The Congress-led UPA has decided to wish them away!

The social justice plank seems to have been eclipsed for the present
by anti-corruption campaigns and fasts, undertaken as a public resolve
to strengthen the nation. But the work of governance continues in the
manner that the Congress-led UPA coalition knows best: Craftily
camouflaging widespread poverty by means of bizarre policy decisions
even as the well off manoeuvre to stake claim to greater privilege.
Two developments should suffice to prove the point. On the one hand,
the Planning Commission's acceptance of the Suresh Tendulkar
Committee's estimate of below poverty line people at 37.2 per cent of
the population requires willing suspension of disbelief, with at least
one Union Minister and numerous Chief Ministers voicing dissent. The
out-dated 2004-2005 consumer expenditure survey, conducted by the
National Sample Survey Organisation, was deployed by the committee.

On the other hand, the National Commission for Backward Classes has
proposed that the ceiling for the OBC quota in Government jobs and
educational institutions be raised to a ludicrous Rs 9 lakh a year
from Rs 4.5 lakh. The reasons cited are soaring inflation and the hike
in the wages of Union Government employees via the Sixth Pay
Commission recommendations. The earlier ceiling was fixed in 2008, and
according to sources in NCBC, that amount is too low by present
standards, to mark the cut-off for the creamy layer among OBCs. And
they certainly must be wallowing in cream — apart from owning most
farmland and prospective real estate in the country — if Rs 9 lakh is
to be the cut-off. Since many general category students do not come
from such privileged backgrounds, the ground for severe future discord
is being prepared. The State Backward Class Commissions predictably
endorse this proposal.

Is the real objective to create a super class that is already rural
gentry, by virtue of its monopolistic hold over land resources, and
which can easily leap-frog into the category of urban gentry via the
reservations route? By the yardstick of annual income, OBCs, as a
group, are not entitled to quotas, which, in their original form, were
meant only for the scheduled castes and scheduled tribes, considered
historically oppressed and deprived. Compulsions of identity politics
completely subverted the spirit of the constitutional proviso, which
now hangs like the sword of Damocles over policy-makers. Their
greatest fear is that one wrong move would antagonise select
vote-banks, and they would lose the cakes and loaves of office.

When one compares this with the Planning Commission's BPL cut-off for
rural and urban people, nothing could be more unjust, laughable and
appalling. It was earlier a paltry Rs 15 a day for the former, and Rs
20 a day for the latter. Under pressure, the amounts have been
upgraded to Rs 26 a day and Rs 32 a day, respectively. Those earning
more would not be eligible for BPL benefits. What a vast gulf between
the poor and intended OBC beneficiaries of quotas! For the former,
existence is subsistence level. As for the latter, they use their
considerable economic clout to arm-twist policy-makers so that they
have things their way even if the end result is regressive. The quota
juggernaut thus threatens to level everything and everyone into one
unredeemed whole, characterised by mediocrity, chicanery and worse.

Incensed by the BPL benchmarks and questioning the low estimate for
people living below the poverty line, the Supreme Court in May, while
hearing a PIL on the public distribution system, slammed the Planning
Commission for using obsolete data. Plan panel statisticians and
writers, fat cats all, postulated that a villager spending over Rs 15
a day was not poor. And that a city dweller was not poor if his
average monthly expenditure surpassed Rs 31 on rent and conveyance, Rs
18 on education, Rs 25 on medicines or Rs 36.5 on vegetables. In the
light of these consumption levels, the Planning Commission has
inferred that only 41.8 per cent of rural Indians are poor, and 25.7
per cent of the urban Indians need social security from the
Government. However, the whole estimate is flawed, being based on
2004-2005 prices.

Seeing through the subterfuge, the apex court told the Government
counsel that "You can't have two Indias" while drawing attention to
the affidavits filed by many States, including Congress-ruled ones,
disputing Planning Commission claims, and averring that the number of
those below the poverty line is higher. UPA watchers see the BPL
exercise as a ploy by the Centre to keep the intended beneficiaries of
the proposed Food Security Act and other vote-garnering gambits,
hinging on public welfare schemes, to the minimal. A viable option
would be to bring down inflation, and create conditions for genuine
self-empowerment. Doles should be an emergency option.

The CPI(M), reacting to the Planning Commission estimates, in a May 29
Press release, pointed out the glaring anomaly in the Commission's
estimates:

"The ridiculousness of these figures can be gauged from the fact that
the Planning Commission itself prescribes a minimal in-take of 2,200
calories daily to sustain oneself. This requires an expenditure of Rs
44 per day. This, of course, does not include any expenditures on
shelter, clothing, education, transportation, etc."

Union Rural Development Minister Jairam Ramesh wants removal of this
cap on BPL numbers since it restricts beneficiaries of Government
schemes. His Ministry has initiated a diennial census of rural poor. A
similar census of the urban poor is in the offing. The social justice
index thus veers sharply between the proposed OBC quota ceiling of Rs
9 lakh per year, and the BPL cut-off at a wretched Rs 32 daily for the
urban poor, and Rs 26 for the rural.

Inspector involved in recent firing on dalits suspended

Madurai, Tamil Nadu, Sep 22 : A Police Inspector, who was involved in
the recent firing on Dalits at Chinthamani locality in Madurai, was
placed under suspension today, after a probe into the allegation that
he solicited and accepted bribe for excluding the name of an accused
from a murder case, found him guilty.

Gajendran, who served as the Inspector of Police at Avaniyapuram
Police Station in Madurai district, was responsible for firing on
Dalits at Chinthamani locality after an altercation while regulating a
rally which was proceeding to Paramakudi to pay homage at the memorial
of Dalit Icon Immanuel Sekharan on September 11, the day that
witnessed bloody clashes in South Tamil Nadu claiming six lives.

Two persons were critically injured in the police firing at
Chinthamani locality. Later, Gajendran was transferred to Tirunelveli
district on September 19 by Tamil Nadu Government. Madurai
Superintendent of Police (SP) Asra Garg probed the allegation that
Gajendran had solicited and accepted bribe of Rs 40,000 from one
Varadhan, who was accused in a murder case, to exclude his name from
the First Information Report (FIR) and found the Inspector guilty.

Based on the recommendations of the SP, Inspector General of Police
(South Zone) Rajesh Doss today ordered to suspend the erring police
official. Further investigations were on, police said.

Etawah: Trying to address his grievances at a Government office in
Uttar Pradesh, a Dalit man was ill-treated and pushed out of the room
today by an IAS officer.

The Dalit wanted to complain to the authorities about the
accommodation in the Kaanshi Ram Awas Yojna for the urban poor, when
RP Singh, Special Principal Secretary and the District Magistrate of
Etawah caught him by his collar and pushed him out of the aanganwadi.

A Dalit farmer who had allegedly been set afire by a property dealer
and his associates on Wednesday evening succumbed to his burn injuries
here on Thursday. The victim, Sumer Singh Ahirwar, 40, died at the
Hamidia Hospital. In his dying declaration, Ahirwar said he had sold
the
property dealer five acres of land and when he asked for the money,
the latter set him afire.

Addl SP Prashant Khare confirmed Ahirwar's death and said a hunt had
been launched to arrest the accused, Mahendra Jat, his accomplice
Dilip Soni and the other co-accused.

The accused allegedly burnt him at his house in Berasia in Bhopal district.

Ahirwar said he had been promised Rs 8 lakh for the five acres but the
property dealer had given him only Rs 3 lakh.

BHOPAL: A Dalit IAS officer in Madhya Pradesh alleging denial of
promotion even after he was cleared in a graft case has threatened to
commit suicide if the state government takes any disciplinary action
against him. Ramesh Thete (51), a controversial IAS officer of 1993
batch, was suspended in a bribery case in 2002 and was reinstated in
May this year after successfully challenging his suspension in the
Supreme Court.

Thete alleged the government was not promoting him even after his
reinstatement. He is posted as an under secretary in the Narmada
Valley Development Authority (NVDA). Thete's batch mates have already
been promoted as secretary in the state.

Sources said some senior officers warned Thete that he would have to
face disciplinary action if he refused to restrain himself. Two days
back, Thete sought an appointment with the chief secretary, which was
reportedly denied.

"I have been a victim of casteism, corruption and money power," Thete
said before sending SMS to reporters. His message said:
"Anushasanheenta ka notice diya jata hai to Vallabh Bhavan ke samne
meri lash hogi" (my dead body will lie before the state secretariat
building if a notice of disciplinary action is given to me). The
message also warned of "Dalit anger" in case he was "forced" to take
the extreme step.

Chief minister Shivraj Singh Chouhan refused to comment on Thete's
threat. "The chief secretary will look into the issue," he said. Chief
secretary Avni Vaishya said the government was trying to help the IAS
officer. "He is disturbed. So far nothing official has come to me
(about his suicide threat). We are trying to help him within the
extent of law," said the chief secretary.

Thete was caught by the Lokayukta police in February 2002 for
allegedly accepting a bribe of Rs 1 lakh from a principal of
Industrial Training Institute, Betul. Thete was serving as director of
employment and training.

NEW DELHI: The Central Bureau of Investigation on Thursday registered
a case against BSP MLA Purushottam Dwivedi and four others in the
alleged rape of a minor Dalit girl in Banda district of Uttar Pradesh
in December last year.

The Supreme Court had on September 12 directed the investigating
agency to take over the probe into the case as allegations were
levelled that Dwivedi being a ruling party MLA used his influence in
the administration to dilute the probe. "On the directions of Supreme
Court of India, the Central Bureau of Investigation has registered a
case against a Uttar Pradesh MLA and four other private persons under
various sections of IPC. The case was earlier registered by the local
police and was later investigated by CB-CID of UP," CBI spokesperson
Dharini Mishra said.

The sections relate to rape, assault for outraging the modesty of a
woman, voluntarily causing hurt, intentional insult and criminal
intimidation.

The 17-year-old Dalit girl was allegedly raped by Dwivedi in Banda on
December 10 and 11 last year. The girl had escaped from his residence
on December 12 when the MLA allegedly attempted to rape her again. The
girl, however, was arrested after allegedly false charges of theft
were levelled by the legislator's brother against her.

48-year-old Dwivedi, who was later arrested from Banda and suspended
by Mayawati's party, denied all the charges. The apex court had passed
the order on a PIL filed by advocates Raja Ram and Irudaya Nathan
seeking an independent probe into the incident, alleging that
impartial investigation was not possible in the case as the ruling BSP
legislator and his aides were involved.

Bhopal, Sep 22 (PTI) A dalit farmer, who was allegedly set ablaze by
two property brokers following a dispute over payment of sale of his
land, succumbed to injuries at the Government Hamidia Hospital here
today, police said. Sumer Singh Ahirwar, of village Barkheda Baramad
in Berasia tehsil, had entered into agreement with two brokers for
selling his five-acre land sometime ago. When Ahirwar demanded balance
consideration amount for sale, they initially avoided him. As he kept
pressing for the full payment, yesterday the brokers and their aides
picked him up from Karond, and after a heated exchange, set him on
fire, police said. Police have not disclosed the names of the accused
yet. The Leader of Opposition in Madhya Pradesh Assembly, Ajay Singh,
and state Congress president, Kantilal Bhuria, visited the hospital
today and demanded immediate arrest of the accused.

NUWAKOT: Members of a dalit family at Kalyanpur VDC-7 have been
mercilessly roughed up after a daughter of the family happened to
touch the feet of an upper caste woman.

Five members of Roji Pariyar have arrived at the district headquarters
seeking justice and treatment.

Roji complained that Narayan Khadka, Yasoda Khadka, Bikas Khadka,
Deepak Khadka and Bishnu Maya Khadka Rimal barged into her home and
thrashed the family members.

Among the injured are Roji, her mother-in-law Suku Laxmi Nepali and
daughter trio, Sangita, Srijana and Sujana. The Khadka family also
vandalised the house, tailor and other physical goods.

The unruly group attacked Roji's family after Sujana Pariyar
inadvertently touched the feet of Bishnu Maya while boarding on a bus.
Sujana is a tenth grader at Ajingare higher secondary school,
Kalyanpur.

Victim Roji has lodged a complaint at the District Police Office,
Nuwakot saying Khadka family misbehaved with them for being dalit.

Earlier too, the Khadka family attempted to beat them up, said Roji.
Roji's family, who has permanent residence at Bageshori VDC of Nuwakot
district, has been living at Kagune of Kalyanpur VDC with a business
of clothe-sewing since long.

Currently, Roji's husband is in overseas employment.

SC/ST students to get scholarship in bank accounts

Patna, Sept 22 (PTI) Bihar government has decided to deposit
scholarship amount of SC/ST students of class-VII to class-X in their
bank accounts, an official said today.In view of various difficulties
in providing scholarship to the SC/ST students on time, it has been
decided to deposit the amount directly in the bank account of the
beneficiaries, numbering about eight lakhs, SC/ST Welfare Secretary
Ravi Parmar told reporters here.The implementation of direct transfer
of scholarship money was being worked out with the banks, he said.Once
their bank accounts are opened, respective government officials will
transfer the amount in respective bank accounts in the first week of
every month, Parmar said.The SC/ST welfare department will issue easy
pay card to SC/ST students of class-X and upward so that they can
withdraw money easily, Parmar said.
