castes as they seek social
parity with the landholders who are primarily Jat Sikhs. The Dalits in
Doaba are prosperous but do not own land. Even in Majha, they are into
business and well off and seek social parity with the landholding Jats
and express pride in their caste.

Among Dalits, the Ravi Dasia or the Adi Dharmi community dominates in
Doaba. Dera Sachkhand Ballan and Dera Baba Jaure counts its supporters
mainly in the Dalit community of Ravidasia adi dharmis. The hardliners
came into conflict as the teachings of Bhakti saint Guru Ravidas and
Guru Granth Sahib go together in the deras, something which the Sikh
clergy is averse to.

Sant Ramanand of Dera Ballan was killed by the radicals in Vienna
(Austria). The fallout was in Punjab where there was a dalit anguish
and violence broke out.

Then there is Baba Piara Singh Bhaniarawala, whose followers are
dalits in Ropar. He has been attacked three times in the past; the
last one was five months back. It was the ire of Sikh hardliners for
deviating from Sikh preaching. He wrote Bhavsagar Granth attracting
the ire of the community. Sacha Sauda's Gurmit Ram Rahim too faced
opposition in 2007 when he allegedly dressed like Guru Gobind Singh,
the 10th Sikh Guru and violence broke out in the Malwa region of
Punjab.

Villagers say that often they go to more than one deras and some,
particularly the farmers, try every dera in their area before settling
for the one they find themselves closest to, bringing in competition
among them to retain followers. But none of the bigger deras, except
the Sacha Sauda, has openly sided with any political party. At best,
they support the candidate who is their follower.

Talk to anyone in the region and you know that almost everyone in
Punjab is attached to some dera or the other. There are deras
exclusively for dalits (both Sikhs and Hindus) and other castes. The
dalits, who comprise 30 per cent of Punjab population, invariably are
members of one or the other dera. Also the backward castes find
spiritual expression more through the deras.

"For most of the followers, deras mean spiritual abode and not a
political centre. If they find that the dera is indulging in politics
and is favouring this or that party, they change their affiliation all
together and many stop going to the deras," a senior BJP leader said.
He said, the followers are not "blind" and if the deras use politics,
it could boomerang on them and affect their following. BJP is one
party which has maintained cordial relations with all the deras in the
State.

Due to the perception that issuing a diktat would affect their
following, Dera Sacha Sauda has so far not taken any stand not has any
other dera so far. But All prominent leaders of the State --- Captain
Amarinder Singh, Preneet Kaur, Gulchain Charak, Rajinder Kaur Bhattal
(Congress) Parkash Singh Badal and his son Sukhbir Singh Badal (SAD)
and Manpreet Badal (PPP) make it sure that they pay a courtesy call to
the dera chief, if they are campaigning near the headquarters of the
dera. Some of them make numerous visits, depending on the clout of the
dera on the people.

"In politics, no one wants to leave any effort. If they think that a
person commands even half a dozen votes, he becomes important. Deras
have so much of a following, that everyone wants to be in their good
books," summed up a senior Congress leader here when asked why do the
Congress leaders frequent the deras despite quoting "secularism" in
every speech.

On the reluctance of Dera Sacha Sauda to support any party, a BJP
leader said that last time they supported the Congress and the Akalis
came to power. Congress could not do anything to help the Dera chief
in the CBI cases he was involved in. "So this time round, they are
guarded and will remain so. After all the credibility of the dera too
is at stake".

Sanand: Baba Ramdev was not there. Nor was it the Ramlila Maidan of
Delhi. But lathis were used - on the dalits of Sanand, who had
experienced a similar fate when they were lathi-charged post midnight
earlier this week, and the corpse which was placed in the police
station to agitate against the ineffective cops, was seized.

The body was of Atul Rathod, a resident of Rethal village of Sanand
Taluka. The police failed to act against the people allegedly
responsible for his murder, which happened after a scuffle between the
dalits and the Rajputs of the village on January 24. This led to anger
and resentment among the people, and subsequent protest.

Several dalits were injured in the fracas and many were too scared to
take part in the protest. The police lathi-charge was conducted at 3
am, in a grim irony, on Republic Day, when the country was gearing up
to celebrate the biggest festival of democracy.

"We don't feel like citizens of this country anymore. How can we be
when we are denied justice, and do not have the right to agitate?"
Kamla Makwana, a dalit woman leader told DNA.

Describing the incident, Makwana said that the police swooped down on
them and started beating them and took custody of the dead body. "They
dispatched the corpse to the morgue of the Civil Hospital in an
ambulance, which remained there till Republic day noon," she said.

"The body was later given back on the condition that it be immediately
cremated, which we did," Atul Rathod, a relative of the victim said.
The cremation was done in the afternoon.

"The lathi-charge was conducted when the agitators were asleep,
rendering them helpless," Kantilal, a dalit leader told DNA. "It
killed the agitation, and all of us were forced to return home," he
added.

Coimbatore, Jan 27 (PTI) Two persons surrendered before a court in
nearby Mettupalayam in connection with the recent murder of Dalit
leader Pasupathi Pandian. The court remanded Madasamy and Prabhu to 15
days judicial custody and lodged in the central prison here, police
said. Pandian (50), founder of Devendra Kula Velalar Kootamaippu
(Federation) was hacked to death on January 10 when he was sitting
outside his house at Nandanampatti near Dindigul. Police said the
murder could be a fallout of group clashes between Pandian and Subhash
Pannaiyar groups. Police said they had already detained more than 20
persons for questioning in connection with the murder that led to many
incidents of violence in the southern districts of Tamil Nadu.

Puri, Jan 27 (PTI) Wife of former minister Pradip Maharathy today
filed a defamation suit worth Rs 10 crore against the editor,
publisher and owner of a Bhubaneswar-based media group that publishes
an Odia daily and a local television news channel. Accompanied by
hundreds of women from Pipili and other parts of the district,
Pratibha Kumari Mishra alias Maharathy came to the Civil Judge Court,
senior division, Puri and filed the case against the three persons.
Challenging the news item published on January 12 in Odia daily
"Sambad" which titled "Rapists took shelter at the minister's firm
house", the minister's wife said: "These are deliberate attempts made
by the editor to injure her reputation, her husband and family. The
story is made out of it is absolutely false, fabricated, abusive,
scandalous and defamatory". Therefore, Maharathy urged the court to
direct the media group to pay a damage of Rs 10 crore and restrain
them from publishing and broadcasting any further defamatory news
against her and her husband. "Everybody has right to seek justice from
the court. We have no intention to hurt anyone. We have simply
reported the incident as it is," Sambad's editor Soumya Ranjan Patnaik
told

AMALAPURAM: The ministerial team, which toured some of the areas in
Amalapuram Mandal and Dowleswaram where statues of B R Ambedkar were
desecrated, on Friday said the government would introduce separate
legislation to protect the statues of leaders and take stringent
action against the culprits responsible the desecration of the
statues.

They said the issue would be discussed at the cabinet meeting on
January 30. The team of deputy speaker Mallu Bhatti Vikramarka,
ministers Dokka Manikya Vara Prasad, C Ramachandraiah, P Viswaroop and
Thota Narasimham and chief whip Kondru Murali Mohan visited
Dowleswaram and Amalapuram and interacted with dalit groups,
organizations and individuals to ascertain the circumstances that led
to the desecration of the statues.

Vara Prasad said the government would introduce a separate piece of
legislation to protect the statues and is planning to conduct a
state-level dalit sadassu soon to propagate and make the people
understand Ambedkar's ideology and his views. The team members said
they would request the chief minister to install a statue of Ambedkar
on the state assembly premises. Vikramarka assured dalits that the
government would take stringent action against the culprits following
an appeal from various dalit organizations.

The leaders of dalit organizations including Karem Sivaji demanded the
government to take penal action against the culprits irrespective of
parties or castes.

Meanwhile, director general of police Dinesh Reddy said they have got
clues on the perpetrators behind the vandalism.

He said in Vijayawada that police have almost zeroed in on the
culprits behind the desecration of Ambedkar statues.

NEW DELHI: Nitish Kumar's Bihar formula of social engineering seems to
have caught up the Congress' imagination in poll-bound Uttar Pradesh,
where Rahul Gandhi is leading the campaign to revive fortunes of the
party.

The party is not only promising sub-quota for Most Backward Classes
(MBC) in government jobs, educational institutions and Panchayats in
UP but also special focus on "Ati-Dalits" (extremely deprived) and
exploring a sub-quota for them. Sources in the party said the list of
Congress candidates this time is an ideal mix of all castes in which
the MBCs and Ati Dalits have got "liberal representation". In Bihar,
Nitish Kumar rode to power by denting the OBC vote bank of Lalu Prasad
and Dalit vote bank of Ram Vilas Paswan by separating the Extremely
Backward Castes from the OBC category and driving out Mahadalits, a
group of 20 odd castes from the Dalits or the Scheduled Castes.

The new social engineering by Nitish Kumar virtually reduced the
support base of Lalu Prasad and Ramvilas Paswan to the dominant OBC
caste Yadav and the aggresive Dalit caste Paswan bringing a large
number small sub castes from OBCs and Dalits under the umbrella of
JD-U.

Kumar government had also constituted separate commissions to suggest
measures to improve the lot of these "left out" castes not enjoying
the benefits of reservation.

In Uttar Pradesh, Mulayam Singh Yadav, an OBC leader has his sway
among the Yadavs while Mayawati's core constituency is Jatavs among
the Dalits.

Although, Congress has also not given up efforts to woo the two castes
(Yadavs and Jatavs), it is going extra mile to make inroads into the
smaller groups among OBCs and Dalits. (MORE)

Hyderabad : Vote-bank politics has spilled on to the streets of Andhra

Over the past one week, at least six incidents of damaging of statues
of the Dalit icon have been reported, mostly in East Godavari
district, forcing the state government to issue a direction on Friday
to all collectors and district police chiefs to take action to protect
them.

The latest incident of desecration of an Ambedkar statue was reported
early on Thursday when unidentified people desecrated a statue at
Dowleshwaram near Rajahmundry, leading to tension. Dalits staged
protests and blocked highways. Two days before that, three statues of
Ambedkar were demolished in Amalapuram town.

The provocation was said to be a statement by Congress MP from
Amalapuram G V Harsha Kumar, who said that while two PRP members
belonging to Kapu community were inducted in the recent Cabinet
expansion, Dalits were ignored. In that Cabinet reshuffle, Textiles
Minister P Shankar Rao, who is from Mala community, was dropped.
Harsha Kumar's statement and allegations that Kapu leaders arm-twisted
the Congress to induct the two leaders from their community heightened
tensions between Kapus and Dalits. The attacks on statues of Ambedkar
are learnt to be in retaliation for opposing the induction of Kapus.

Police officials said while they are aware of the tensions between
Kapus and Dalits, they are also investigating the role of activists of
TDP and YSR Congress who are fighting a turf war to corner locations
where statues of their leaders — N T Rama Rao and Y S Rajasekhara
Reddy — can be installed.

"It is possible that someone is taking advantage of the tensions
between Kapus and Dalits and demolishing the statues. To avoid further
trouble, local residents may not oppose installation of statues of
other leaders alongside Ambedkar," an official said.

Ahmedabad : After various rounds of failed meetings with the Dalit
agitators that lasted more than 15 hours on Wednesday, the Ahmedabad
district police resorted cracked down on the crowd camping at the
Sanand police station at the dawn of Republic Day on Thursday.

The police have also lodged FIR against six of them, who were part of
the group of Dalit villagers from Rethal camping at the police station
with the body of 25-year-old youth, Atul Rathod, who was killed in an
attack by a group of people belonging to a different community in the
village.

The protesters were demanding immediate arrest of the main accused,
identified as Yuvrajsinh Dodiya.

After the crackdown on the protesters, however, the police arrested Dodiya.

At 3:30 am on Thursday, hundreds of policemen cordoned off the police
station and dragged the villagers out of there. The body was sent to
VS hospital in Ahmedabad.

Ahmedabad Range Inspector General G S Malik said the police had to use
force since the agitators would not listen to them or the district
collector. He, however, said none were injured in the crackdown.

Later, the villagers collected Rathod's body from the hospital and
cremated him in the village amid police deployment.

On Tuesday night, six Dalits were allegedly attacked by Dodiya and his
friends in which Rathod died.

Dodiya was reportedly furious after Dalits in the village filed four
FIRs against him under the Atrocity Act, alleging he had been beating
them up over petty issues.

In Ahmedabad district, the number of cases of atrocities against
Dalits have been increasing. According to police, in 2011, there were
89 cases of atrocities while the figure was 59 in 2010. Some of the
villages that have seen atrocities against Dalits are Goraj, Kundal,
Daduka, Vasan, Vansava, Khoraj, Dodar and Mahadevpura.

Bhubaneswar : A team of experts from All India Institute of Medical
Sciences (AIIMS) has reached Odisha to assist in Pipili Dalit girl
rape and attempted murder case on the invitation of the state Crime
Branch police.

The four-member team, headed by Professor and Head of Forensic
Medicine Department, has experts from areas of gynaecology, DNA and
FMT, a senior official of Crime Branch of police said.

"The team members conducted examination on the alleged rape victim
from Pipili in Puri district who is undergoing treatment at the ICU of
SCB Medical College hospital in Cuttack," the official said.

The examination, conducted for medico-legal purpose, would be useful
in the investigation into the alleged rape and attempted murder of the
19-year-old Dalit girl, crime branch sources said, adding that the
team would give its report in due course.

As part of its probe, Crime Branch have already conducted polygraph
tests on all the four accused persons, allegedly involved in the
sensational case which had triggered state-wide outcry and led to the
resignation of Pipili MLA Pradip Maharathy as state agriculture
minister.

The four accused persons on whom lie detection test was conducted in
two phases are: Prasanta Pradhan alias Pasei, Sukanta Pradhan alias
Abua, Premananda Nayak and Buna Swain.

The four youths, who had been taken to Crime Branch custody in
different phases for interrogation, are now lodged in a sub-jail in
Nimapada.

The four were accused in the rape and attempt to murder of the Dalit
girl of Arjungada village in Pipili police station area of Puri
district on November 28, 2011.

Though the girl's family moved Pipili police station next day on
November 29, the officer-in-charge concerned refused to lodge their
complaint which later lead to his dismissal from service.

The police finally registered a case on January 9, 2012 after a
direction from State Human Rights Commission. The victim, in a
semi-coma stage, is struggling for survival at SCB medical college
hospital in Cuttack.

Hyderabad, Jan 27 (PTI) The Telugu Desam Party (TDP) today urged
Andhra Pradesh Assembly Speaker Nadendla Manohar to take steps for the
installation of a bronze statue of Dalit leader Dr B R Ambedkar on the
state Legislature premises. A delegation of TDP legislators met the
Speaker this afternoon and handed over a letter written by their chief
N Chandrababu Naidu. "The Legislatures should stand as models to the
philosophies of liberty, equality and social justice propagated by
Ambedkar. Everyone should re-dedicate themselves to upholding the
democratic values and fulfilling the ideals of the architects of the
Indian Constitution. We should give a proper direction to the coming
generations by installing a statue of Ambedkar," Chandrababu said in
the letter. He also expressed anguish over the desecration of Ambedkar
statues at some places in the state in the last few days. Telugu Desam
Legislature Party deputy leaders M Narasimhulu, Gali Muddukrishnama
Naidu, whip Dhulipalla Narendra and others were among those, who met
the Speaker. Meanwhile, speaking at a conference of backward classes
leaders at the TDP headquarters, Chandrababu demanded that the Central
government constitute a National Backward Classes Commission to
safeguard the interests of BCs in the country. He demanded that 33 per
cent reservation be provided to BCs in the state legislatures and the
Parliament. While welcoming government reservations for Muslims, the
TDP chief wanted a separate quota rather than a sub-quota within the

Andhra Pradesh Government today directed collectors and
superintendents of police of all district to take necessary measures
for protection of statues of BR Ambedkar in the aftermath of
desecration of his statues at some places in East Godavari district.

Nearly half a dozen statues of the architect of Indian Constitution
were vandalised by miscreants at Amalapuram and Dhowaleswaram towns in
the past one week. One of the incidents took place on Republic Day,
leading to protests by Dalit organisations across the state.

As the issue threatened to snowball into a political controversy, the
General Administration Department issued instructions to all district
Collectors and SPs to take foolproof measures for protection of
Ambedkar statues.

"The government is serious about protecting all Ambedkar statues.
Police and revenue staff are being deployed for this job," a District
Collector told PTI over phone.

The government sent Additional Director General of Police Krishna Raju
to East Godavari district for monitoring the situation in Amalapuram
and other places and nab the miscreants involved in the vandalism.

But so far no arrests have been made. "We have launched a hunt for the
culprits and will soon nab them," a senior police official said.
Meanwhile, a group of Ministers, led by Dokka Manikya Vara Prasad,
visited Amalapuram today to take stock of the situation. Assembly
Deputy Speaker Mallu Bhatti Vikramarka was also part of the team.

Strongly condemning the defiling of the Dalit icon's statues, Prasad
said the Government was taking steps to ensure such "unwarranted
incidents" did not recur.

HYDERABAD/RAJAHMUNDRY: Another statue of BR Ambedkar was attacked and
disfigured in east Godavari district, this time at Dowleswaram, near
here, on Wednesday night. The miscreants chopped off the face and
right hand of the statue and threw it into a canal of Dowleswaram.

Reacting quickly, the government decided to send a group of ministers
on Friday to Amalapuram and other areas where Ambedkar statues were
destroyed. Ministers D Manikya Vara Prasad, C Ramachandraiah, Thota
Narasimham, P Viswaroop and deputy speaker Mallu Bhatti Vikramarka
will visit the places in East Godavari to inquire into the incidents.
The latest incident led to protests from Dalit organisations and
political parties across the state on Thursday. A group of people
belonging to the SC community conducted rasta rokos and dharnas.
Traffic came to a halt in Dowleswaram and also on the national
highway for a distance of 10 km from the Vemagiri Junction. About 10
vehicles, including RTC buses, were damaged by the agitators.

Rajahmundry Urban superintendent of police P Umpathi, DSP (south zone)
Raja Gopal, and revenue divisional officer M Venugopala Reddy rushed
to the spot to study the situation. Police forces were deployed in
the area to prevent further trouble.

The Urban SP said special teams were formed to nab those who damaged
the statue. The RDO said the government would take stern action
against the miscreants and urged the public to maintain peace. When
contacted, DIG (Eluru Range) G Suryaprakasa Rao said steps were taken
to prevent further trouble in Dowleswaram.

On Sunday night, four statues of Ambedkar were demolished in
Amalapuram, which created an uproar across the state.

A police team, under the supervision of additional DGP Krishnam Raju,
is speeding up the investigation into the Amalapuram incidents. The
investigation is likely to be completed in two days. It is learnt that
police took some suspects into custody for questioning. Additioanal
director-general of police Krishnam Raju, IG (Visakha Range) KV
Rajendranadh Reddy, East Godavari SP C Trivikrama Varma are still
camping in Amalapuram.
