MUMBAI: The face-off between the government and Dalit leaders over the
proposed memorial for Dr B R Ambedkar in his home state in Maharashtra
continued to worsen with the Union Government expressing its desire to
part with less land than what had been demanded.

Dalit leaders are up in arms against the Union Government's decision
to allot merely 4 acres against the 12 acres of Indian United Mill
land in Mumbai that has been demanded by the Dalit community for the
construction of a memorial for Dr B R Ambedkar. Ever since December 6,
the death anniversary of Dr Ambedkar, Dalits have forcibly entered the
mill premises that is close to Chaitya Bhoomi in Mumbai where the
leader's remains have been consigned. Anandraj Ambedkar chief of
Republican Sena a wing of Bharipa Bahujan Mahasangh (Prakash Ambedkar)
and his 1000 odd followers have taken forcible possession of a portion
of INDU (India United) Mill in central Mumbai to erect the memorial of
Dr B R Ambedkar and other facilities for the followers of the Dalit
leader.

Republican Party of India (RPI) leader Ramdas Athavale said that he
will not allow any Union Minister to set foot in Maharashtra till the
land for the memorial is officially allotted for the memorial.
Athavale was responding to the statement made by Minister of State for
Textile Panaba Laxmi in the Rajya Sabha on Wednesday.

MADURAI: The Madurai bench of the Madras high court on Wednesday began
its hearing on the batch of 10 petitions seeking to order a CBI probe
into the Paramakudi police firing.

On Dalit leader Immanuel Sekaran's death anniversary, six persons were
killed and several injured in the police firing at Paramakudi in
Ramanathapuram, Madurai and Sivagangai districts as mobs protested
against the detention of dalit leader John Pandian.

Subsequent to the incident, Thol Thirumavalavan, president of the
Viduthalai Chiruthaigal Katchi and MP, filed a Public Interest
Litigation in the Madras high court seeking a CBI probe into the
incident.

P Pugalenthi, an advocate, also filed a PIL seeking suspension of
seven officials, including the Ramanathapuram collector and
Inspector-General of Police (South Zone), for their failure to ensure
law and order.

Subsequent to the incident, a Madurai-based lawyer, A Murugan, also
filed a PIL in the Madurai bench seeking a direction to the collectors
of Ramanathapuram and Madurai to take steps to provide better
treatment to the injured patients at government cost. He also sought a
direction to grant an ex-gratia relief to the injured as well as a CBI
probe into the incident. In another PIL, Guruvijian of Bahujan Samaj
Party, Madurai, sought a direction to appoint a special investigation
officer of the CBI to inquire into the police firing. Clubbing
together all petitions, the bench comprising Justices K N Basha and
Justice M Venugopal began their hearing on the issue. After hearing
the submissions of counsels R Sankarasubbu, M Radhakrishnan, NGR
Prasad and P Rathinam, the bench posted the matter for further hearing
on Thursday.

Dalit political parties irked by Centre's unwillingness to allocate
the entire 12.5-acre India United Mill plot for the proposed Dr BR
Ambedkar memorial stepped up agitations across the city on Thursday.
Hundreds of activists of Republican Party of India (Athavale) teamed
up with another
Dalit outfit, the Republican Sena and staged a blockade on the Eastern
Express Highway, throwing traffic out of gear. The protesters burnt
effigies of Prime Minister Manmohan Singh and demanded that the entire
plot be assigned for the memorial and other facilities, including a
social justice university for the Dalit youth and a vihara for monks.

Demonstrators also stormed the India United Mill, also referred to as
Indu Mill premises and threatened to not leave unless chief minister
Prithviraj Chavan agreed to their demands.

"The agitation will get stronger till the government parts with the
land. We want the prime minister to make a statement that the entire
land will be given for the memorial. There is no hurdle; the land
belongs to the central government,'' said RPI (A) leader Ramdas
Athawale.

On Wednesday, union minister of state for textiles Panabaka Lakshmi
told the Rajya Sabha that the Centre would allocate 4 of the 12.5
acres of the Indu Mill plot for the memorial.

Some activists and monks owing allegiance to the Republican Sena, a
little known Dalit outfit led by Dr Ambedkar's grandson Anandraj
Ambedkar, have been camping inside mill premises since December 6.
Ambedkar said his agitation was not for political gains but
represented the anger among Dalits at having their demands ignored.

"We don't expect much from this government. It took them decades to
even put a portrait of Dr Ambedkar in the Parliament," Ambedkar said.
"Now, the NTC wants to build a five star hotel. Is that valid given
that our demand has been pending for last 10 years,'' he asked.
Ambedkar said that though he disagreed with Athawale's pre-poll pact
with the Sena-BJP, all Dalit groups had a common cause in this
agitation.

The proposal for the memorial has been pending for nearly a decade and
the posturing by Dalit outfits seems to be timed with the upcoming
civic elections in mind. The Dalit votebank accounts for 15% of the
state's voters and could affect results of the municipal corporations
in cities like Mumbai, Nasik and Thane. With these equations in mind,
the Congress and the NCP tried to woo the Dalit voter and the CM even
announced on December 6 that the entire 12.5 acres of the mill would
be turned into a memorial.

However, the Centre's stance on the project has presented Chavan with
a situation that threatens to spiral into a political nightmare.

No arrests made: cops

Mumbai: The Shivaji Park police registered a case of unlawful assembly
against protestors who forcibly gained entry into the Indu Mill
compound on Thursday evening.

A group of protestors demanding the land be allotted for construction
of a memorial for Dr BR Ambekdar forcibly gained entry in the
compound, said Shivaji Park police. "The crowd, including members of
Republican Party of India (Athawle) was later evicted. A case of
unlawful assembly was registered against the protestors as they did
not have permission to enter the compound," said Vineet Agarwal,
additional commissioner of police (central region). No arrests have
been made in the case, he added.

According to an officer from Shivaji Park police, over 800 protestors
entered the mill compound, and burnt papers and plastic lying in the
premises. Later, they hoisted their party flag and clicked photographs
before being ejected by the police.

Meanwhile, traffic in the area was hit because of the protests.
Police, however, warned motorists of diversions through SMS alerts.
Traffic eventually eased out by 6pm.

Minor Dalit girl gangraped

Mathura, Dec 15 (PTI) A minor Dalit girl was allegedly gangraped by
three youths of the same community in Pani village here, police said
today.

The 13-year-old girl was raped yesterday when she went out to give
fodder to animals, they said.

The accused threatened her of dire consequences if she disclosed the
matter to anyone.

A case has been registered against the three accused following a
complaint by the victim''s family members.

Decision to revoke boarding facilities to underprivileged students faulted

The iconic Hyderabad Public School (HPS) which also happens to be the
alma mater of Chief Minister N. Kiran Kumar Reddy has been doling out
a raw deal to its Dalit students for two years, through its decision
to revoke boarding facilities.

The school's decision to withdraw hostel accommodation for the
Plus-One and Plus-Two admission holders has forced students from
underprivileged sections to stay in State-run social welfare hostels,
thereby affecting their study quality and performance to a great
extent.
Appalling conditions

"Conditions in social welfare hostels are appalling. We are given a
diet of low quality rice and watery sambar, and crammed into a hall
with many other students. Due to this, we are unable to study
properly, though the school we are in is one among the best in the
country," says Suresh (name changed), a Dalit student from Plus-II.

Till Class X, these students stayed in HPS dormitories, each
accommodating four members.

Apart from good food and health care, one more advantage was in the
daily preparatory classes held by teachers.

Performance of all the Dalit students has reportedly declined when
compared to their Class X results.

There have been instances where scorers of 70 per cent in Class X
exams failed in almost all subjects in Plus-I.

Students also claim that from the previous batch of Plus-Two, nearly
50 percent of the Dalit students failed to clear the exams.

Many of them are from poor households outside Hyderabad.

"If we fail to perform in the board exams, it will ruin our chances of
admission into higher learning institutions," rues another student.

The school provides statutory quotas in admissions for SCs and STs,
and the students are totally sponsored by the Social Welfare and
Tribal Welfare departments respectively.

But according to reports, the number of Dalit students in Plus-I and
Plus-II does not exceed seven percent nowadays, as opposed to the full
quota up to Class X.

The reduced numbers are attributable to lack of hostel accommodation
which is forcing many to join elsewhere.
Campus brawl

Boarding for these two classes was withdrawn two years ago, reportedly
after a brawl in the campus. However, school authorities attribute it
to the decision to offer accommodation from Class III onwards instead
of the Class V earlier.

President of the Telangana SC and ST Parents' Association K. Venkata
Swamy contended the same and questioned why the same decision was not
being implemented in HPS, Ramanthapur.

Representations were made to many, right from the principal to the
Deputy Chief Minister Damodar Rajanarasimha who himself had been a
student of the school, but to no avail.

When contacted, Principal R.S. Khatri, while not divulging the numbers
of Dalit students and their pass percentages, claimed that many are
opting out after Class X, seeking education in corporate colleges. He
ascribed the decision to withdraw hostel accommodation to the Board of
Governors.
Board of Governors

Principal Secretary for School Education D.Sambasiva Rao, who is the
Board's chairman, however, said he was not aware of the decision.

Incidentally, the Board has MP G. Vivekanand, Vice-Chancellors of
Osmania University and JNTU, and two to three IAS officers among its
members.

SC/ST and other Backward Classes (Amendment) Bill passed
Bangalore, Dec 15 (PTI)

Karnataka Legislative Assembly today passed the Karnataka Scheduled
Castes, Scheduled Tribes and Other Backward Classes (Amendment) Bill,
2011 making issue of false caste and income certificate and obtaining
them as a cognisable offence.

Members cutting across party lines welcomed the Bill which was tabled
by Minister for Social Welfare A Narayanaswamy. The Bill empowers the
government with powers to penalise those obtaining false caste
certificate or income certificate with rigorous imprisonment for a
term which shall not be less than six months, which may extend up to
two years and fine not less than Rs 1,000.

Tehsildars who intentionally issue such certificates upon conviction
would also attract similar punishment and penalty. No civil court
shall have jurisdiction in respect of any order passed by any officer
or authority under this Act and no stay or injunction shall be granted
by a court in respect of any action taken or to be taken by such
officer or authority under this Act, the Bill states.

Those found guilty will also face action like cancellation of degree,
diploma or any other educational qualifications acquired by them. The
House also passed The Karnataka Regulation of Stone Crushers Bill,
2011 which outlines guidelines for operation of stone crushers.

The Karnataka Appropriation (No 6) Bill, 2011 authorising payment and
appropriation of Rs 3,864.23 crore from the consolidated fund was also
approved by the House.

Paswan, lawmakers demonstrate for SC/ST reservation

Demanding reservation for SC/ST, minority, backward classes and women
in Lokpal, higher judiciary and private sector, Lok Janshakti Party
chief Ram Vilas Paswan on Thursday staged a demonstration at the main
entrance of Parliament House here.

Paswan, a Rajya Sabha member, claimed all the political parties, in
their meeting to discuss the Lokpal issue last night, have agreed to
support his demand for reservation in the anti-graft body.

He was joined by a group of MPs representing the SC/ST, socially
backward classes and minority communities. "All the political
parties in their meeting last night agreed to our demand for
reservation in Lokpal.

There was no opposition from anyone. But our protest will continue
till the time a Bill is promised to ensure reservation in higher
judiciary and private sector," he said.

Yesterday, Paswan and a group of MPs from SC/ST and backward
communities had staged a demonstration next to the statue of B R
Ambedkar inside Parliament complex.

"We will continue our protest till the time government assures us of a
decision for reservation in judiciary and private sector. Government
must set up All India Judicial Services to reserve seats for socially
backward groups in higher judiciary," he said.

The SC/ST forum has decided to raise the issue of reservation in both
the Houses of Parliament on December 20, he said.

On December 8, Paswan had led a delegation that met Prime Minister
Manmohan Singh on the same issue.

The LJP chief, who is also a member of the Lokpal Standing Committee,
has recently started to boycott its meetings claiming that no
assurance was coming from any side on the issue of reservation.

New Delhi: A Parliamentary Committee on MPs Local Area Development
Scheme has recommended that MPLAD funds earmarked for SC/ST areas may
be utilised for slums or other such deprived areas in towns and cities
since housing was a major problem there.

The Lok Sabha Committee on MPs Local Area Development Scheme (2111-12)
headed by A K S Vijayan, presented its report to the Lok Sabha today
on "Development of SC/ST areas through MPLADS funds", recommended that
MPLADS funds be utilised according to the SC/ST population in
constituencies.

Where there are difficulties in identifying definite pockets of SCs
and STs, construction of cluster of houses may be permitted under the
scheme in slums or other such deprived areas, the Committee
recommended in view of the fact of housing being a major problem in
slums.

The Committee also recommended that a database of identified works be
made available on the website of MPLADS by nodal departments of states
and district authorities in identifying the works recommended under
the scheme.

Govt submits its SC/ST employees figure in court

JAIPUR: In the controversial issue of quota in promotions, the
Rajasthan High Court on Thursday remarked that allowing consequential
seniority benefits to the reserved category employees once their
representation in the government jobs has exceeded the quota limits
was tantamount to contempt of the court judgment.

The division bench comprising Chief Justice Arun Kumar Mishra and
Justice NK Jain-I made the verbal remark, as the Bhatnagar committee
that collected data of reserved category employees in state government
jobs reported that the Scheduled Caste (SC) representation has
exceeded its 16% limit.

"Facts cannot belie," the chief justice remarked pointing to the
Bhatnagar committee's findings.

The division bench wanted to know how the government could issue a
notification on September 9, 2011 to protect the promotions of
reserved category employees when they already had adequate
representation in state services. "Protecting excess promotion was
also contempt of court," chief justice Mishra observed.

The state government has been arguing before the court that the
overall representation of the SC and ST employees-who separately enjoy
16% and 12% quotas, respectively-in its services was still less than
28%.

As directed by the court a day earlier, the state government submitted
on Thursday the figures related to the numbers of SC and ST employees
in its job at present. The figures were not disclosed but hearing in
the case would continue for the fourth consecutive day on Friday.

The high court asked the state government if having exceeded the
adequate representation mark, 16.1% in the case of SC employees, was
not reason enough for discontinuing the quota benefit.

Hardoi: Dec 13 (PTI) A teenage Dalit girl was murdered allegedly by a
youth after he failed in his attempt to rape her, police said.

The 14-year-old girl was killed by Rakesh in village Manglipurwa when
he failed to rape her in her house on Monday night.

On a complaint by the family members of the victim, the accused has
been arrested, they said, adding a probe is on in the matter.

LJP to protest at Parliament House for SC/ST quota in Lokpal

NEW DELHI: LJP will stage a sit-in at Parliament House tomorrow
morning demanding reservation for Scheduled Castes, Scheduled Tribes,
minorities, OBC and women in the proposed Lokpal institution.

"Today we had a meeting of SC/ST forum to decide on our next course of
action to ensure reservation in Lokpal, judiciary and private sector.
We have decided to sit on a dharna inside Parliament House next to the
statue of Dr Bhim Rao Ambedkar," LJP President Ram Vilas Paswan said
here.

There are a total of 165 MPs belonging to the SC/ST, backward and
minority sections from different political parties and LJP expects
them all to participate in the protest tomorrow, Paswan said.

"Lokpal must follow the principles of social justice and for doing
that it must have reservation for all the backward sections of the
society including women. So far we have not seen any move in this
direction either by the government or by Team Anna," he said.

LJP also demands reservation for socially backward groups in the
private sector and judiciary and it should be done by way of proper
legislation in Parliament, he said.

LJP also met Prime Minister Manmohan Singh on December 8 with its
demands and got a positive assurance, he said.

Paswan is also a member of the Lokpal Standing Committee but he
decided to boycott its meetings recently.

"No assurance was coming from any side on reservation of SC/ST and
other backward classes including women in the Lokpal. There is no
point having a Lokpal which is not sensitive towards these groups," he
said.

BPO training for SC/ST girls

THRISSUR: To give girls belonging to backward classes an edge in the
competitive job market, the Kerala SC/ST Women's Welfare Association
has decided to introduce BPO training programme for them in the
district headquarters.

The association's legal advisor advocate Sunil M Karani said on
Tuesday that the short-term courses were aimed at equipping tribal
students with the nitty-gritty of the BPO industry.

"The free course will be held with the support of BPO training centres
and placement cells in every district. Our aim is to improve the
professional standard of these girls and help them to be on a par with
their urban colleagues," he said.

Minister for the welfare of backward communities P K Jayalakshmi had
promised financial aid for the training programme, especially designed
for SC/ST girls who had passed plus-two or an equivalent course.

"The association will soon invite call centre institutes to train the
girls. A few call centre institutes based in the southern districts
have already shown interest to train them and the response from the
girls for the programme has also been encouraging.

We have already received 100 applications. Though we do not assure
them jobs, we are sure the BPO companies will approach us for the
same," Marani said.

To give the SC/ST girls an edge in competitive job market, the Kerala
SC/ST Women's Welfare Association has decided to introduce BPO
