New Delhi, Dec. 27: An association of Scheduled Caste and Scheduled
Tribe MPs has appealed to the Prime Minister to bring a law to allow
student quotas in private institutions.

The 165 parliamentarians, who form the Forum of SC and ST
Parliamentarians, want the government to heed the 93rd amendment to
the Constitution Act. Six years ago, the government had brought the
amendment to provide reservation to students of SCs and STs and other
backward classes (OBCs) in educational institutions, including those
in private sector.

A separate law was passed to bring into force the reservation system
in central institutions, but regarding private institutions no law
came.

"The private educational institutions are not giving reservation to
students from disadvantaged sections, though the 93rd constitutional
amendment provides for it. We have appealed to the Prime Minister to
implement the 93rd constitutional amendment in totality," J. Seelam,
the secretary general of the forum, said.

Through the 93rd amendment, a clause was inserted in Article 15. The
new clause says nothing in this article "shall prevent the state from
making any special provision, by law, for the advancement of any
socially and educationally backward classes of citizens or for the
Scheduled Castes or the Scheduled Tribes in so far as such special
provisions relate to their admission to educational institutions
including private educational institutions".

It adds that such institutions may be "aided or unaided by the state,
other than minority educational institutions".

The forum members met Manmohan Singh early this month. "The Prime
Minister has assured us that the demand would be considered," Seelam
said.

When Kapil Sibal took over as human resource development minister in
May 2009, he told reporters that the bill providing for reservation in
private institutions would be brought after consensus among
stakeholders. The ministry, it seems, has not taken any step in this
direction yet.

The forum members also met Sibal. They also demanded reservation for
SC and ST students in the branches of foreign universities in India.

The government has introduced a bill in Parliament to allow the entry
of foreign educational institutions. These institutions are exempt
from the government's reservation policy because they are being
treated as private institutions.

Seelam said: "If the law is enacted to provide reservation in private
institutions, it will automatically apply to the foreign
universities."

The forum has also demanded for provision of representation from SC
and ST communities in future higher education tribunals.

The forum also told Sibal that a bill should be brought to check
harassment of SC and ST students and cases of discrimination against
them on campus.

A HRD ministry official said the representation of the forum is under
consideration of the ministry.

This could come as a rude shock to those who believed that caste
barriers were on the decline in modern India. Students of the
government lower primary school at Yelige near Tumari in Sagar taluk
have not been accepting the free mid-day meals for the past eight
years. Reason: the woman cook belongs to the Dalit community! Of the
16 students, only 7 have been taking the food provided at the school.
Yelige is a remote village in the backwater region of Sharavathi
valley.

Teachers expressed their helplessness saying that four of the students
belonged to the Schedule Castes while the remaining students were not
keen on having the mid-day meals despite the efforts made to convince
them. When asked about this, a class five student said, "The cooks are
from a lower caste, so we do not eat the food served by them." Another
student said, "Parents scold us, so we decided not to have the meals."

According to school sources, the cook Ms Padmavati was appointed as
chief cook at ther school under the Akshara Dasoha scheme in 2004. But
later, villagers of Yelige and some parents objected to the
appointment and appealed to the then health and family welfare
minister Kagodu Thimmappa to stall her appointment as students of both
upper and lower castes study at the school. Since then, most of the
students have stayed away from the mid-day meal scheme except for
seven who are having the food. According to a Dalit leader, Manjappa,
all students would have accepted the mid-day meal if their parents had
not put pressure on them not to accept the meals.

Lucknow. Taking a cue from Rajya Sabha, which suspended proceedings
abruptly as soon as the clock struck 12 in the midnight, a dalit
family hosting Rahul Gandhi for dinner asked the Congress MP to leave
their house as soon as they realized that it was end of the calendar
day.

Rahul Gandhi had eaten just one roti (bread) when Dhaniram, the host,
asked him to leave his house as the day reserved for showing
hospitality to Rahul Gandhi had come to an end.

"We were having a nice chat and Rahul Baba was showing Dhaniram live
television on his 3G enabled Aakash tablet gifted to him by Kapil
Sibal," a Congress worker, who had accompanied Rahul Gandhi, recalled
the events of the last night.

Rahul Gandhi was shocked but didn't comment anything over the incident

Dhaniram asked Rahul Gandhi to show him news channels to check if his
name and face was already on national television for hosting the
future Prime Minister of India. Rahul obliged, but to his
disappointment, Dhaniram found all the news channels broadcasting
Parliament proceedings instead of breaking news on Rahul Gandhi having
dinner at a dalit household.

"Rahul Baba explained something about Lokpal, but my mood was already
off by then," Dhaniram confided his honest feelings to Faking News, "I
had paid a bribe of 500 rupees to the local agent who had promised
that I will be popular after Rahul Gandhi visited my home. But there
was not a single journalist covering the event! Only you Faking News
guys were there! WTF!"

Adding to his woes was the half-an-hour explanation by Rahul Gandhi on
how the Sarkari Lokpal can tackle corruption better than Jan Lokpal.

"To hell with all kind of Lokpals, I was more concerned about my 500
rupees and the food that I had invested to earn some fame," Dhaniram
said.

Already frustrated and exasperated at his loss, Dhaniram went mad when
Rajya Sabha was adjourned sine die as soon as it was midnight. This
killed all hopes of any non-Lokpal news being flashed.

"All that they were talking on TV was how the day had ended and no
business could take place any further, while the disastrous day that I
was having appeared to extend forever," Dhaniram recalled how his wife
started quarrelling with him as she had to cook food for five extra
persons – Rahul Gandhi, his security guards, and the agent who fleeced
Dhaniram.

However, the Parliament proceedings gave Dhaniram an idea on how to
put an end to his sufferings. He immediately announced that the day
had ended and the honorable Rahul Gandhi must leave his house keeping
with the lofty traditions of the Indian parliament.

This left everyone stunned, as if Tendulkar was bowled at 99.

After regaining their composure, Congress workers tried to reason with
Dhaniram but he remained adamant. The red faced agent even offered to
fix a Walk The Talk appointment with Shekhar Gupta on NDTV, but
Dhaniram was not ready to believe anyone anymore. Rahul Gandhi had to
leave his house after having just one roti and a small bite off a
pyaaz (onion).

"RSS agent," Digvijay Singh claimed about Dhaniram.

Speaking at a programme organised to felicitate meritorious students
organised by Karnataka Dalit Sangharsha Samithi in Madikeri on Friday,
he said the government has chalked out several plans for the welfare
of the community members.

There is a gap between the empowered and poor Dalits. The dream of Dr
B R Ambedkar for the uplift of Dalits have not been realised even to
this day.

The higher class should show concern towards the Dalits, he added. DC
Dr N V Prasad called upon the Dalits to make use of the facilities and
come up in life. DSS convener H L Diwakar presided. Meritorious
students were felicitated on the occasion.

If I ask others for money and do not contribute from my pocket, that isn't good. I try my best to contribute whenever I can during the course of year and whenever there is a need in FFEI apart from my other efforts at personal level.
 
My humble donation for 2011 is a modest $500. I wish I could donate more.
 
We have raised less than Rs. 3 lakhs (excluding the donations received before this drive started). We need a minimum of Rs. 8 Lakhs to meet our commitments for 2011.
 
I request others as well to come forward and help us with whatever they can, however small it may be. Don't think that some others will help.

Subject: [ambedkarscholarship] FFEI 's 9th year of operation - some thoughts

 
Dear donors and friends,
Last night I was watching CNN Heroes, 2011. I was thrilled to see how a single person see a need in the community or somewhere faraway in the world; started his/her work like a small spark that spread like a wild-fire in a year or two. A single person's dedication coupled with other considerate people helping thousands and even millions of people in US and across the world. I couldn't resist myself but saluting every individual that featured in the program. I saw ultimate meaning in what they do and the purpose of life on earth.
 
While watching it, I ponder about FFEI. FFEI is in its 9th year of operation. Started with just 2 scholarships in AP in 2003, in these 9 years FFEI helped hundreds of students from AP, Tamilnadu, Uttar Pradesh, Karnataka, and Orissa. Our wish is to expand it to other states, but financial and human resources in those places preventing it to become an all India organization.
 
In addition to helping students, FFEI helped a few Caste atrocity victims in Punjab (Mr Bant Singh), Uttar Pradesh (little girl raped and a little girl burnt), Kerala (Ms Chitralekha), and honored a few Dalits who made a mark in the society despite their humble background– Ms Baby Kamble and a karate world champion from Maharasthtra; Dr Endluri Chinnaiah from AP, Dalit journalists from UP etc. We also helped several Dalits on individual basis – to study Nursing, to pay fee for a professional course, to buy a computer, a sewing machine, a wheelchair etc that helps them to study and do something to be independent. We started helping colleges and schools (that cater mainly Dalit children) to buy necessary books.
 
Our microloan project called Ambedkar Microloans in AP is going on well, thanks mainly to Prof Anand Swarup of Australia (major contributor) and others like Hope for Humanity in US, Ohia University Indian student Association, and me. Through this project, so far, we helped hundreds of Dalits and non-Dalits to start a grocery store, to buy a buffalo, to set up a tea stall, to buy a rickshaw to transport water and students, to sell vegetables in villages  - to name a few.
 
One may wonder what criteria we apply while giving aid. We use help from various sources to indentify a beneficiary. In some cases we act on a newspaper story and urge for help to help the individual. In some other cases, we get request for help from the volunteers/friends working for FFEI in India. In all cases, I personally verify the need by asking for documentation and talking to the individuals. I say no, when I don't satisfy with the information or the need.
 
Through emails, I communicate as much information as possible to everyone.
 
I don't say everything is perfect. I know we need improvement in many areas of our operation – especially monitoring of the aid we give. Though I know what to do and how to do perfectly well, I am helpless due to lack to financial resources. Monitoring needs a few full time employees and an office space – for both we lack, financial resources. Unless we start a separate fund for salaries and office space (is it possible?), monitoring is not possible with the donations we receive that are tied to a specific need.

I try my best to keep the operating costs minimum, sometimes at the displeasure of the organizers due to my stinginess. Our overhead expenses are just 2-3% of the disbursements we made each year.

As I always say, we are open for new ideas and discussion to improve the project. My only request is that the suggestion should be viable within our resources.
 
I urge donors and friends in the email groups to come forward and help FFEI with ideas and money.
 
I assure you that every viable idea will be considered and every penny donated will be used in the most efficient way possible.

Note: So far, I failed to attract any corporate donor. May be, I am inefficient or less dexterous to attract them. All our donors are individuals and they come to us through a word of mouth. Most of them are non-Dalits (thanks to Prof Shiva Shankar's efforts to rope in his academic friends), baring one or two. 

It is sad that an Organization that was born out of debates from Dalit electronic groups do not have Dalits as patrons. After the success of FFEI (or Ambedkar Scholarships, as it was formally known), many started their own organizations (spending valuable resources for registrations, exemptions etc), operated a year or two, and disappeared. Don't misunderstand; I acknowledge every good work some individuals and organizations are doing. My grudge is only with just talkers. When I read grandeur talks in Dalit forums without actions, I can't help but feel pity. 

Do the Dalits in these forums and NRIs do not have money? No, their priorities and aims are different. Who cares if you spend for a Dalit cause when other alluring offers are available elsewhere? One can imagine if Babasaheb (who did so much for every Dalit) grieving or happy in his grave? Dalits (especially the well-to-dos) has a lot to learn from the African-Americans in US. They transformed their lives (from worse to better and best) by helping each other and the less privileges among them. But, Dalit help stops at their own kith and kin. I and sure, that is not what Babasaheb wants from them.  

In my view, worshiping Babasaheb (as many Dalits do) is not what is needed, following his footsteps.

I am extremely sorry, if someone think that I am criticizing. All I say is, that is not my intention, whatever the way one can take my words.

BSP on Thursday made a veiled attack on Congress General Secretary
Rahul Gandhi for his criticism of Mayawati government in poll-bound
Uttar Pradesh, where Congress is working hard to revive its fortune.
Blaming the Congress leadership for the state's plight, Satish Chandra Mishra
said, "Your leader says in five years I will change UP. When you could
not do anything in forty years, what great will you do in five years?"

Referring to the Rahul's statements in UP, the BSP leader said, "Your
leader goes to UP and says we have given money from the Centre for the
development of the state."

"Let me tell you Delhi is not your property. Delhi's money is not your
'jaagir' (property). It's not your money, it is our money which is
used for the development of the country with which you are running 150
projects in the name of your ancestors," he said.

Mishra said Central ministers frequently come to the state and "look
into the projects that how these bridges are made. Federal structure
of the country is being destroyed."

The BSP leader claimed that in 40 years of Congress rule, only 3,500
MW power was added in UP whereas in the last four years only, the BSP
government has managed to add 7,000 MW power through its own
resources.

Mishra said the Congress in the last 40 years, "did not gain mastery
in anything other than corruption. You defamed the country in the
whole world in the Commonwealth Games. You are scared only of the
elephant. You see the elephant in dream."

He said the Congress sees only Amethi and Rae Bareli in UP and there
also one after the other, central projects have been shut and people
left unemployed.

Mishra took a dig at Rahul Gandhi saying that Congress should not
make laws under anybody's orders as the constitutional amendment bill
was defeated in the Lok Sabha.

Patna: Rashtriya Janata Dal (RJD) state president Ramchandra Purvey,
speaking at a dharna held by the party's extreme backward cell at
Kargil Chowk in Patna on Tuesday, ripped the NDA administration on
'atrocities against the poor and backwards' in the state saying things
were so bad in Bihar that the RJD had no option left but to launch a
statewide agitation against the Nitish government.

"Crime against the dalits has gone up several fold under the current
administration. NDA leaders with strong criminal background are
committing atrocities on those whose voices are not represented in the
government. Women, particularly those belonging to the extreme
backward castes and minorities, are also an oppressed lot. Given these
ground realities, we have no choice but to launch a statewide
agitation to draw the attention of the public towards these issues,"
Purvey said.

The RJD leader further said that that a girl was raped in Vikram block
a few days ago but the police is yet to take any action against the
alleged rapist.

"Between October 28 and December 22, 47 such incidents have taken
place in Bihar out of which 30 belong to extreme backward castes but
the government has opted to ignore these cases," Purvey said.

LUCKNOW: Congress general secretary Rahul Gandhi on Thursday accused
the UP chief minister Mayawati of hiding from the people.

"It seems she is afraid of being amid dalits and the poor. That is why
she stays inside a 40-foot-high boundary wall in Lucknow. Though she
claims to be a leader of the dalits, Mayawati has not visited a single
dalit home in the last five years. She lives in her mansion fenced by
high walls," he said while addressing a public meeting in Pilibhit
during his third phase of campaign for assembly elections.

Gandhi scion alleged that Mayawati dismisses a minister, accusing him
of corruption, and then replaces him with an even more corrupt
minister. "A few days ago, she dismissed four ministers. On Wednesday,
she dismissed two more, and then she handed over the charge of their
departments to another minister, who is more corrupt than the ones he
has replaced. One month before the elections, she is trying to fool
the public with these antics," he said while referring to Mayawati's
right hand man Naseemuddin Siddiqui who has over a dozen departments
under him as a cabinet minister.

Citing an example of the poor state of governance in UP, Rahul said
"In a village I visited recently, I found 500 farmers waiting in a
queue for fertiliser. They were told there was no fertiliser, yet when
I went inside I saw piles of sacks containing fertiliser. The farmers
were being denied because the fertiliser found its way to the black
market under the cover of darkness."

The Congress general secretary said that the Food Security Bill would
provide food to the poorest sections of the society.

The bill would ensure that millions in UP receive 35 kilograms of
foodgrain. Though the greatest beneficiaries would be dalits, Mayawati
considers this a joke, he said.

Agra, Dec 30 (IANS) A Dalit was shot dead on the Agra-Firozabad
highway in Uttar Pradesh in exchange of firing between the police and
protesters demanding compensation for an accident victim, an official
said.

A Provincial Armed Constabulary (PAC) trooper was also seriously hit
on the head in stone-pelting by villagers of the Chalesar area late
Thursday evening.

The clashes continued for over two hours after a speeding Scorpio
vehicle hit Raj Kumar, of Bangara village in Etmadpur, who was
crossing the road. Both his legs were badly crushed.

A large crowd gathered on the highway and blocked traffic. After
failing to clear the jam, police used tear gas shells, rubber bullets
and a mild baton charge, and the villagers retaliated by pelting
stones and firing back.

A bullet hit Ashok of Bangara village who fell on the ground. Police
took him to the SN Medical College where doctors pronounced him dead.

Deputy Inspector General Aseem Arun told IANS that the family of the
deceased has filed a First Information Report (FIR) against three
people of the village who, they alleged, took advantage of the
situation and killed him.

Arun said the police had used rubber bullets and tear gas shells. An
inquiry has been ordered to find out how Ashok was hit and died, he
added.

In an apparent attempt to make a dent in the Mayawati's Dalit vote
bank, Congress general secretary Rahul Gandhi on Tuesday said the
Dalit community had suffered the most during the BSP supremo's regime
even as he termed the recent sacking of the four UP ministers by her
as an 'eyewash'.

"Mayawati calls herself leader of the Dalits, but the latter have
suffered the most in her rule," Rahul said while addressing election
meetings at Uttar Pradesh's Lakhimpur-Kheri district, about 150
kilometres from here, recalling the recurring droughts in the
impoverished Bundelkhand region of the state.

"Dalits asked me during my visits to Bundelkhand why Mayawati did not
visit them when they were facing the drought," the Congress leader
said, as he tried to project the his party as the 'messiah' of the
community.

"I have seen people starving in Bundelkhand and that is why our
government has brought the Right to Food bill," he said, adding it
would go a long way in mitigating the sufferings of the people in the
region and other parts of the State.

Referring to recent sacking of four ministers by Mayawati, he
observed: "Why did she not sack them when they were looting Central
funds. Didn't she knew this before? Who is she trying to fool? She
allowed them to loot for five years and removed them a month before
the polls."

"Mayawati sacked four corrupt ministers, but gave their portfolios to
another corrupt minister," he said referring to Maya's trusted aide
Naseemdudin Siddique.

The Congress leader referred to Babu Singh Kushwaha, former family
welfare minister in UP, who, he said, had been given the portfolio in
order to 'loot' the National Rural Health Mission funds.

"Now Kushwaha has been making rounds of the CBI to save himself," he said.

He also referred to his frequent visits to the villages and Dalit
households that his opponents has termed them 'drama'.

"If it is drama, then I will keep on enacting this drama," he said,
adding winning elections was not his intention. "I want to change the
state," he added.

"When Rajiv Gandhi had introduced computers, the opponents had called
him mad...see what that mad person has done," he said referring to the
information technology revolution as he exhorted people to give
Congress a chance.
