[ZESTCaste] BRahmanic counter rervolution

I am sending my article published in DV August 15 2011
Revolution And Counter Revolution
- Nagesh Chaudhary
Editor, Bahujan Sangharsh, Nagpur
Dr. Babasaheb Ambedkar wrote about Rvolution and Counter Revolution but this thesis was not completed by him.  Had it been completed it would have been the major guide for us today. It is not possible today for us to complete his thesis as he would have done it. But we can visualise the situation today and try to explain in the methodology and stream of his thought process. Here is an attempt, no way comlete but a try to understand today's counter revolution and the answer to it.
The First Counter Revolution: Dr. Ambedkar, calls Buddhism as Revolution and the period prior to that as a counter revolution. If  this very point of logic is stretched further prior to the the period of Aryan counter revolution it starts from the period of Aryan aggression on the Indus civilization. Because, Indus civilization, in contrast with the Aryan disorder was an orderly  system. It was a system wherein there was no such division of society as devised by the Aryans. Historians say that it was a egalitarian system. There, obviously was no Varna-Caste system or untouchability. So it, too, was a system akin to Buddhist system or proto-Budhhist system. This system was destroyed by the Aryans. What manifested during Aryan conquest was breaking of the system and in that sense it was the first counter Revolution in India.
The progress, the social order that is seen in the Indus civilisation was torn asunder by the Aryans and their own system was established.
Dr. B.R. Ambedkar, also refers to the pre-Aryan India, (He does not directly mention Indus civilisation). He says, "The history of India is said to begin with the Aryans who invaded India, made it their home and established their culture... The political history of India begins with the rise of a non-Aryan people called Nagas, who were a powerful people, whom the Aryans were unable to conquer, with whom the Aryans had to make peace, and whom the Aryans were compelled to recognise as their equals. Whatever fame and glory India achieved in ancient times in the political field, the credit for it goes entirely to the Non-Aryan Nagas. It is they who made India great and glorious in the annals of the world. (Dr. Babasaheb Ambedkar Writings and Speeches vol. 3 P. 267)
Buddhism was a revolution.
Thus, the Aryans conquest was the first counter revolution India has seen.
Dr. Babasaheb Ambedkar in his scheme of writing on 'Revolution and counter Revolution' has said, "Buddhism was a revolution. It was as great a Revolution as theFrench Revolution. Though it began as a Religious revolution it became more than Religious revolution. It became a social and political revolution. To be able to realise how profound was the character of this revolution, it is necessary to know the state of the society before the revolution began its course. To use the language                                 of the french Revolution, it is necessary regime in India." (op cit P. 152)

He has given the picture of the society previous to the Buddhist revolution. He says, "The Aryan community of his (Buddhas) time was steeped in the worst kind of debauchery, social religious and spiritual." (op cit P. 152) The Aryan society was thus a fallen society. There was no order; everything was disorderly, with utter anarchy, indiscipline, immorality and other human vices.
Monopoly
In the chapter on, 'A sunken priesthood'  he says, "The priestly profession was monopolised by the Brahmins and he further says this Brahmin priestly class had fallen to the utmost depth of moral degradation." (Op Cit P. 158)
It means, whatever sort of religion was existing then, the degraded Brahmins were at the helm. These degraded people had the leading role and as then the Varna system had been in existence, it seems whole society was degraded, sunken. The state of the people at large must have been the worst in this period. Exploitation of the general population especially of the Shudras, must have been most cruel as cruelty was the mainstay of the Brahmanic system. This disorderly chaotic state of affairs was given a new direction by Goutam Buddha. Disorder was transformed into order by the teachings and preaching of Buddha.
Buddha did not take direct confrontation with the Brahmins. It was anti-Brahmanic value preaching which was accepted by the people of all classes from Brahmins to the low castes. There was no physical fights with the Aryans. It was a fight of ideas, of thoughts of the different path. Dr. Babasaheb Ambedkar, therefore, also calls him "the first social Reformer and the greatest of them all..." (op cit. Vol. 3, P. 165) Thus, Buddhist revolution was through a sort of reform which changed the Aryan system.
The Present - Revolution or Counter Revolution?
Only orderly society can not be called a state of revolution. Law and order maintainance is also not a state of revolution.
Revolution should be seen as egalitarian society, the society which gives justice, has fraternity and freedom along with equality.
In the preamble of the constitution of India Dr. B.R. Ambedkar envisaged this situation. But the constitution is a guide to govern., guide to run the state. The government machinary is expected to follow that. But government is not a governing class. As B abasaheb Ambedkar observed in his famous treatise, "What Congress and Gandhi have Done to the Untouchables" "To start with it is well to known who constitute the governing class in India. The governing class in India consists principally of the Brahmins. It is strange that the present day Brahmins repudiate the allegation that they belong to the governing class though at one time they described themselves as Bhudevas. (God on earth). (Dr. B.R. Ambedkar : Writings & Speeches, Vol.9, P. 204)
He further says, "that the Brahmins are a governing class is hardly open to question. There are two tests could apply. First is the sentiments of the people and the second is the control of the administration." (op cit P. 205)
What Dr. Ambedkar meant by 'control of the sentiments of the people' is cultural control Rulers are bound by this Brahmanic culture at  present. This class is controlling the administration means the state machinary is run by the Brahmins. That way Brahmins are the governing class.
While presenting the constitution to the nation he also observed that we assure people of political equality as enshrined in the constitution but there will be no social and economic equality.
The situation today is, therefore, not of a revolution as envisioned by him. On the contrary, the hold of the counter revolutionaries is very very obvious.
Hindu Rashtra Theory
The very people who have defeated the Budhist revolution are still holding on. We are often reminded of that infamous name - Pushya Mitra Shunga who masterminded the counter revolution by killing Brihadratha- theMourya king, and how there after the Aryan lot perpetuated criminal and cruel offensive against the Buddhist India and completely wiped it out. This was abetted by the invading Muslim rulers, but during Muslim period also the sway of counter revolutionary Brahmanic forces did not vanished.
Then onwords the situation worsened. The code of Manu was imposed and counter revolution was strengthened with unbound cruelties and inequities. The caste and untouchability were introduced more vociferously than in previous era. The type of untouchability found in India has no perallel in the world. Even white-black racism was not so cruel and inhuman.
The counter revolutionaries were weakened considerably during British regime. But, British regime, though alien was more humane than the Aryan system. During this period alone our saviours like Jotirao Phule, Shahu Maharaj and so also Dr. Ambedkar arose.
Had there been no intervening British rule in India, India would have been ruled by the worst counter revolutionaries, like Peshwas. So, the British rule was a boon to some extent for the untouchables and Shudras of this land. They- the British gave us the chance to enter the doors of education. Had there been no British rule can we say that the personalities like Phule-Ambedkar-Shahu would have emerged in the Peshwa type rule? Impossible. Any revolt against Brahmin rule would have been nipped in the bud along with the personalities leading it. There would not have been any personality like Phule or Ambedkar.
Now this country is free form British rule. Are we rulers now? We have a chance to rule. But experience of last 60 years has before us the picture of political power being in the hands of the Aryan people. The state is democratic on paper but in practice it is a Hindu state under Hindu Nation.
We should know the intrcacies of the concept of Hindu Rashtra (Nation). The most powerfull Aryan - Brahmanic organisation the RSS says India is a Hindu Rashtra. And what do they mean by Hindu Rashtra. Mr. M.S. Golwarkar, the architect of Hindu Rashtra ideology has described in  detail what they mean by Hindu Nation.
- a nation controlled by Aryan Race.
- a nation whose national language is Sanskrit.
- a nation whose religion is Hindu.
- a nation whose culture is Vedic.
Race, language, culture and religion are the factors that make a nation and the people who have upperhand in all these aspects are the masters of that Nation.
If we look at all these factors they pertain to the Aryans- the Brahmins.
Their race - their caste the Brahmins is still the highest caste in all respects. No other caste even claim to be equal to it. All other castes try to  claim Kshatriya status, like Marathas, or Malis etc. But no caste even imagine of calling itself a Brahmin caste. Even the imagination is low, below Brahmins.
If the topmost importance and prestige given to any language in India today is Sanskrit. The crux of the matter is Brahmins and their allies are the real masters in India. That is Hindu Nation. The state - the government of what ever party ruling at the centre obeys the dictats of this governing caste or this 'nation'. Brahmanic power is above every power in India. Brahmanic culture has imbued in the body of the entire society. This demeaning culture is hounding the erstwhile Shudras and ati-Shudras i.e. OBCs and SC, STs and also the people of these castes in other religions such as Islam, Christanity.
Poverty grows with lowering scale of caste pyramid. The lowest caste, untouchables are still the poorest people. This is true about the people belonging to other religions and those who have embraced Buddhism.
The Hindu nation is not a capitalist state nor it is socialist but binds the people in the bondage - slavery.
So, today, it is the control of the Brahmanic caste over everything. It is a complete state of counter Revolution. How the state (government) is working in India, at whose command it is operating is a measure of the state of affairs.
During Buddhist period say during Ashokas rule the wishes of the common mass of the people were looked upon by the king. The peoples languages - the Pali, the Prakrit had more importance than the Sanskrit language. Buddha Dhamma was the religion of the masses and Hinduism was made secondary, the culture was egalitarian. But today every thing is topsy turvied. Every thing Brahmanic has not only upper hand but upper most hand.
Buddhism why in other Countries only?
Buddhism has entered in many countries in the east and became major religion of these countries. But it was wiped out from India. Why that has happended? I think, this was because in those countries there was no caste-varna system before or after the entry of Buddhism. Buddhism has gone to those countries not to counter the Brahmanic values; so there was no debate over caste, god or other philosophical issues as in India.
Buddhism replaced Vedic-Aryan religion and culture in India. Niether Buddha nor Mauryan emperors destroyed Brahmanic system completely. Nor Brahmins were being treated with contempt or inhumanity by these rulers. The Brahmins were lying low and pounced back when they got the opportunity. Every Brahmin was against Buddha's pure thoughts. Mahayani Brahmins sabatoged it within and Vedic Brahmins opposed it tooth and nail.
Why They Say It Is Hindu Nation?
Right from, Golwalkar through Deoras to Sudarshan to Mohan Bhagwat- Present RSS chief  say India is Hindu Rashtra. The proofs of their utterances can be found in their regular statements. K.S. Sudarshan, the present RSS Chief, said, 'India is a Hindu Rashtra.' (Asian Age, Mumbai, April 25, 2000); M.G. Vaidya, ex-spokesman of RSS said, 'This is a Hindu Nation' (in an article in the Hindusthan Times, December 20, 2001) He said the Hindu code Bill applies to Sikhs, Jains and Buddhists.' Further he wants it to be applied to Muslims and Christains.
Can we say India is a Buddhist Nation? Even if we say for the sake of saying so reality is not in our favour.
Here in India today all castes are below Brahmins, all castes are Shudras or ati-Shudras. The reservation demand is on the mercy of the state (government) and the persons in the government are Brahmins or followers of their orders. Here OBCs, Dalits, STs are beggars who have to beg far reservation. Who have to die for paltry demand such as renaming of a university, (Ex. Renaming of Marathwada University after Dr. B.R. Ambedkar But theBrahmins get whole University without agitation on the very day the renaming of Marathwada University was announced, separate University in the name of Swami Ramanand Tirth (a Brahmin) was announced at Nanded in Marathwada. Sanskrit University at Ramtek, Nagpur was established without any sort of agitation). More than 100 Gowaris (tribals) died for demanding reservation but without success. Scores of OBC farmers are committing suicides but the Brahmanic state does not take any effective step and come to their rescue. Because, Shudras have to be half fed, impoverished in the Hindu Nation.
The state on the wishes of this nation keeps Muslims as enemy in the eyes of the people. Every terrorist act is ascribed to Muslims. Hindu nation propogandists say, all terrorists are Muslims. So even Muslims die (Malegaon bomb attack) Muslims are blamed by the state.
Hindu terrorists who exploding bombs and spreading terror through cultural, religious means are not even called terrorists. At the most they are called communalists.
They kill christains openly but are not defamed. The caste culture kills Dalits i.e. the terorist teaching of Hindu nation. The killers may not be upper caste. But their followers, caste pyramid supporters. All these and many more factors prove that this is the situation which can be clearly called counter revolution.
Countering the Counter Revolution
Dr. B.R. Ambedkar gave us the weapon of Buddha Dhamma - for countering the counter revolution. It is the weapon given to the most oppressed in the Indian society. Buddha himself was not one from the opressed people. He was born in the kingly background unlike Babasasheb Ambedkar. There was no untouichability of the same character during Buddha's time. Dr. Ambedkar himself says the type of untouchability existing today has come into existence  after the 4th century, in his book 'Untouchables'. He has also said in The Annihilation of Caste that untouchability alone cannot be eradicated unless caste system is annihilated. During Buddha period Buddhism has changed the minds of all classes, icluding Brahmis. Are Brahmins prone to change their position or accept Dr. Ambedkar's preaching as they were accepting Budddha then?
To what extent we have countered the counter revolution? To what extent the Hindu nation has been damaged? Can we visualise the period of Ashoka's empire again in the present century? If they can defeat the Buddhist system which had the backing of the King or Emperor, can they be defeated by the Dhamma taken by the weakest people in this land? Can only Buddhist people defeat the Hindu nation? To go further can only Muslims or Christains or Sikhs defeat Hindu nation? Can any non-Brahmin organisation do so?
What is the fate of Jotirao Phule's Satyashodhak movement? What is the impact of Dravid movement of Periyar Ramasami and what is the impact of all small and numerous organisations, political parties that are striving for dethroaning the Brahmin power?
Not one caste, not one religion, no political party can defeat the present counter revolution. There has to be counter national struggle against the Hindu Nation. The nation based on Naga-Dravid culture, on their language on their own and religions of the oppressed, terrorised people. Hindu nation is the counter revolution stronger than the previous counter revolution, more systematic more entrenched and more lasting.
So, to bring real revolution, this all pervading counter revolution has to be understood completely and bring in the comprehensive alternative. Piecemeal treatment will result not even in piecemial success. This is the challenge before all those who want to counter the counter revolution.

Special force deployed to protect Dalit Prerna Sthal
TNN | Oct 19, 2011, 04.18AM IST

NOIDA: The UP state administration seems to pulling all stops to
ensure the security of the Dalit Prerna Sthal that was inaugurated on
October 14 by Mayawati. Over 200 personnel of the Special Range
Security Battalion have arrived in the city from Lucknow and two
battalions have already been deployed across the Ambedkar park.

The battalions, comprising of 36 personnel, will guard the 'high
priority' park and the statues inside through the day in shifts,
informed SSP Jyoti Narayan. The special force is authorized to search
people and seize belongings, but it cannot make arrests.

Temporary arrangements for their stay is being made at the district
hospital in sector 39, but the administration is likely to shift them
to the police lines at Surajpur later after the personnel are given
their designated spots.

While two battalions have been stationed at the Green Garden, the rest
will soon "take their positions across the district at the new
projects unveiled by the chief minister during her visit to Noida on
October 14.

The special force was requisitioned after the understaffed district
police expressed inability to provide additional personnel for
security of the park.

"The park will be opened to public from next month and we are
expecting a good rush of visitors. However, the same raises the risks
of vandalism, littering, etc and the special force has been deployed
to avoid any such incidents and to protect the memorial and the
statues," said a Noida Authority official.

The Special Range Security Battalion, a specialized unit of the
police, was raised by the state government last year specifically for
protecting monuments, parks and memorials in Lucknow and Gautam Budh
Nagar district. The memorial protection force was sanctioned by a
government order in May 2010. A total of 794 Home Guards were
recruited in September after a month-long interview process of 10,000
candidates, carried out at nine police range headquarters.

[ZESTCaste] Dalit contestant seeks votes by hailing Thevar

http://ibnlive.in.com/news/dalit-contestant-seeks-votes-by-hailing-thevar/194337-60-118.html

Tamil Nadu | Posted on Oct 19, 2011 at 08:55am IST
Dalit contestant seeks votes by hailing Thevar
indianexpress Express News Service , The New Indian Express

MADURAI: It's unbelievable, but for politics. In a strange move, a
Dalit contestant from the caste sensitive Pappapatti (reserved)
village in Madurai district worships Thevar icon Pasumpon
Muthuramalinga Thevar to win over the hearts of the Mukkulathor
community to emerge victorious in the local body elections on
Wednesday. Contesting from the Caste Hindu majority hamlet, the
45-year-old candidate, T Palsamy, is in the fray for the second time,
though he lost in the last local body elections, five years ago. "I
was defeated as the non-Dalits unanimously nominated another SC
candidate to oppose me in 2006," he told Express. "However, the same
people have backed me this time with their chosen candidate has proven
to be a poor performer," he added. With the Thevars extending their
support for him, Palsamy has pulled up his socks to woo the dominant
castes. He has printed pamphlets, which hails the Thevars as his god
and praising their leader Pasumpon Muthuramalinga Thevar as temple.

In a rare gesture by any Dalit, Palsamy has also chanted "Thevar
Naamam Vazhga! Thevar Pugazh Vazhga!" (Hail Thevar) through his
election pamphlets. "I am quite popular among the Thevars. That's why,
despite there was stiff opposition from the Caste Hindus, few of my
well wishers from the other side (Thevars) exercised their franchise
in favour me in 2006," he claimed. Asked whether his attempts would
hurt the sentiments of Dalits, Palsamy replied, "We had even pasted
these bills on the walls of Dalits' houses. Absolutely, there is no
problem." The Commerce graduate was also quick to add that he did not
try the same formula to attract the Thevars in the previous
elections. Pappapatti came to the limelight when the Caste Hindus in
the village refused to accept a panchayat president from the oppressed
classes. Elections were not held in the village, for five years,
after it was brought under the bracket of reserved panchayat.
Agitated over the move, the Caste Hindus nominated a Dalit candidate,
who would in turn withdraw his nomination, stalling the polls.
Interestingly, the successful contestant in 2006 was asked to continue
in his office with Palsamy contested against him as an independent.
Now, six candidates, including Palsamy, are in the fray. Of the 1,543
total number of voters, 1,023 are Caste Hindus.

[ZESTCaste] Mayawati's fresh letter to PM over fertilisers

http://ibnlive.in.com/news/mayawatis-fresh-letter-to-pm-over-fertilisers/194237-37-64.html

Politics News | Posted on Oct 18, 2011 at 07:55pm IST
Mayawati's fresh letter to PM over fertilisers
Press Trust of India

Lucknow: Terming the supply of fertilisers from the Centre as
'insufficient', Uttar Pradesh Chief Minister Mayawati on Tuesday shot
off a fresh letter to Prime Minister Manmohan Singh asking him to
bridge the gap between demand and supply.

"The Chief Minister has requested the Prime Minster to ensure timely
supply of fertilisers so that agriculture production was not affected
and the income of farmers could also increase," an official release
here said.

Mayawati accused the Centre of not cooperating with the state on the
issue of fertiliser supply and said that because of this her
government could not ensure its supply to farmers.

She said that since the sowing season of Rabi crops was on, the demand
of fertilisers had increased.

The chief minister recalled that in her previous letter on September
27, she had requested the Prime Minister to provide additional quota
of fertiliser to the state.

"The supply of fertiliser from the Centre is not sufficient. State
agriculture minister Chowdhury Lakshmi Narain has personally met the
Union Chemical and Fertiliser Minister and informed him about the
situation but nothing was done in this regard," Mayawati said.

The chief minister has written about half a dozen letters to the Prime
Minister in the last fortnight, over various

issues, mostly pertaining to the weaker sections, apparently with an
eye on the upcoming polls.

[ZESTCaste] Why exempt F1 from tax, SC asks Mayawati govt

http://timesofindia.indiatimes.com/india/Why-exempt-F1-from-tax-SC-asks-Mayawati-govt/articleshow/10407919.cms

Why exempt F1 from tax, SC asks Mayawati govt
Dhananjay Mahapatra, TNN | Oct 19, 2011, 01.27AM IST

NEW DELHI: The Supreme Court on Tuesday asked the Mayawati government
why it granted entertainment tax exemption worth crores of rupees to
the Jaypee group, which is organizing India's first Formula 1 motor
race at the Buddh International circuit in Greater Noida on October
30.

A bench of Justices D K Jain and A R Dave entertained a PIL filed by
one Amit Kumar and sought the UP government's response in three days
while posting it for further hearing on Friday.

The petitioner termed the F1 race an "elitist and dangerous sport" and
argued that there was no public interest involved for the state to
exempt Jaypee Sports International Ltd, organizers of the F1 event,
from paying entertainment tax.

"Formula 1 racing is an elitist, exclusive and dangerous sport
reserved for the very rich and the elite of the society and did not
deserve waiving of entertainment tax," the petitioner's counsel Sanjiv
Sen argued.

"The waiver has been granted purely due to the fact that the private
respondent is close to the political leadership at the helm of power
in UP," the petitioner alleged and said the Madras High Court had
recently frowned upon grant of entertainment tax exemption to IPL T20
matches by the Tamil Nadu government and asked the tax department to
look into the issue.

The petitioner said entertainment tax collected from mega events like
F1 could go towards implementation of several welfare measures.

Advocate Sen said that the government, to give legitimacy to its
decision to exempt the organizers from paying entertainment tax,
floated a policy on May 22, 2009 citing economic downturn to encourage
developers, granting them incentives in fields like information
technology, sports, recreation and service industry.

Reacting to this, Sameer Gaur, JPSI MD, told TOI: "Tax exemption that
was given to us was part of the SEZ policy in Uttar Pradesh. All
entertainment events are exempt from taxes here in UP and F1 is an
entertainment event. We are definitely going to contest this."

According to the petitioner, Jaypee had on May 31 requested the state
government for relief from entertainment tax, luxury tax, electricity
duty, VAT, trade tax and sales tax for investing Rs 777.04 crore in
Special Development Zone along the Yamuna Expressway.

The Jaypee group had said the investments had sports as the core
activity as Rs 600.13 crore was spent for land acquisition and Rs
176.91 crore for construction of a F1 race track including its design
and engineering, cricket stadium, internal development and other
expenses.

The chief executive officer of Yamuna Expressway Industrial
Development Authority on June 7 referred the May 31 request to the
Mayawati government, which on June 27 granted exemption from
entertainment tax to Jaypee Sports International Ltd.

'Dalit atrocities on the rise'
TNN | Oct 18, 2011, 10.34PM IST

MYSORE: Sarvajananga Welfare Forum president P Mahadev on Monday said
atrocities against dalits are on the rise after BJP government came to
power.

Demanding action against police officers who failed to act on the

higher in Mysore, Mandya and Hassan districts. The latest was from
Mandya, in which a dalit's nose was cut off.

[ZESTCaste] BJP’s small state theory (Kancha Ilaiah)

http://www.deccanchronicle.com/columnists/kancha-ilaiah/bjp%E2%80%99s-small-state-theory

BJP's small state theory

October 19, 2011

With the Telangana question reaching a climactic stage it is necessary
to examine the implication of carving out small states for issues such
as reservations in general and the OBC reservations in particular. Dr
B.R. Ambedkar argued for small states and a strong Centre to put a
check on feudal upper caste forces in the states. But he could not
succeed in convincing the Centre, even when it was headed by the first
Prime Minister, Jawaharlal Nehru, a progressive man of that time, to
grant reservations to OBCs.

OBCs could get reservations only in big states such as Tamil Nadu and
later in Maharashtra, Andhra Pradesh, Karnataka, Bihar and Uttar
Pradesh. The Bharatiya Janata Party's (BJP) Rajahmundry resolution of
1996 also pleaded for small states though it was far away from the
position of Dr Ambedkar. But it did not succeed in carving out small
states by dividing the well-established linguistic states across the
country.

What it cleverly did was to carve out three tribal states —
Uttaranchal, Chhattisgarh and Jharkhand — which do not have any
bearing on larger states. The BJP could not impose its small state
theory on semi-tribal region like Gorkhaland because of strong
resistance from the then Communist Party of India-Marxist government
in West Bengal.

It could have easily divided Jammu and Kashmir and separated Vidarbha
from Maharashtra and Telangana from Andhra Pradesh. But it could not.
Even if we assume that it could not resolve the Telangana question
because of the Telugu Desam's pressure and the Vidarbha issue because
of Shiv Sena, why it could not separate Jammu from Kashmir?

Now while being out of power, the BJP wants to achieve the target and
Telangana is its immediate goal. Quite surprisingly the BJP has even
made common cause with the Maoists of Andhra Pradesh for achieving
Telangana. The TRS, the RSS and Maoist forces have together formed a
common joint action committee and are working hand in hand. The RSS
has now, in fact, expanded to all the districts of the Telangana
region.

The major stakeholders of the small state movement are OBC, SC, STs
and the minorities, who are watching it from outside with fear and
anxiety. While the leaders are the upper castes, some of them rabid
anti-reservationists, the mobs constitute of OBC youth.

It is a known fact that the question of reservations in general and
the OBC reservations in particular was never an agenda of the BJP and
the Maoists. They only accept is as an inevitable aspect. If big
states such as Tamil Nadu, Bihar and Uttar Pradesh were not in the
hands of OBC or SC leadership with substantial MPs with them, the 27
per cent central reservation for OBCs would not have materialised.

Even if small states come into being and a quasi-unitary system comes
into existence and even if an OBC man like Narendra Modi himself
becomes the Prime Minister, the reservation system will be in doldrums
because personally Mr Modi never worked for the reservation system.
Leave alone him, no BJP OBC chief ministers like Shivraj Singh Chauhan
or Kalyan Singh (with the exception of Uma Bharti) have fought for OBC
reservations.

The BJP is planning to hang the Congress with two ropes — corruption
and small states. If the BJP's small states agenda is executed at one
place, it can spread like wildfire to state after state. The BJP knows
that very well. The BJP is successful in working with its enemy — the
Maoists — and the Congress has fallen into the trap. The question of
regional disparities could have been handled quite seriously by the
Centre on a long-term basis.

Some of the pro-reservation forces — including Uttar Pradesh chief
minister Mayawati — believe that Dr Ambedkar's theory of small states
is applicable now. But that is textbook thinking. In a globalised
capital resource mobilisation, the small but rich castes can establish
a greater control on the lower caste masses in small states. In a
situation where even the judiciary, time and again, goes against
reservations, without the presence of OBC/dalit-controlled states like
Tamil Nadu, Uttar Pradesh and Bihar, deconstruction of reservations is
rather easy.

It is common sense that big states assert greater autonomy and small
states cannot. The Centre can treat them like districts. And if a
communal party is in power, organising communal carnages is absolutely
easy. The principle of linguistic state is not sacrosanct but the
state should protect the interests of the vulnerable sections during
crisis moments. Did we not have the experience of Emergency?

A state such as Tamil Nadu did not bend to Indira Gandhi's dictates so
easily. On the issue of imposing linguistic hegemony also, it resisted
for greater good.

The OBC, SCs, STs must weigh their survival options quite carefully.
The BJP did not propose the small state thesis out of love for Dr
Ambedkar. Those OBC, SC, STs who think that political power will fall
like an apple on their lap in small states are living in a fool's
paradise.

[ZESTCaste] MRPS questions JACs for withdrawing T strike

MRPS questions JACs for withdrawing T strike
Wednesday, 19 October 2011

Hyderabad, October 19: Madiga Reservation Porata Samithi founder Manda
Krishna Madiga criticised the different JACs of Telangana employees
who have withdrawn the Sakala Janula Samme, the general strike.

Reminding that the JAC leaders have earlier announced that the strike
would not be withdrawn until the Centre announces formation of
Telangana, Krishna Madiga asked the JAC leaders to explain what
assurance that they got which led them to withdraw the strike. Raising
serious doubts over the deliberations that the employees' JACs had
with the State Government, he said the demands made by the employees
and accepted by the government were artificial. They were nowhere
close to the original demand of Telangana formation, he said.

Talking to reporters at the Osmania University campus here on Tuesday,
the MRPS founder said how the Teachers JAC could discuss the demands
like payment of salaries with Chief Minister N Kiran Kumar Reddy who
is against the statehood demand. He said while the JACs which
originally had a single demand of separate Telangana settled for
payment of salaries during strike period with the State Government.

Krishna Madiga announced that the MRPS would support the Telangana
Political Joint Action Committee and its agitation if it supports
'Social Telangana' where SCs would be given their deserved rights.
