In the eyes of the law, giving or taking a bribe is a crime. However,
bribery is not a crime when the bribe given is by the government to
the people, or to certain electorally important - read vote bank -
sections of the people.

Caste-based quotas of various forms, from reservations in jobs to
admission into educational institutions, have been an accepted part of
vote-bank politics since Independence. The policy of reservations -
affirmative action on the part of the government to help the social
and economic uplift of communities which have suffered cruel
oppression over millennia - was initially supposed to last 10 years,
after which it would be reviewed.

Sixty-four years after Independence, quotas and reservations have
proliferated and become inextricably entrenched in the system.
Originally meant only for dalits and tribals, the quota system has,
thanks to the pressures of competitive populism, been inevitably
extended post-Mandal to cover various categories of OBCs. Demands have
also been raised for separate quotas for the weaker sections among
religious minorities. If quotas are seen as reserved slices cut from a
pie, it seems that soon there will be more reserved slices than there
is pie.

Undaunted by this paradox, the government - its image battered by
corruption charges and uncheckable inflation - is reportedly proposing
to extend the quota system beyond government jobs to include the field
of entrepreneurship. Sarkari policymakers are said to be working out a
scheme, first proposed during the tenure of UPA-I, that 4% of all
government purchases will be made from companies owned by dalits and
tribals. Back-of-the-envelope calculations suggest that the quantum of
business which would be directed to SC/ST-run firms could amount to
anything between 25,000 crore and94,000 crore a year.

The scheme seems to have been motivated with an eye to the 2012 UP
assembly polls. Having failed in its attempt to extend job
reservations for SC/STs to the private sector, the government is
hoping that its proposed 4% solution will seduce the dalit vote away
from Mayawati and help to reconsolidate the tarnished image of the
Congress as a champion of the aam admi.

While the avowed objective of the scheme is social and economic
justice for the oppressed, shorn of its window dressing it is a clear
case of government-sanctioned bribery based on vote-catching
calculations. It is undeniable that dalits and tribals continue to
suffer brutal discrimination and deprivation. But it is also
undeniable that the strategy of redressal through diverse kinds of
reservations and quotas - pursued not only by the Congress but by
almost all political parties - has more often than not intensified
inter-caste antagonisms and has deepened the schisms in Indian
society. In the present case, the question to be raised is: To ensure
national progress for all, should government tenders go to the most
competitive bidders, or should a percentage be reserved to create
caste-based constituencies?

Quotas and reservations have been an unqualified success in only one
thing, and that is in the creation of captive vote banks for political
parties. In other words, they have proved to be a successful form of
openly practised political bribery.

Bribery and corruption, and the long overdue need for electoral
reform, have come to the centrestage of public discourse, partly
thanks to Anna Hazare and his followers. Even those who disagree with
Anna`s extra-parliamentary methods agree that corruption and electoral
malpractice are the twin evils which have to be exorcised from our
polity.

Are reservations a politically correct euphemism for bribery? Is it
time to cleanse the electoral system of vote-bank manipulation?
Inconvenient questions which need inconvenient people to ask them.
Hands up those prepared to be inconvenient today.

Dalit families have been ostracised in Kasuvinahalli, Nagamangala
taluk of the district over a trivial reason.

The reported demand for money to beat drums during the immersion
procession of Ganesha idol is said to have triggered communal tension
in the village. Local legislator Suresh Gowda hails from
Kasuvinahalli. The eight Dalit families in the village have been
banned from entering the village and refused drinking water.

According to the complaint lodged with the Nagamangala police, stones
were thrown on the houses of Shivaraju, Mayanna and Seetharam who
demanded money to beat drums.
Women who went to fetch water from a borewell were abused in foul
language on October 6. The villagers who went to register a complaint
were turned down saying that the legislator would address the issue,
Mayanna said. Even the names of Dalit women have been dropped from the
members' list of Badagoodamma Stree Shakti Sangha of the village.

MLA intervenes

On October 9, legislator Suresh Gowda, in his attempt to bring about a
compromise, held talks with the two sides. He counselled the villagers
against ostracisation and suggested that such inhuman practices should
not repeat in the village.

However, the very next day, Dalit women were abused by their caste
name when they went to the milk dairy, following which a complaint was
lodged in the Nagamangala police station on October 10. The police
have registered cases against 16 persons under Scheduled Castes and
Scheduled Tribes (Prevention of Atrocities)Act and Indian Penal Code.
A manhunt has been launched to nab all the accused. A platoon of
district armed reserve police has been deployed in the village.

Mandya Superintendent of Police Koushalendra Kumar visited the village
on Tuesday and spoke to the affected Dalit families. Speaking to
mediapersons, the SP said the case was being investigated by the
deputy superintendent of police and the accused would be arrested
soon.

Congress General Secretary Rahul Gandhi paid a surprise visit to a
Dalit household in Medhki village in Mauranipur area of the district
and took feed back on MGNREGA and other schemes from Bhadarwara
villagers.

Gandhi made an unscheduled visit to Medhki late last night and
enquired about the problems relating to water, power and fertilisers
from the villagers.

Rahul spent some time with a Dalit family in the area and during a
'chaupal' (meeting), told the locals about the central government's
schemes, Congress sources said.

Gandhi had his dinner of puri-subzi prepared by Arti, daughter-in-law
of Kunnjilal, a Dalit. He later left the area after distributing
toffees among the children.

Earlier in the day, to feel the pulse of youths in the economically
backward region of Bundelkhand during a camp organised by the Youth
Congress in Jhansi, Gandhi had a detailed interaction for around two
and a half hours with the youths on various important issues during
Yuva Drishti training camp of the youth wing.

Rahul visited Bhadarwara village this morning and took feed back on
MGNREGA and other schemes from the villagers.

No senior Congress leader or party functionary accompanied Rahul on
his mass contact programme in the district.

Rahul later toured at least four villages in neighbouring Hamirpur
district taking feedback from the people about MGNREGS and other
central schemes.

Arriving from Jhansi, he visited Ainjhi and Jakheri villages on the
Rath-Hamirpur road, about 57 km from the district headquarters,
besides some other villages and talked to locals, Congress sources
said.

He enquired about Centre's Bundelkhand package, the role of officials
and gram pradhans and other related problems.

Lucknow The unscheduled extension of Rahul Gandhi's visit to
Bundelkhand on Tuesday not only took the administration but also
Congress leaders by surprise.

Rahul Gandhi, who was scheduled to leave for Delhi on Monday evening
after attending the Youth Congress training programme, suddenly
decided to stay back and extend his tour to other parts of the region
as well.

Sources in the party said the decision was taken on Monday evening
after his plane could not take-off from the Jhansi airport due to low
visibility. Union Minister of State for Rural Development Pradeep Jain
Aditya was also scheduled to leave for Delhi on Monday evening but was
asked to stay back after Rahul Gandhi changed his plans.

Along with Aditya and Congress candidate from Mauranipur reserved
constituency in Jhansi, Bihari Lal Arya, Rahul stayed for the night at
Medhki village in Mauranipur.

As information about Rahul's extended tour reached the Uttar Pradesh
Congress Committee, Congress state President Rita Bahuguna Joshi
reached Jhansi around 9:30am to join Rahul and others in his tour.

On the second day of his stay in Bundelkhand, Rahul held chaupals,
inquired about the implementation of welfare schemes and inspected
development works in rural areas.

During his visit, Rahul asked the villagers about benefits of
centrally funded schemes such as MGNREGA, Janani Suraksha Yojana,
Bundelkhand package and pointed out lacunae in their implementation.

Around 10 am on Tuesday, Rahul along with Aditya and Joshi went to the
Agricultural Produce Market in Mauranipur following complaints from
farmers that fertilisers meant for them were being sold in the open
market. Rahul and Aditya interacted with the farmers, who were
standing in queue to get their share of fertilisers.

From Mauranipur, they went to Bhadarwara village, where they found
that wells constructed for water conservation under the Bundelkhand
package had collapsed in just six months. Rahul and his team found
that hardly any woman in the village had got benefits of the Janani
Suraksha Yojna due to lack of awareness about the scheme. Majority of
the women, who had recently delivered a child, informed that they were
not aware about provisions of the scheme. From Jhansi, they went to
Mahoba district, meeting villagers on his way. Later in the day, they
went to Hamirpur district, where Rahul held chaupals at Jakheri and
Dhanauri villages.

He told the villagers that during his visit to the region, he found
that funds given by the Central Government under the Bundelkhand
package and other central government schemes were not being utilised
properly. At each village, he asked villagers about their problems and
whether they were getting benefits of schemes meant for them or not.

On Monday evening, Rahul had held a chaupal for about two hours below
a peepal tree at a Government Primary School in Medhki village of
Mauranipur block. He had dinner at the house of a Dalit named Kunjilal
Kori and stayed for the night at a Junior High school in the same
village. Phool Chand, 28-year-old son of Kunjilal told The Indian
Express, "We had only roti and achar, when Rahul Gandhi reached our
house. He first had some bites of roti and later my bhabhi made
poori-sabzi for him. He was with us for about one-and-a-half hour and
had dinner with my father." Rahul is likely to stay for the night in
Hamirpur and leave for Delhi tomorrow.

As the city prepares for the inauguration of the Rs 685 crore magnum
opus — Bhim Rao Ambedkar Park — the city administration is leaving no
stone unturned to impress Uttar Pradesh chief minister Mayawati, who
will inaugurate her "dream project" on October 14.

The 33 hectare project
in Noida's sector has 15 statues of Dalit icons Dr BR Ambedkar,
Jyotirao Phule and Kanshi Ram. Bronze statues of Mayawati have also
been erected in Noida. Twenty statues of elephants and fountains with
bronze elephants have also been installed in the park.

The UP chief minister, known for her fondness for statues, also has a
special police force to protect parks and memorials for Dalit icons.
Latest LED tubes, that cost around Rs 4crore, have been installed in
the park, to make the structures look more attractive at night.

"The lighting solutions have been provided by foreign firm Philips
Gardco. More than 3,000 LED tubes have been installed in the park.
Each tube costs Rs 12,000," said a senior project manager.

In December 2010, vacating its year-long stay, the Supreme Court (SC)
had approved resuming construction in the Park, rejecting the Centre's
objection that part of its site was on forest land.

The court said construction could start only after the government
planted sufficient number of trees on 50% of the Park area to create a
buffer zone between the site and adjacent Okhla bird sanctuary.

In addition, the apex court also observed that the area under concrete
structures should be brought down from 35% of the project site to 25%
because of the Park's proximity to an eco-sensitive zone in the
sanctuary.

Meanwhile, everything in the Ambedkar Park exists for a reason. "The
boundary stone was specially ordered from Mirzapur, a Naxal-affected
district, by Behenji to provide employment to tribals," said a senior
civil engineer, requesting anonymity.

The main structure, christened Dalit Prerna Sthal, houses statues of
Dr BR Ambedkar, Kanshi Ram and Mayawati.

LUCKNOW: Power engineers of the reserved category on Tuesday decided
to suspend their agitation against UP Power Corporation Limited
(UPPCL) management. The engineers had threatened of staging protest
from Wednesday against the UPPCL management alleging the corporation
management of being anti-dalit.

The engineers changed their decision after they had a last minute talk
with chairman-cum-managing director of UPPCL, Navneet Sehgal, late on
Tuesday evening. Later, the UP Power Association, the umbrella
association of engineers from the reserved category, in a statement
announced suspension of the agitation.

Of late, the UPPCL has been in a thick of controversies. While on one
hand the corporation has been accused of buying power at higher cost,
on the other dalit engineers have been accusing the corporation
management of harassing them. The crisis on the second issue stood
diffused but for only for six days. Association's president, KB Ram
said that the talks with the CMD have been positive. But that will be
considered only till October 17.

The association had earlier met power minister Ram Veer Upadhyay who
after considering the demands directed the CMD to take necessary steps
to ease the crisis.

MYSORE: Dalit families in Kasuvanahalli village of Nagamangala taluk
who demanded money to beat drums during the Ganesha idol immersion
have been socially boycotted. Upper caste members had approached two
Dalits, Shivaraj and Seetharam, to play drums during the Ganesha idol
immersion procession.
When they demanded Rs150 per person as wages, they were summoned near
Mayamma temple by the village headmen and abused. When they further
refused to play the drums, village headman Mudde Gowda, Parigowda and
others abused their caste. They were forced to fetch water from a
borewell were cattle are fed.
The Dalit families were denied entry into the village. In fact, Dalit
women have been removed from the self-help groups and humiliated
constantly.
As there was no electricity, the Dalit women had to collect water from
a tank only to be threatened by upper caste youths that they would be
paraded in nude.
Meanwhile, MLA Suresh Gowda, who hails from Kasuvanahalli, held a
meeting with the two groups and appealed to them to bury their
differences. Shivaraj and Mayanna lodged a complaint with Nagamanagala
town police station, charging that they fear for their lives and
property. Shivaraj told Express that they worked as labourers in

Warm greetings from the Mahindra group! Before I begin, let me
introduce myself. My name is Karthik and I work as a General Manager
in the Corporate Centre of the Mahindra group. I write to you to seek
your help on a strategic program that we have recently launched to

for renovating the village school, from installing solar lighting to
developing sustainable transportation technologies, we are empowering
innovative, practicable ideas with a big impact. People can also
support each others' Sparks by volunteering their time, donating money
and equipment, or offering advice.

As a hub of innovation and driving change, you will be able to spread
the word about "Spark the Rise" which in turn could help us spread the
spirit much further. You will also know lots of people with bright
ideas—people who just need funding or volunteers to implement their
projects. Help us reach the people who will drive India's development
by spreading the word about Spark the Rise.

You could:

MRPS chief faces stiff opposition in Eluru

MRPS president Manda Krishna Madiga felt the heat of the Samaikyandhra
protest here on Monday for his pro-Telangana stand.

A section of integrationists from within his own outfit staged a
protest, forcing him to cancel his programmes and leave the city. He
was scheduled to address MRPS activists as part of his State-wide
campaign to strengthen the organisation.

The situation turned tense before his arrival to the meeting venue as
a section of MRP functionaries created a scene against his visit.
Chairs were flung in the air and tempers ran high at Spoorthi Bhavan,
the venue of the programme, in the run-up to his visit. The
integrationists accused Mr. Krishna of joining hands with Telangana
protagonists, 'sabotaging' the cause of the SC categorisation.

The protesters vowed not to allow the MRPS chief into the Andhra
region until he changed his stance vis-à-vis the separate Telangana
demand.

Meanwhile, a police officer met Mr. Krishna and requested him to
cancel his programme.
