HYDERABAD: The Osmania University (OU) police on Monday recorded the statements of twoEnglish and Foreign Languages University (Eflu) professors for allegedly abusing a Dalit student in the name of his caste and forcing him to quit studies. 

R Jayamurugan, a Dalit student pursuing BA II year (German) at the Eflu, was allegedly harassed by professors of German department, Meenakshi Reddy and Adrian Francis, by failing him consistently in his semester examinations and forcing him to discontinue the course. A complaint was filed by Karthik Navayan, an activist, on behalf of the student with the National Human Rights Commission. 

The OU police summoned the professors as they received a letter from NHRC directing them to enquire into the allegations. 

On August 16, Meenakshi Reddy, dean of German department, allegedly asked 26-year-old Jayamurugan to get out of the class after verbally abusing him, according to police. 

"According to Murugan, Meenakshi Reddy said that he should rather take up his caste (pallan) profession than waste university money," OU inspector P Ashok said. 

Murugan claimed he was failed four times in Culture and Civilization of the third semester by Adrian Francis intentionally. "According to Murugan, the professor once remarked that he (Murugan) managed to get admission in Eflu only because of reservations," the inspector said. Murugan added that because of the harassment, he left the university and went back to his home town. 

In their statements, the professors denied making any casteist comments. However, police said that there were some eyewitnesses to the derogatory comments made by the professors. "Some eyewitnesses confirmed the statement given by Murugan and the same will be mentioned in the report to be sent to the human rights commission this week," the inspector added. 

Meanwhile, other students of the university have also come up with similar allegations against Meenakshi Reddy. "I have secured an A grade in English, but I was failed in German. The professor was rude to me several times," a BA III semester student said.

MUMBAI: The Shiv Sena-BJP combine on Monday formally sealed its poll
partnership with the Ramdas Athavale-led Republican Party of India
(RPI) for the statewide civic elections. The Hindutva-Dalit alliance
marks a watershed as it re-scripts caste equations in state politics.

However, the RPI has set the cat among the pigeons with its demand
that the Sena-BJP should agree to ''stringent'' implementation of the
Anti-Atrocities Act. The RPI wants the demand to be included in the
alliance's common minimum programme.

Earlier, Sena CEO Uddhav Thackeray, BJP's Gopinath Munde and Athavale
announced the tripartite alliance at a press meet.

''We will contest the civic elections as allies. There will be no
secret understanding with the Congress or NCP,'' Thackeray said. ''Our
chief task is to trounce the ruling Congress-NCP alliance in the civic
polls,'' added Munde.

The Sena-BJP-RPI juggernaut will be formally launched in Mumbai next
month in the presence of Bal Thackeray and L K Advani. The poll
process for elections to 196 civic bodies will begin on Tuesday.

Observers say the RPI's move to extract an assurance from its
new-found allies on ''stringent'' implementation of the
Anti-Atrocities Act is a ploy aimed at pacifying its Dalit followers.
But the Sena-BJP is worried that the RPI's demand may upset its Hindu
vote-bank. However, MP and Sena leader Subhash Desai said, ''I don't
think it is a major irritant in our alliance.''

Dr. Gail Omvedt is an American- born Indian scholar, sociologist and
human rights activist noted for her work and writings on the dalit
movement. Her latest book, " Building the Ambedkar Movement" recounts
the life and struggle of Sambhaji Tukaram Gaikwad, a stalwart who
worked behind the scenes and has been described along with his
compatriots as one of the real organisers of the Mahad Satyagraha of
1927, one of the first major protest actions by the dalits in the
country.

That provides a deep insight into a historic struggle and tells us
about the people who worked as pillars of the struggle, those often
unnamed, unsung and unknown workers who prepared the ground and laid
the foundation of the Ambedkar revolution.

The Mahad satyagraha began with untouchables drinking water from a
lake in the small town of Mahad in Maharashtras coastal Konkan region.
The local municipal council had declared that everyone was free to
drink the water of Mahads Chavdar Lake. The protestors and dalit
leaders were later severely beaten by upper caste Hindus who reacted
to a rumour that the local temple was also going to be " polluted".
The attack led to the death of Sambhaji Gaikwads only son Bhikaji. His
funeral was attended by thousands, numbers that included dalit leaders
and representatives of reformist caste Hindus. Here, Dr. Ambedkar rose
to speak and he consoled Gaikwad with the following words: "
Dadasaheb, don't believe that Bhikaji has gone. Believe that Bhimrao
has gone and Bhikaji in my form stands before you." Dr.

Ambedkars words gave Gaikwad the strength to continue the struggle.

The book recounts an instance when Dr. Ambedkar was working to collect
information for a survey for the Starte Committee, which was formed to
take up dalit issues in 1928. As part of his tours, Dr. Ambedkar went
to Chalisgaon in Maharashtra. Once they realised he was a dalit, the
upper caste Hindu tongawallas refused to take Dr.

Ambedkar. An inexperienced dalit who was called in to run a tonga
temporarily, ended up overturning it. Dr.

Ambedkar was thrown off the tonga and had to be hospitalised for a month.

Insights and gems such as these add to the knowledge and understanding
of the early days of Dr. Ambedkars leadership and fight for justice.
More importantly, the book helps throw light on people and forces
which helped build the movement at the base but are not so well known
these days, let alone well understood.

Today, the dalit movement may be fractured by differences, but it is
the early years of struggle, pain and the achievements under Dr.
Ambedkar that continue to inspire generation after generation. This
books carries the stories that many would probably never know, and
since they come with the scholarly insight and deep research that Dr.
Omvedt is noted for, they are precious. This work adds to Dr.

Omvedts numerous books and articles on class, caste and gender issues.
Most notable is her writing on the dalit struggle, as indeed is this
book.

Kakinada: District Collector Ravichander has directed the officials to
resolve the petitions placed by the SCs and STs in the grievance cell,
on priority basis.

He chaired the meeting on SC, ST, Special Grievance Cell programme at
the Kakinada Collectorate, on Saturday. Some 250 petitions were filed.
Most of the petitions dealt with personal loans, pensions, employment,
facilities in welfare hostels.

Growing modernisation and migration of people across the country has
forced the Supreme Court to change the rules for determination of
caste status of Scheduled Castes and Tribes.

In a judgement delivered on Tuesday, the Supreme Court held that if a
person fails to show affinity to the traditions, customs and practices
of his ancestral community, caste or tribe, his caste/tribe claim
cannot be discounted if there is documentary evidence to prove the
same.

It said, "The affinity test may not be regarded as a litmus test for
establishing the link of the applicant with a Scheduled Tribe.
Nevertheless, the claim by an applicant that he is part of a Scheduled
Tribe and is entitled to the benefit extended to that tribe, cannot
per se be disregarded on the ground that his present traits do not
match his tribes' particular anthropological and ethnological traits,
deity, rituals, customs, mode of marriage, death ceremonies, method of
burial of dead bodies, etc."

The bench of Justices DK Jain and AK Ganguly passed this order while
deciding the appeal filed by one Anand, a resident of Maharashtra, who
claimed to be from Halbi Scheduled Tribe. The Committee for Scrutiny
and Verification of Tribal Claims, Amravati, however, rejected his
claim, a decision that was subsequently upheld by the Nagpur bench of
Bombay High Court on May 5, 2004. Following this, Anand approached the
court.

Reversing the HC order, the SC bench said, "A few decades ago, when
the tribes were somewhat immune to the cultural development happening
around them, the affinity test could serve as a determinative factor.
However, with the migrations, modernisation and contact with other
communities, these communities tend to develop and adopt new traits
which may not essentially match with the traditional characteristics
of the tribe."

The court relied on the fact that Anand possessed documentary proof to
substantiate his claim. Holding this to his advantage, the bench laid
down broad parameters to decide on validity of caste or tribe claims.

Lucknow: The Brahmin Convention called by Uttar Pradesh Chief Minister
Mayawati was dubbed as a carefully thought of plan ahead of the 2012
assembly elections in the state. After all, using the same tactics the
BSP supremo thumped to a major victory in 2007 when she was elected
chief minister a fourth time.

However, the "Brahmins" who were shown all across national televisions
were not actually those known to smear a symbolic mark on their
foreheads. In fact they were from different castes. Most of them were
dressed like a Brahmin complete with a "tilak" and the sacred thread
(janeu).

What was more surprising was that the chief minister was unaware of
all the drama. It was her party members who staged the entire show
with the 25,000 Brahmins in such a way that even the chief minister
was fooled into believing that she had scores of the upper caste
supporters.

The act was done because the Brahmin voters have lost faith in the BSP
government and it was difficult for the party workers to assemble a
gathering of such a large number of them for the convention.

It was necessary to give the "Brahmins" that identifiable look and
that led to an increased demand of sacred thread and sandal powder.
The sale of the sacred thread and sandal touched an all time high in
the markets of Lucknow. Such was the need of the hour that the BSP
workers applied the powder used to prepare pots as tilak.

The manner in which the convention was staged shows how Chief Minister
Mayawati is far from the truth. It is not the opposition that will
create problems for her but her own party members who are trying to
mislead her. It will be interesting to see what next step will
Mayawati take.

Lucknow: Taking on Congress General Secretary Rahul Gandhi, Uttar
Pradesh Chief Minister Mayawati today said he should focus more on
Delhi than her state UP.

"Instead of expressing his anger here, it would be better if the
Yuvraj of Congress vents his ire at the Congress-led Central
government for its failure to contain inflation and adopting
step-motherly treatment towards the development of the state,"
Mayawati said at a function in Lucknow.

"Why doesn't price rise and fuel hike make Rahul angry?" the Chief
Minister added.

Recently, at an informal meeting with locals in UP's Bhadohi district,
Mr Gandhi had said that he feels sorry at the state of development in
Uttar Pradesh.

The Bahujan Samaj Party (BSP) chief has previously too been critical
of Mr Gandhi's attempts to affiliate himself with farmers in her
state. Many a times in the past, the two have launched scathing
attacks on each other on issues like land acquisition and farmers'
rights.

Hitting back at UP Chief Minister Mayawati for her remarks against
Rahul Gandhi, Congress today accused her of misusing maximum funds
given by the Centre in constructing parks and erecting statues
including those of her own.

"There is no need to advice Rahul Gandhi. She is always hungry of
funds despite receiving maximum funds from the Centre. It is a state
where maximum funds have been misused," party spokesperson Rashid Alvi
alleged.

She has "misused funds in constructing parks and erecting statutes
including her own, which is unheard of in our country," Alvi said.

The Congress spokesman was responding to Mayawati's remarks that
instead of indulging in votebank politics and expressing his anger
against the state government, Rahul Gandhi should vent his ire at the
Central government.

"As an MP from the state he should exert pressure on the union
government for releasing funds for the welfare works and projects for
Uttar Pradesh," she said.

Mayawati said the Congress General Secretary should also help on the
issue of inflation and rising petrol prices which were posing immense
hardships to the people in UP.

In a rare public reference to her family, Uttar Pradesh chief minister
Mayawati on Saturday recalled the contribution of her late grandfather
in her life. Crediting her grandfather Mangal Sen for inculcating in
her a humane approach, she recalled how single-handedly he brought up
his only
son Prabu Dayal (her father) and ensured higher education for him,
despite losing his eyesight at a very young age.

"My grandfather also ensured that all girls in the family, including
me, get the same status as boys...He had also opposed to my father's
second marriage," Mayawati said after inaugurating UP Viklang Uddhar
Dr Shakuntala Misra University on the outskirts of the city.

She said naming the varsity after an upper-class lady would send a
strong message of equality in the society as Misra is known for her
work for uplifting poor and handicapped.

Hitting out at the opposition in the state for accusing her of massive
spendings on setting up memorials and parks, the BSP chief said less
than 1% of the state budget has been spent on them.

She said collections through sale of tickets in these parks will
recover the expenses soon and later this will help collect additional
funds which would be spent on welfare schemes for the poor.

NEW DELHI: Mayawati set the tone for Rahul Gandhi's Monday campaign
launch with a stinging attack on Congress heir apparent, sounding the
battle for Uttar Pradesh whose outcome would have a bearing beyond
Lucknow to influence Presidential election, the leadership issue in
Congress and even pick the front-runner for next parliamentary polls.

The high-voltage battle was well and truly underway five months in
advance with Mayawati's Saturday offensive. The attack may only get
shriller, with BSP organizing a 'Brahmin Sammelan' on Sunday.

Rahul Gandhi would kickstart the party's campaign a day later from
Allahabad and is sure to return Mayawati's fire. The to-and-fro may
paint the polls in 'Mayawati vs Rahul' terms, a running theme since
the Amethi MP took the charge to revive marginalized Congress in state
and earned the Dalit czarina's ire.

With Samajwadi Party's Akhilesh Yadav having hit the poll street with
'kranti rath' weeks ago and BJP's Kalraj Mishra and Rajnath Singh
leading yatras across the state, the picture is complete for what
would be a hard fought, four-way contest.

The polls would determine the fate of Mulayam Singh Yadav's future-if
SP is the second pole of a bipolar polity or has ceded space to
marginal forces seeking rejuvenation like Congress. Given his failure
to eke out a power deal with Congress at the Centre, SP's stumble in
state would mean it being out in the cold again. It would be an
invitation for its "secular" rivals to wean away key voting groups
like Muslims and backwards from its fold. The barren power patch could
pose an existential threat to the Yadav chieftain.

For BJP, the do-or-die battle is yet another attempt to resurrect its
fortunes in a state it led as the principal force before sliding to
the fate Congress suffered post-Babri. Another failure could puncture
the momentum it has gained against Congress at the Centre and may deal
a fatal blow to its chances for the 2014 polls. Insiders agree that
inability to revive in the 80-MP state would dilute the seriousness of
its claims of being in the running for Delhi.

The results in Maya citadel may have the biggest influence on Congress
politics - help it swat challenges like Anna Hazare and give a leg-up
to Rahul Gandhi who would take over as party chief or sink it further
in negativity with civil society-Opposition combo pinning it down
further. The implications for Rahul's leadership would be immense,
insiders say, as Congress's tally in UP would determine its chances in
the next Lok Sabha polls.

As key players trudge into the poll battlefield amid concerns that
Mayawati's machinery could deliver even in adverse situation,
observers in national politics are more eagerly fixed on the rough and
tumble of UP than before.

The affiliation of the huge bloc of 402 MLAs would majorly decide the
extent to which Congress may have to slug it out for the next occupant
of Rashtrapati Bhavan. The new assembly may be just in time to vote
for the presidential polls. Crucially, with elections over, the
"secular" considerations of BSP and SP may not be so strong to inhibit
adventurous decision-making. This is one possibility Congress would be
watching carefully and its stakes in the Presidential poll may make
the party vulnerable to arm-twisting.

With two years to go, the UP polls may cast a shadow on central
coalition. A return mandate for Mayawati could change the UPA's
equations with BSP which has been vulnerable enough to back the Centre
despite fierce enmity. While the buffer in SP is always available for
UPA, the party may seek a share in power to offset any disappointment
in state.

The choice before Congress would thus be stark, with any compromise
bringing to naught its policy to recover its lost influence by not
aligning with anyone.

Finally, the perception which goes out of UP could realign the
equations in burgeoning minority politics. A sign of shrinking
Congress, observers say, could send Muslims towards the "secular"
regional parties to stave off BJP challenge. It would directly impair
the Congress muscle after the party benefitted from a one-way
polarization of community in its favour in 2009 LS polls.

This could be the biggest offshoot of UP polls.

It was a function meant to provide hope to differently-abled people
like Suresh and Sanjay Kumar. But sadly, that did not happen. The
occasion was a noble one - the inauguration of a state-of -the-art
school for the differently-abled in Lucknow. While Uttar Pradesh Chief
Minister Mayawati arrived in style - she covered the distance from the
chopper's parking bay to the stage - in a 10-car motorcade,
differently-abled students had to crawl over one kilometre to the
venue.
