Hyderabad, September 24: Chief Minister N Kiran Kumar Reddy has
increased the income limit from Rs 1 lakh to Rs 2 lakh for SC/ST
students for post-metric scholarships apart from this maintenance
charges have also been enhanced.

It has been told that the decision was taken after a detailed
discussion by the members of the cabinet to settle the long pending
demand by SC/ ST organizations.

LUCKNOW: BSP supremo Mayawati's statues would be pulled down after the
Uttar Pradesh polls in the same way as seen in the recent cases of
"dictators" in foreign countries, Samajwadi Party said today.

"In the recent times, uprising in some countries against dictators saw
their statues being pulled down...In 2012, the day Samajwadi Party
government comes to power there would be no sign of the grand statues
of Mayawati," state unit president of Samajwadi Party, Akhilesh Yadav
said.

Yadav, who is on Samajwadi Kranti Rath Yatra, was speaking in
Bundelkhand region.

A party release quoting Yadav here said stone statues and memorials
worth Rs 40,000 crore were installed in Lucknow in the past four years
of which around Rs 2,000 crore alone have been spent on elephant
statues (BSP party symbol).

Yadav exhorted people to vote for bringing a change in the state.

New Delhi: A Delhi court on Saturday convicted 15 members of the Jat
community in the 2010 Mirchpur Dalits killing case. The sentence in
the case will be pronounced on Thursday.

The main conspirator Rajendra was convicted for the death of
74-year-old Tara Chand and his 17-year-old handicapped daughter.

Tara Chand and his daughter were killed when their hut was set on fire
allegedly by youths from the Jat community.

The incident began following an argument between youth from the dalit
and jat community over a dog raking nearby. As many as 103 people were
arrested in the case, including five minors.

The court acquitted 82 people out of which 53 were acquitted as
allegations against them were not proved and 27 others were acquitted
for lack of evidence.

There are a total of 98 accused in the 2010 case and one accused is
still absconding.

On the directions of the Supreme Court, the case was transferred to a
Delhi court from Haryana; with all 98 accused being shifted to the
Tihar jail.

The accused have been booked for murder, arson, rioting and also under
the SC/ST act.

The arrests had sparked off massive protests with members of the Jat
community who blocked crucial road and rail routes.

New Delhi, Sep 24 (PTI) The handling of Mirchpur Dalits killing
incident by Haryana police today came in for sharp criticisim from a
Delhi court which held that the possibility of implication of innocent
persons in the sensational case under "political pressure" cannot be
ruled out."The possibility of false implication of many of the accused
cannot be ruled out on account of political pressure only to work out
the present case," Additional Sessions Judge (ASJ) Kamini Lau said.The
court acquitted 82 of the 97 accused in the case including Vinod K
Kajal, the SHO of Narnaud Police station in Hissar district, saying he
did not have the ultimate power to take decisions."The manner in which
the whole thing (incident) was handled was improper. If he goes in,
then some senior officials will also go," the ASJ said.Though the
"possibility of extraneous interference cannot be ruled out" in the
case, the court said it has acquitted Kajal because neither negligence
against him has been proved nor the charge of not performing his
duties.The court orally said the fact that another official of the
Haryana government could not be held accountable for his "negligence"
because of the legal hurdle that a person belonging to SC/ST category
cannot be booked under the SC/ST (Prevention of Atrocities) Act."It is

Dalits told to unite for empowerment

Visakhapatnam: The district secretary of the Communist Party of India,
J V V Satyanarayana Murty emphasised the need for unity among all
dalit organisations irrespective of political affiliations to get
political or financial empowerment.

He was addressing the third Greater Visakha City unit meet of Dalit
Hakkula Porata Samiti here on Sunday. Mr Murty said even after six
decades of Independence, the economic status of dalits remained static
with no improvement and the same would continue in future also unless
all dalit organisations unite and struggle for their rights.

Though the Constitution has provided rights to dalits, they are not
being implemented properly. He cited the example of how the State SC,
ST Commission was functioning without chairman. 'Whenever the
government feels the crunch of funds, it simply diverts the budget
allocations of SCs and STs.

Even dalit officers too are helpless in solving the issues, as
corporators were opposing the municipal commissioner B Ramanjaneyulu,
as he was strictly implementing the law, which drives away their vote
bank.

Appointing a Deputy Chief Minister from dalits will not help dalits,
he added.Former Bhadrachalam MP Marry Vijayakumari and former MLA
Gante Sumana observed that collective effort by all allied
organisations of dalits was the need of the hour to get empowerment.

The leaders of various dalit organisations attended the meet assured
of their cooperation in all future struggles. Mr J V Prabhakar
presided over the meet.

Bahujan Samaj Party (BSP) ministers and legislators appear to have
developed a penchant for ''cremation lands.'' Of late, many of them
have been found to be illegally grabbing lands meant for cremating
bodies and using them for a variety of purposes.

BSP legislator Rajbali Jaisal has allegedly occupied a dalit hamlet at
Sansarpur village in Allahabad district, about 300 km from here, and
has got a boundary wall constructed around it virtually converting the
hamlet into a prison confining scores of dalits, who have been given
"pattas" (allotment) of the land by the government. The land is
situated next to a degree college owned by the MLA and now the latter
wants to expand the college.

"The MLA deployed hundreds of labourers and got a boundary wall
constructed around the hamlet making it a part of the college," said
village "pradhan" Shakuntala Devi.

To add insult to the displaced dalits' injuries, the MLA has now
offered them the nearby cremation land. "We are now being asked to
settle on the land, where people burn bodies," said Duasia, a dalit
widow who was also among those "imprisoned" by the legislator. The
dalits had offered resistance when the boundary was coming up on their
land but they were threatened with dire consequences if they raised
their voice. "The residents of the hamlet are being threatened and
asked to leave their homes or face the consequences," she added. The
MLA appears to be defiant. "I have offered to settle them on another
land.

I will make sure that they get government help in getting their house
constructed or else I will provide them financial assistance for it,"
he said but refused to explain the construction of the boundary wall
around the hamlet. BSP legislator Horam Singh had also grabbed
cremation land in Bulandshahar district and is getting a marriage hall
constructed on it. The land, situated at Kilamewai village in the
district, belongs to the Gram Sabha.

Before him, minister of religious affairs Rajesh Tripathi had also
illegally occupied government land meant for cremation in Gorakhpur
district, and constructed a marriage hall next to it.

With former minister and Valmiki community strongman B. Sreeramulu
preoccupied with managing the affairs of close friend, Janardhan Reddy
arrested by the CBI for illegal mining, the race is on to corner the
Valmiki community votes in Koppal ahead of the bypoll. No one seems to
be sure which way the community will lean, with Mr Sreeramulu nearly
out of the picture. The Valmikis may have a smaller presence with
their 12,000 votes in the constituency than the Muslims and the
Madigas which have around 15,000 votes each, but they could prove
crucial in deciding which party wins. The Muslims are reportedly
waiting to see which way the Valmikis and Madigas are inclined, so
that they can enmass vote for the party that is most likely to defeat
the BJP.

When it comes to cornering small community votes, former chief
minister Mr B.S. Yeddyurappa has made the first breakthrough. He has
managed to persuade the people of Bhagyanagar on the outskirts of
Koppal town not to boycott the polls, using former Turuvekere MLA M.D.
Lakshminaryana and excise minister Mr M P Renukacharya to pacify them.
The Congress has meanwhile unleashed a host of leaders from each
community to woo them. The party desperately needs both Valmiki and
Madiga votes to win the seat.

Following the SC direction, 97 accused of the Mirchpur case were
transferred to Tihar from Hissar jail. Out of 103 accused, five are
juveniles and one is out on bail. The court had on the last hearing on
September 17 ordered the Hisar district Superintendent of Police to
take prompt action against the people found making provocative
speeches on the killings.ASJ Lau had also warned relatives of the
victims and the accused persons against making any provocative speech
against each other and distrub peace and traquility of the area.The
court had passed the directions after the defence counsel submitted
that some persons at the village were making irresponsible and
provocative statements to the media due to which there were serious
apprehensions of breach of peace in the area.

"I commit to end caste-based discrimination and untouchability!" said
UN High Commissioner for Human Rights, Navi Pillay, in her video
message, kicking off the bold 100 day campaign launched by her office
and the National Dalit Commission (NDC) in Nepal.
September 21, 2011---The High Commissioner is encouraging everyone to
pledge their commitment to end caste discrimination* and
untouchability and the campaign website is collecting pledges and
turning them into colourful fingerprints symbolising all those who are
against this atrocious type of discrimination.
The International Dalit Solidarity Network (IDSN) has been working to
end caste discrimination for more than a decade and wholeheartedly
welcomes this new campaign.
"The campaign is a fantastic initiative and we would like to encourage
everyone to go to the website and register their commitment to help
end one of the biggest human rights issues the world is facing today,"
says IDSN Coordinator, Rikke Nöhrlind.
While the campaign is primarily focused on Nepal, IDSN would like to
encourage the global community, Dalits and human rights defenders in
other caste affected countries to take this opportunity to pledge
their support to a cause that can help 260 million people affected by
caste discrimination worldwide out of oppression.
IDSN would also like to encourage political leaders, business leaders

The President of Nepal, Dr. Ram Baran Yadav, has led the way by

The government of Nepal recently introduced Caste-based Discrimination
and Untouchability (Offence and Punishment) Act, 2011. NDC and OHCHR

draft caste-based discrimination and untouchability bill and for its
compliance with international standards.
"By taking this important step to end these practices, Nepal has
become a leader on the world stage in the fight against caste-based

Nepal has taken in this global struggle.
Various awareness-raising programs like audio-visual activities,
distribution of posters and pamphlets and interaction programs among
others will be organised country-wide throughout the 100 days campaign
till it comes to an end on 24 December 2011.
