broken 114 Hrs  non-stop reading Guinness World record. Mr Patil has been completed 120 Hrs non-stop "The
Constitution of India" reading on dated 17th December 2011 at 8 PM. He started his non-stop reading from 12th
December 2011 at  3 PM with presence of Hon. Anil Deshmukh, Cabinate Minister of Maharashtra. Hon. Manoj
Sangole ( Corporator of NMC ) and World Guinness Record winner in non-stop singing Mr Rajesh Burbure, who
visited An eminent Ambedkarite and Buddhist Thinker Dr Milind Jiwane's office and given information and invited
him to visit the venue, where the programme arranged.
                    As per the invitation, Dr Milind Jiwane has visited the said venue and has been given the congratulation
to Mr Manish Patil's world record. On that time Dr Milind Mane (Chairman of Backward Classes Committee of
NMC), Hon Manoj Sangole ( Corporator of NMC ), Ms. Varsha Shyamkule (Youth Leader of Nationalist Congress

Caste pressures delay VC appointments

VIJAYAWADA: The state government is under pressure from the
politically influential Kapus to make an appointment to the
vice-chancellorship of a university in the coastal region from their
community.

Although Pradesh Congress Committee chief Botsa Satyanarayana is
lobbying hard for a kapu at the helm of Andhra University, chief
minister N Kiran Kumar Reddy is believed to be in favour of naming a
kapu for the vice-chancellor's post at Acharya Nagarjuna University.

According to highly-placed sources, vice-chancellor posts at all five
coastal universities - Ambedkar University (Srikakulam), Andhra
University (Vizag), Nannayya University (Rajahmundry), Krishna
University (Machilipatnam) and Acharya Nagarjuna University (Guntur),
vacant for the past few months, would be filled shortly. While
appointments to three universities were shortlisted a month ago, the
process was stalled as the authorities wanted to announce all the
appointments simultaneously to balance the caste equations in the
region. Sources said that the five posts would be shared between the
five dominant communities in the region, namely, SC (mala), SC
(madiga), kamma, kapu and BC.

Pressure from political leaders in the respective districts has also
complicated matters. While union junior HRD minister Daggubati
Purandareswari is said to be demanding a kamma VC at Krishna
University, PRP, the latest entrants to Congress, has reportedly upped
the ante in favour of a kapu appointment at the same university.

Professors at these universities, too, have been forming community
cliques and lobbying hard with their political masters for a
favourable appointment. Sources said that kamma teachers were actively
lobbying for the appointment of one Rammurthy Naidu, UGC member, as
vice-chancellor of Acharya Nagarjuna University.

P Narasimha Rao, the Samaikya Andhra JAC chairman and a hardcore TDP
sympathizer, is reportedly lobbying hard to get Naidu, his
brother-in-law, to fill the VC's chair.

According to sources, senior chemistry professor AV Prasada Rao is a
hot favourite for the Ambedkar varsity while LK Mohan Rao is being
tipped for the AU post. Vijaya Prakash and K Viyanna Rao are likely
for, respectively, Nannayya University and Krishna University while YP
Ramasubbaiah looks a safe bet for the ANU job.

Prasada Rao (SC-madiga) and Vijaya Prakash (SC-mala) are being
considered to balance both groups within SCs. The name of
Vijayaprakash, uncle of senior IPS Stephen Ravindra, is believed to
have been proposed by Amalapuram MP Harsha Kumar.

Curiously, the CMO is reportedly looking to hit two birds with one
stone by naming Mohan Rao, a kamma, to the VC's post at AU as that
would not only please MP Purandareswari but also deal with Botsa who
wants a kapu chief.

KV Rao's appointment at Krishna University and Ramasubbaiah's
appointment at ANU is also likely to balance the other equations as
the former is a BC while the latter is kapu.

Barefoot: Remembering Kandhamal

Kandhamal was not a spontaneous outburst of mass anger. And the
victims still await justice.

It was a terrifying Christmas in 2007 for tribal and dalit Christians
who live in the second poorest, deeply forested district of Odisha,
Kandhamal. Long-smouldering violence targeting them exploded, and was
to continue to rage for another full year. During this time, 600
villages were ransacked, 5,600 houses were looted and burnt, 54,000
persons rendered homeless, 295 churches and places of worship
destroyed, and 13 schools, colleges and orphanages were damaged. The
official death toll was 39, although unofficially the figure is
claimed to be closer to 100. 30,000 people were forced to live in
relief camps, and it is estimated that nearly half are still unable to
return home.

Four years later, many of the survivors gathered in Bhubaneshwar to
remember and to mourn. In an exhibition organised by Anhad, some of
the vandalised remains of churches and homes were displayed. In one
corner, blurred, blown-up passport sized pictures of men and women who
had been killed were pasted on bamboo sticks. Many stood there and
wept quietly. The occasion was the release of the report of a National
People's Tribunal on Kandhamal, aptly titled 'Waiting for Justice'.
The Tribunal was chaired by Justice A.P. Shah, and included among its
members Syeda Hameed, Ruth Manorama, Mahesh Bhatt, Vinod Raina, Vrinda
Grover, Miloon Kothari, P.S. Krishnan and Sukumar Muralidharan. I too
was a member of the Tribunal.

Striking similarities

Although the states of Odisha and Gujarat are located at the furthest
eastern and western corners of India, separated by several thousand
kilometres, the mass-targeted hate violence in both states, in 2007-08
and 2002 respectively have many striking — and deeply troubling —
similarities. Each was characterised by a long build-up of hatred
against religious minority residents, there is evidence of systematic
advance preparation, state authorities were openly complicit in
enabling the violence to persist for weeks and months, the attacks
were unusually brutal and targeted women, thousands were displaced and
discouraged from returning to their homes, facing organised social and
economic boycott. And in both, compensation was tight-fisted and
justice systematically subverted.

There is evidence in both Gujarat and Odisha of systematic planning
and organisation prior to and during the attacks, as though they were
both only awaiting a flashpoint to let loose the terror and mass
violence. These were not spontaneous outbursts of mass anger. They
were planned attacks cynically facilitated and criminally abetted by
the state administration in the two states. The Tribunal notes:
'Victim-survivors testimonials repeatedly referred to the perpetrators
wearing red head bands, carrying numerous weapons such as axes,
daggers, swords, guns, crowbars, pickaxes, lathis, bows and arrows,
lighted torches, bombs, petrol and kerosene barrels, trishuls, tangia,
pharsa bhujali and bars'. They could have been speaking of Gujarat,
where we heard literally hundreds of similar testimonials.

One survivor, Keshamati, recalls further: "It is 'Sahukars' from the
towns of different parts of Kandhamal who took the leadership in
creating the violence, supplying weapons, arms and explosives like
petrol and diesel to some of our people." Another adds, "The rioters
brought trucks from other villages and they carried away looted
valuables from our villages in the trucks. Many speak of preparatory
meetings in villages the night prior to the attacks.

In Odisha, once again like in Gujarat five years earlier, the attacks
were marked by exceptional cruelty. Kanaka Nayak recalls the horrific
mob slaughter of her husband when he refused to reconvert to Hinduism.
"They spat on him and started to sing and dance around him; they
paraded him, and dragged him. They told him 'you sing your songs and
let Jesus come and save you'. And they started attacking and cut his
body into three pieces." Many attacks were on women. Christodas
recounts, "When we were fleeing to the relief camp, my wife was
attacked with a sword by a violent mob..... I saw her palms being cut;
she had a cut on her skull and her backbone." An orphanage was
destroyed. The body of the warden was burnt, the lower part of her
body was completely burnt so as to destroy all evidence of alleged
gang rape.

Women who suffered sexual violence in both massacres continue to live
with the agony of memory and silences of shame. One said in confidence
to the Tribunal, 'The attackers removed their mask before they raped
me. Earlier, they would respect me. I was shocked that they took
revenge on me for my uncle's refusal to convert to Hinduism... Lots of
things have changed in my life after that incident. I have been in
hiding. I am traumatised, sad, depressed and struggling. I feel
ashamed. I am unable to forget about the incident and carry on with
life. But I feel I should be strong to get justice."

Surprise element

Another surprising common feature in the two mass slaughters was the
role played by women's organisations such as the Durga Vahini. The
Tribunal records evidence of the mass mobilisation of women who formed
violent mobs and perpetrated the attacks.

The two massacres are also linked by the open support to the violence
by the state administrations, which permitted these to blaze for long
weeks and months, reducing an entire religious community to fear and
destitution. The Tribunal quotes the earlier report by the National
Campaign on Dalit Human Rights: 'The local government by and large not
only stood by and silently watched, as the horrendous events were
unfolding, but in several ways, according to the eye-witnesses,
facilitated the gangs indulging destruction of human life and valuable
property. What followed by way of administrative action — controlling
the situation, relief measures for the afflicted and punishing the
guilty — could only be described as formal-ritual motions to satisfy
the letter of the law'.

State apathy

To take just two illustrations, survivor Premashila testifies to the
Tribunal, "The police and the district administration were aware of
strategies of the rioters before the incident took place, because
these rioters were organising meetings, rallies in the presence of the
police and district administration in many places." Father Kullu
describes their role in the destruction of the Madhupur Church: "...in
front of the police and the deputed magistrate the rioters destroyed,
burnt and ransacked everything whatever they could in two hours. Many
valuables were stolen. They completely destroyed the church, priest
residence, hostels, convent, dispensary and Maria grottos."

In both hate carnages, people were openly attacked because of their
adherence to what was incorrectly described as 'foreign religions', in
one case Islam and the other Christianity. The Tribunal notes,
'Thousands of Christians being chased and herded in groups into Hindu
temples and forced to undergo "reconversion" ceremonies with their
heads tonsured. They were made to drink cow-dung water as a mark of
"purification" and some of them forced to burn Bibles or damage
churches to prove that they had forsaken the Christian faith. The
"reconverted" Christians were forced to sign "voluntary declarations"
stating that they were becoming Hindus voluntarily — a condition
required by the anti-conversion law in Orissa'.

In my next column, I will trace the echoes of Gujarat in Kandhamal
five years later, in ways that boycott was organised, reparation
withheld and justice subverted.

Openly instigating violence, VHP leader Pravin Tagodia had a free
passage across the state in the build-up to the protracted violence.
He thundered, "There is no place for Christians. If Christians don't
become Hindus, they have to go. We don't care where they go. They must
leave Orissa." The purpose of the violence was to punish and terrorise
those adivasis and dalits who had converted to Christianity, some
generations earlier. In Odisha, as in Gujarat before it, ultimately
the aim of the violence was to reduce the religious minorities to
permanent fearful submission to people of the majority faith, in
destruction of the secular democratic Constitution of the land.

When Ratibhai Makwana, 70, a Dalit, launched his plastic renewal plant
in Baroda 31 years ago, rival firms boycotted the launch because of a
fear of losing out on business deals. Today, Makwana's Gujarat Pickers
Industries Limited, based in Ahmedabad, has a Rs300-crore turnover and
a
sugar factory in Uganda.

On Saturday, Tata Group chairman Ratan Tata, paid a visit to the
three-day Trade Fair organised by Dalit Indian Chamber of Commerce and
Industry (DICCI). Seeking a lease of life in the spirit of
entrepreneurship, the fair has stalls put up by 200 Dalit-owned
companies.

Tata made a brief address to the gathered group of entrepreneurs: "I
salute you for being entrepreneurs and contributing to Indian
industry."

"The Tata Group has aligned with Dalit enterprises since 1945. Ratan
Tata addressing the entrepreneurs pushes their morale and encourages
more Dalit youth to set foot in the business sector," said Milind
Kamble, president of DICCI.

"The factories that are run in India have a large number of workers
from the Scheduled Caste, but we want recognition too," said Shishupal
Singh, 46, CEO, Sangam Exports in 2004 and exports garments to firms
in Russia, Italy and France.

"The idea behind DICCI is to send a message to society that Dalits are
not only seekers of government protection through reservation, grants
and scholarships, but they can also contribute to the economic growth
with their entrepreneurial skills." said Chandrabhan Prasad, Dalit
scholar.

When asked about the purpose behind a separate, parallel body for
Dalit industrialists, Prasad said caste is a reality. "But when Dalits
can be seen at par in every sector, their empowerment would be
complete. When that stage is achieved, DICCI can merge with FICCI,"
said Prasad.

MANGALORE: The Dakshina Kannada and Udupi district Backward Classes
Federation which

has accused the government of hesitating to impose a ban on Made Snana
practice, has urged the

government to immediately hand over the Kukke Subrahamanya Temple to the Dalits.

In a press communiqué, the Federation said the elected representatives
elected by people of all

castes and creeds are committed to frame an act which prevents such practices.

"In case the government lacks the determination to stop the Made
Snana, let it hand over the

temple which was established by the Dalits to the Dalits themselves.
The temple need to have

Dalit priests and not Brahmin priests," the Federation said.

It also demanded that all religious heads condemned this evil
practice. The signatories to the

press communiqué include the Federation Vice President Vasudeva Bolur,
Secretary Jayananda

Bolur and Member Sanjeeva Shettigar.

Dismissing Rahul Gandhi's criticism of corruption in Mayawati
government as a "drama", BJP on Saturday challenged the Congress
leader to get an inquiry initiated against the ruling BSP in Uttar
Pradesh.

"It would be better if Rahul, instead of indulging in drama saying elephant in
Lucknow is eating away funds in UP, get an inquiry initiated against
the Mayawati government on corruption charges," BJP national secretary
Kirit Somaiya told reporters.

In an apparent reference to the ruling BSP, Rahul had recently said in
a poll rally that an "elephant" in Lucknow was eating away all the
money sent by the Centre for the poor in Uttar Pradesh.

Somaiya said if Rahul was unable to get an inquiry conducted against
the Mayawati government for corruption, "he should honestly accept
that Congress and BSP have a political understanding between them".

The BJP leader also criticised state Cabinet secretary Shashankh
Shekhar Singh, who had yesterday released a white paper of Uttar
Pradesh government on functioning of 24 key departments, saying, "He
is an official and should therefore keep himself away from political
matters."

"It is not right for an official to conduct press conferences on
behalf of the chief minister to give clarifications," he said.

LucknowIn a first of sorts, the Uttar Pradesh government under
Mayawati issued a white paper on her performance but avoided any
mention of the controversies surrounding the government, including the
Greater Noida land sales, the allegations of siphoning of funds in the
National Rural Health Mission and accusations of land grab against
some of her party legislators.

The 84-page document drawn up hastily before the state assembly
elections nowhere says there is any room for improvement in the state
administration. It claims that accountability has been the key
elements of the decision making by the government. State cabinet
secretary Sashank Shekhar Singh said the Opposition parties should go
through the white paper "before making allegations of corruption". In
a statement issued with the document, Mayawati said she has inherited
corruption as a legacy of the past and is trying her best to eradicate
it.

The paper contains details of the functioning of various projects of
two dozen departments including revenue, industrial development, cane
development, urban planning, power, agriculture, health, and rural
development. Each has worked in a "transparent and as per laid-down
procedure".

The paper as well as the chief minister's statement was passed by the
state cabinet and read out by the cabinet secretary in a press
conference.

While the paper refers to the allotment of farmhouses, it makes no
mention of the controversies regarding the chief minister's quota.
Instead it says all land allotted for farmhouses has been as per the
procedure for allotment of institutional plots and the entire process
right from inviting applications through national dailies to the
evaluation of applications and documents thereof was transparent.

On the health mission, the white paper says the scheme was targeted to
raise institutional deliveries and, in other cases, for providing
financial assistance to women opting for home deliveries. As a result
the number of institutional deliveries has risen from 1.68 lakh in
2006-07 to 23.41 lakh in 2010-11.

The cabinet secretary said UP is the first to issue a white paper on
functions and tasks undertaken. "We have uploaded full information
related to the performance of 24 departments on the UP government
website. I want to tell you that we have been able to maintain
transparency in whatever work we have done so far," he said.

Post-Ambedkar, many generations of Dalits have struggled to make
society and politics a more equitable space. However, there is now an
emerging cohort of Dalits who have somewhat different needs —
capitalising on the benefits of the welfare state, this new class has
entered the so-far-unexplored domain of economic competition. Many
Dalit businesses have been remarkably successful, even without state
support.

More than 150 entrepreneurs participated in the recently concluded
National Trade Fair of Dalit Entrepreneurs in Mumbai, including a
multi-national manufacturer of sugar with plants in West Africa, a
crane manufacturer from Bahadurgarh in Haryana who supplies machines
to BHEL, engineering consultants and property developers from Nagpur
and a hosiery manufacturer from Ludhiana who exports his entire
production to Europe.

This class has not blindly bought into the rhetoric of middle-class
aspiration, it understands only too well the difficulties and limits
that Dalits face in the open market. Instead, this emerging Dalit
class, along with intellectuals and the state, have proposed several
new initiatives to ensure their entry into the new economic sphere —
and these new approaches have the capacity to tilt the dominant
discourse of the globalised market economy.

In the liberal discourse, democracy and capitalism are seen as the two
necessary instruments for the overall growth of an individual's
capacities. Dr Ambedkar was influenced by such humanistic liberal
values, which were reflected in the Constitution he crafted. However,
in actual terms, human relations were still structured by caste and
social oppression. Only at exceptional locations is an individual's
"free will" respected. Dalits, Muslims and women still remained at the
periphery, while other castes/categories dominated the sphere of the
market.

Dalits are conventionally assumed to be poor, stuck with dead-end
jobs, and lacking in what it takes to be an entrepreneur or a business
leader. Given these assumptions, they are subject to multiple kinds of
discrimination in society and in the market. In the Eleventh Five Year
Plan, it was noticed that Scheduled Castes (SCs) are
disproportionately represented, poorly paid and face particular
discrimination in gaining employment in open market. In an India that
seeks to be a leading globalised market economy, such crude
identification of one particular group militates against the ideas
that drive the neo-liberal economy.

In earlier decades, Dalits gained from the initiatives of the
Nehruvian welfare-socialist agenda. However, in the last two decades
of privatisation in the Indian economy, the benefits of reservation
policy have bottomed out. The market tends to function under the aegis
of traditionally dominant caste groups; nepotism, conventional
networks and kinship still operate in Indian business. Dalits, are
regarded as relative outsiders in the world of business, and the odds
are stacked against them. However, despite these adverse
circumstances, some Dalit entrepreneurs have demonstrated remarkable
achievement in their individual business enterprises.

This new generation of successful Dalit entrepreneurs has opened a new
debate. They locate the globalised market economy as the domain of
free competition, and thus, beneficial to the educated Dalits. This
endorsement is different from the standard Dalit positions that argue
that the state should continue to be responsible in empowering Dalits.
In the new discourse, reservation policy appears limited and is often
perceived as a "compensatory package" by the state to provide status
and position to "representative candidates" from among the deprived
sections. It may provide a moral justification for the welfare state,
but cunningly reduces Dalits into passive recipients. It appears as
though the benevolent state is "giving" the profits to the needy, but
not that these "deprived sections" genuinely deserve them as a matter
of right. This approach may provide certain material benefits to
socially deprived groups, but it does not challenge the core question
of marginalisation that constricts their individuality, free will and
capacity to perform in the economic domain. Such agendas of social
justice do not look at the fundamental reasons for their deprivation.

Thinking beyond reservations is the latest appeal of this emerging
Dalit entrepreneur class. They look at the state as their moral
partner in such endeavours and demand new safeguards, protections and
benefits, which will help chart their entry in the economic arena.
They ask for proactive affirmative action by the state to reduce the
vulnerability of the Dalits in the market.

For the state, which has now adopted neo-liberal economic policies as
a given, this is the real test. The aspirations and courage of this
new class of Dalits is phenomenal, but they will remain a few
scattered stories without the equal and determined support of the
state. The state must also look beyond reservations, to promote these
new entrants in the market economy.

Lucknow: Uttar Pradesh Chief Minister Mayawati has raised the pitch
to woo the crucial Muslim vote ahead of the Assembly elections next
year. Addressing a rally in Muzaffarnagar, the UP Chief Minister urged
the people gathered to gift the state of Uttar Pradesh to her during
the Assembly elections next year.

"Congress has ruled for 40 years and during their rule Muslims have
been neglected, their interests have not been catered to. Our party
has worked day and night and along with every other part of society,
has taken care of Muslims as well," the BSP chief said.

"It will be a birthday gift to me if you vote for your own party (the
BSP)," she added.

Muslims constitute a formidable 18 per cent of the vote bank in the
state. So, a special train has ferried thousands of people from the
Muslim-dominated districts of western UP.

There is also heavy police deployment at the venue of the rally.

However, this massive rally comes at a time when her party's tallest
Muslim figure and her senior-most minister, Naseemuddin Siddiqui, is
facing a slew of corruption charges. The allegations against him are
also being probed by the state Lokayukta.

Like most of Ms Mayawati's grand events, this time too, Lucknow has
been painted in a blue hue. The nearly 12 km-long route from the Chief
Minister's residence to the venue is flanked by huge blue hoardings,
bearing her portrait.

For now, the Chief Minister has defended Mr Siddiqui saying that all
the charges have been raised by an issue-less Opposition, and that
these are malicious and baseless.

The rally will also see Ms Mayawati reaching out to the Thakur
community. She is also expected to use her party's recent
anti-FDI-in-retail stand to reach out to the Kayastha or the trader
community.

Rashtriya Lok Dal (RLD) chief Ajit Singh, who was sworn in as Union
Minister on Sunday, said his party's alliance with the Congress would
give a "clear-cut alternative" to the people of Uttar Pradesh in the
coming Assembly elections.

Accusing Uttar Pradesh Chief Minister Mayawati of running an
"oppressive rule" in the State, Mr. Singh said: "Our mind now is on
Uttar Pradesh. The people of U.P. are feeling oppressed by the
Mayawati-led Bahujan Samaj Party government… but now they have a
clear-cut alternative in the RLD-Congress combine."

Talking to journalists after his swearing-in at the Rashtrapati
Bhavan, the Jat leader claimed that the RLD-Congress alliance had
generated a "wave" in Uttar Pradesh and its repercussions would be
felt across the country, particularly in the northern States. "The
[political] wave that will begin from Uttar Pradesh will have a
lasting effect on the whole country."

As a result of its alliance with the Congress for the U.P. polls, the
RLD, which has considerable influence in the western districts (also
known as the sugarcane belt), is likely to contest 40-50 of the total
403 seats. The party now has only 10 MLAs, while it won five Lok Sabha
seats in 2009 when it contested the elections under the BJP-led
National Democratic Alliance.

Erode, Dec 18 (PTI) A member of the National Commission for SC/ST, has
slammed the district police for "not taking initiative to solve SC/ST
problems" and "unsatisfactory action" over complaints given by members
belonging to the SC/ST. Latha Priyakumar, Member, National SC/ST
Commission, said yesterday after a two-day review of the schemes and
funds granted for the SC/ST here that she was concerned about the
"attitude" of the police in solving their problems. "The action of the
Erode district police is not satisfactory over the complaints provided
by the SC person. Further the absence in the review meeting by the
local Superintendent of Police is also not fair," Priyakumar said.
"The Commission has sent 20 letters to the Superintendent of Police,
Erode about various problems of the SC/ST, but unfortunately no reply
was received by the Commission for all the 20 letters. Further, the
police did not take any initiative to solve the SC problems". She also
charged that the SC/ST members were not included in the Parents'
Teachers Association in a number of schools in the district and wanted
the Education department officials to ensure they were included.
Priyakumar charged the police had failed to take action against those
who had allegedly assaulted SC persons at Nambiyur in
Gobichettipalayam here last year. Cases had been registered against
two persons in Jan 2010 for allegedly attacking a woman Sub-Inspector
for "delay" in registering a case under the SC/ST Prevention of
Atrocities Act. The attack occurred following an incident during a
temple festival conducted at Kosanam village near Nambiyur when two
groups of devotees belonging to two different communities wanted to
perform pooja, leading to an altercation. A member of a group, one
Thangavelu, lodged a complaint against the other group and quarreled
with the SI at the police station protesting the "delay" in
registering the case under SC/ST Prevention of Atrocities Act and
allegedly pushed her. Another member had also accompanied him. PTI COR

The midday meal rejection by the students of Zilla Parishad High
School in Sundaragiri village of Chigurmamidi mandal had taken a new
twist with school headmistress Vasantha lodging a complaint against a
teacher under the SC\ST Atrocities Act.

Chigurumamidi Sub-inspector Koteshwar told The Hindu on Saturday that
the ZPHS headmistress had lodged complaint against Hindi School
Assistant Satyanarayana alleging that the latter was insulting her in
the name of her caste as she belongs to Scheduled Tribe (ST) and she
secured headmistress post at a young age. She also alleged that the
teacher had instigated the students to shun the midday meals prepared
and served by the Dalits . The SI said that they had registered a
case.

In-charge Collector and Joint Collector H. Arun Kumar while responding
to the news item published in The Hindu had instructed Karimnagar RDO,
Huzurabad DSP and DEO to conduct an inquiry and submit a report. The
Dalit representatives demanded severe action should be initiated
against the teacher for encouraging untouchability in the schools.

Inquiry conducted

DEO Purnananda Rao said that they had conducted a departmental inquiry
with the teachers and students and would submit a report to Collector
Smita Sabharwal and School Education Director for necessary action.
Lok Satta district president N Srinivas said that the representatives
of Lok Satta and other voluntary organisations would participate in
mass community lunch along the schoolchildren and educate them about
the importance of eradication of untouchability.
