Now, students belonging to the scheduled caste and scheduled tribes
category and their parents are demanding renewal of the freeship
scheme. At a public meeting held at the Government Law College in
Churchgate several parents and social workers have decided to launch a
statewide protest on September 30.

The parents demand that the government should not cancel the freeship
extended to the students. They say that coming from underprivileged
backgrounds, they cannot afford the fees.

"We have children of vegetable vendors, autorickshaw drivers,
blue-collar workers studying in schools. They cannot afford the fees
charged,'' said Milind Wagh, one of the speakers at the meeting.

In August 2010, Chembur resident Naresh Gosavi filed a petition in the
Bombay high court after his son and two nephews were forced to leave
on account of non-payment of the school's dues under a freeship
programme. The school had moved the court raising the issue of pending
fees.

An interim order by the high court directed the government to
reimburse a certain amount. However, the government moved the Supreme
Court against the HC interim order.

Hisar: Jats in Haryana today threatened to re-launch their stir if
the government did not meet their demand of reservation in government
jobs under the Other Backward Classes (OBC) quota by February next
year.

The Jats, who on March 25 had withdrawn their agitation after talks
with Chief Minister Bhupinder Singh Hooda, held a rally at Mayyar
village in Hisar and renewed their threat.

"The state and Central governments have betrayed us. Despite positive
assurance on our demands, nothing has been done so far," All India Jat
Aarakshan Sangarsh Samiti chief Yashpal Malik said.

He said they give the government time till February 18 to meet their
demand, failing which they would launch an indefinite stir.

The Jat agitation earlier this year had paralysed rail traffic in many
parts of northern India for several days.

New Delhi: The CBI today informed the Supreme Court that it suspect a
"criminal nexus" between Uttar Pradesh Chief Minister Mayawati and her
relatives and the disproportionate assets case against her cannot be
closed on the basis of conclusions arrived by the Income Tax
department.

In a fresh affidavit submitted before the apex court, CBI rejected
Mayawati's stand that the DA case should come to an end after the
income tax authorities had accepted her income tax assessments.

The agency said "the investigation against the petitioner is based on
cogent evidence available in the form of documentary and oral evidence
which show that there is a criminal nexus between income of the
relatives and the petitioner as well as between Ms. Mayawati and her
donors and relatives".

Mayawati had earlier on the basis of a clean chit given by the Income
Tax Appellate Tribunal filed an application in the apex court to quash
the case registered by CBI against her for owning various moveable and
immovable assets far exceeding her known sources of income.

CBI told the court that it would soon file the charge sheet against
Mayawati before the Lucknow court and maintained the scope of criminal
proceedings were different from civil proceedings including the
immunity granted by the IT department.

The agency, however, said the orders of the IT Commissioner granting
immunity would be duly taken into account insofar as they were
applicable to the DA case against her while filing the final report
before the CBI court.

Rejecting Mayawati'claims, CBI said "the findings of the Income tax
authorities are relevant and material only for taxation purposes and
cannot have any bearing on the material evidence collected during a
criminal investigation.

"The evidence collected during the course of criminal investigation
into the DA case is to be appreciated in a trial court and the matter
cannot be foreclosed by relying on the findings of the income tax
authorities."

Mayawati had in an earlier affidavit said the Income Tax Appellate
Tribunal held that the entire income for the relevant check period
received by her by way of gifts or otherwise had been verified to be
genuine and lawful. She said thus the entire DA case had fallen flat
and no case of DA could be made out against her.

She also said the Commissioner of Income Tax had granted immunity to
her and CBI was bound to close the case against her.

"As a result of the acceptance of the declared income, the assets do
not exceed her income and therefore, there is no question of any
disproportionate assets", she had said.

The case, which was to come up for hearing today before a bench of
justices J M Panchal and H L Gokhale, was, however, not taken up and
is slated to come up for hearing on Wednesday.

Agra : Alleging the Mayawati government was neck-deep in corruption,
Rashtriya Lok Dal chief Ajit Singh today asked the people to oust it
in next year's assembly polls.

"The state government is neck-deep in corruption and needs to be
replaced," he told a farmers' rally here.

Previous governments in the state too had "cheated" people and failed
to address their problems, Singh said.

He asked the people to vote for his party's candidates in the upcoming
assembly elections in Uttar Pradesh.

MADURAI: The arrest of John Pandian, president of Tamizhaga Makkal
Munnetra Kazhagam, ahead of the Immanuel Sekaran anniversary led to
the stand-off between dalits and the police resulting in the firing
that took seven lives. TOI's K Ramanujam spoke to John Pandian, who is
in police custody at Vallanad near Tirunelveli, over phone:

Are you aware of the Paramakudi situation?

Tomorrow, I expect to be released from police custody. I plan to talk
to all the leaders of the dalit villages. Tuticorin district collector
has issued orders preventing me from entering Ramanathapuram district.
I plan to file a case in high court against the order and seek
permission to visit victims' families.

What do you have to say about the violence?

I don't have a clear picture of how the violence started. All I have
is information given to me by the police. I need to talk to my people
to get the real picture of the incidents. I will talk in detail after
I speak to them.

There are complaints that the compensation paid to victims of the
police firing is inadequate.

I still don't have a clear picture about the scale of violence and the
loss of life and property. So, I'll get the details and then comment
on the issue.

I request all members of the dalit community to refrain from violence.

TIRUNELVELI: As sporadic incidents of violence were reported from some
parts of southern Tamil Nadu on Tuesday, police released Tamizhaga
Makkal Munnetra Kazhagam founder P John Pandian, whose detention on
Sunday sparked violence at Paramakudi in Ramanathapuram district
leading to police firing in which seven people were killed.

Soon after his release, Pandian told reporters at Vallanadu in
Tuticorin district that the probe into the firing should be conducted
by a sitting Supreme Court judge. He alleged that the clashes were
instigated by certain officials with vested interests.

The Madras high court on Tuesday admitted a habeas corpus petition
alleging unauthorized detention of Pandian and issued notice to the
government. In Rajapalayam, an attempt was made to derail a train
while more than half a dozen buses were damaged by miscreants who
hurled kerosene and petrol-filled bottles at the vehicles in
Ramanathapuram and Theni districts. A concrete sleeper was found
placed across the railway track in the Murambu-Paraipatti section near
Rajapalayam. The presence of the sleeper was noticed only after the
Podhigai Express heading to Sankarankoil from Rajapalayam station
rammed into it around 8am and came to a screeching halt.

Fortunately, none was injured.

Denial of access to Pachery hamlet from Mandalamanickam, dominated by
caste Hindus, is one of the grievances of Dalits belonging to the
village of the murdered Dalit schoolboy.

Palanikumar, son of Thangavel of Pachery, a Dalit, was murdered by a
gang on Saturday, a day before the Immanuel Sekaran Memorial Day. It
was alleged that a gang of caste Hindus murdered him when he was
returning to the village after watching a drama in
Muthuramalingapuram. The immediate provocation for the murder was said
to be the objectionable wall graffiti against a leader of the rival
caste. Claiming that they were not responsible for the objectionable
writing, the Dalits of Pachery village said the denial of access to a
road via Mandalamanickam, the inaction of the official machinery and
the successive governments to form an alternative route to the village
(Pachery) from Kamudhi were the main reasons for the hostile relations
between caste Hindus of Mandalamanickam and Pachery village for more
than 30 years.

A. Marimuthu (65), leader of the village, told The Hindu that from
Pachery to Mandalamanickam, which was about 500 to 700 meters, was the
only motorable road to Kamudhi or Virudhunagar district.

No Dalit could cross the road without being humiliated by caste Hindus
M. Sekar, another resident, said the petition presented to the
successive Collectors and Ministers during the last 30 years went in
vain. More than 50 students of the village were enrolled in a school
at Anaikulam village in Virudhunagar district from Kamudhi due to the
difficulty in reaching the school via Mandalamanickam.

The villagers also complained that a drinking well was poisoned by
caste Hindus. When contacted V. Arun Roy, Collector, said the
complaint of denial of access to road by the Mandalamanickam village
was being probed. Steps would be taken to remove the bottleneck over
laying a new road. Water supply was maintained to the village by
tanker lorries and the Cauvery drinking water scheme. Meanwhile, an
investigation revealed that the well was not poisoned.
Normality returning

Two days after the police firing that claimed the lives of six Dalits
at Paramakudi, normality returned to most parts of the district on
Tuesday except for stray incidents of buses being pelted with stones.

More than half the shops and business establishments remained open at
Paramakudi. Bus services to most of the routes were resumed. However,
there was no movement of buses to interior and sensitive locations in
and around Paramakudi, Mudukulathur and Kamudhi. Similarly, bus
service on NH 49 from Rameswaram to Madurai was also resumed with a
small number of services.

According to a police report, more than 80 percent of the buses were
operated on Tuesday. However, schools and colleges remained closed in
and around Paramakudi. Some schools in other parts of the district
resumed their operations on Tuesday. Superintendent of Police Kaliraj
S. Mahesh Kumar told The Hindu that more than 4000 policemen had been
deployed at various places in the district.

Accusing Uttar Pradesh Chief Minister Mayawati of ignoring dalits, a
senior BJP leader today said incidents of atrocities against Dalits
and rapes have increased in the state.

"BSP which came to power by promising uplift of scheduled castes in
the state has continuously ignored them during its four-and-a-half
year rule," BJP national spokesperson Ramnath Kovind told reporters
here.

Kovind, who is also the in-charge of BJP SC/ST Morcha, said, "No major
work was done for the betterment of the community in education and
employment sectors."
