Respect Anna Ji and members of his team,
                         I have read both the versions of lokpal bill. I fully support your bill. But in this bill nothing has been proposed to the deprived and underprivileged  sections of the society particularly, SCs and STs. There are so many cases of corruption in the scholarships for students from SCs and STs. There is corruption in the implementation of of the welfare schemes for welfare of SCs and STs. Presently there is no system to help SCs and STs in the matter of corruption in their wefare schemes. SC/ST commission is toothless.
It is therefore, my humble request to kindly include a provision in Janlokpal Bill for SCs and STs.

JAJARKOT, Aug 19: A woman has been severely tortured in Jajarkot for
marrying a man from the Dalit community. Chandra Singh of Relkot,
Pajaru-4, in western Jajarkot was tortured for marrying Jaya Bahadur
Nepali (Badi) of the same village. The marriage took place on July 28.

Following the marriage, Chandra´s relatives tortured her by tying her
with a rope.

Meanwhile, Jaya Bahadur is in hiding after receiving threats from
Chandra´s relatives. The relatives are continuing to issue threats,
said Jaya Bahadur´s father Makdul Badi. Jaya Bahadur, who is a teacher
at local Durga Primary School, has stopped going to the school. In
fact, the school itself is closed due to tensions.

The couple had fled to Dailekh to get married. But they returned four
days after the marriage following pressure from Chandra´s family
members. Thereafter, Chandra´s relatives took her and tortured her,
according to Makdul Badi.

Even on Wednesday, Chandra´s family members tortured her after finding
that she was seeing Jaya Bahadur, according to Rajendra Bikram Shah,
who had reached the village to provide a training there organized by
Women and Children Office.

Shah said he was not allowed to meet the victim.

Meanwhile, Ganesh Nepali (Badi) has lodged a complaint at the District
Police Office demanding an investigation and action against the
perpetrators.

Police Inspector Rajendra Adhikari said a police team has been sent to
the village.

LONDON: An Indian couple has become the first in the UK to claim caste
discrimination after they were forced to quit their jobs in a legal
firm following their marriage.

An employment tribunal heard that solicitor Amardeep, 33, hailed from
the higher caste of Jat, whereas her husband Vijay Begraj, 32, the
practice manager, belonged to the former 'untouchables' or Dalits,
reports the Daily Mail.

Amardeep told the tribunal that a senior colleague warned her against
marrying Begraj on the grounds that people of his caste were
'different creatures' and that his position firm was 'compromised'.

The couple met when both worked at Coventry-based solicitors Heer
Manak and began dating four years later.

Begraj, who worked for the firm for seven years, was sacked last year.
His wife resigned in January.

MANGALORE: Expressing regret over Dalits being ostracised for refusing
to work at a farmer's house at Nayakanur village in Navalgund taluk,
Vishvesha Theertha Seer of Pejawar mutt said this was detrimental to
social amity and also for Hindu unity.

The seer said he will undertake a one-day fast for peace and amity,
clarifying that it was not against anyone. "Since I am in Hyderabad
for the Chaturmaasya celebrations, I will be unable to visit the
village. As announced earlier, I will undertake a fast when there is
injustice against Dalits, I will undertake a 24-hour fast," he added.

He requested the people who put up such a ban to withdraw it saying
that in an Independent India, there should be no forced labour.

For both M. Veerababu of Keeranur village near Palani and U. Sampath
Raja of Kurundhampattu village near Karaikudi, their rural educational
background did not deter them from successfully completing the
foundation course of International Air Transport Association (IATA),
Montreal, Canada.

The two are among the 16 Dalit boys and girls who completed the
course, which was funded by the Tamil Nadu Adi Dravidar Housing
Development Corporation (TAHDCO).

Mr.Veerababu said a relative told him about the course. His schooling
was in Tamil medium because of which he initially struggled.

C. Vijayaraj Kumar, Managing Director, TAHDCO, said a total of 20
students were enrolled in the Academy, which is the first batch. The
TAHDCO had spent Rs. 40,000 each to the students for completing the
course. The IATA certificates are internationally recognised ones with
which the students were able to get a good job in tourism industry, he
said.

Vani Murugesan, Manager (Operations), Kuoni Academy, Chennai, said it
is a foundation-level course, jointly conducted by the IATA and
Universal Federation of Travel Agents Association. The examination
papers are corrected by a team at Montreal, she said.

N. Subramanian, Adi Dravidar and Tribal Welfare Minister, distributed
the certificates and placement letters to the students and
congratulated them.

The very people whom you would imagine to be supporters of Anna are
against him for being exclusivist, high handed, and a stooge for right
wing parties, writes Sreelatha Menon

Over 2,500 people happily detained in Chatrasal stadium in Delhi;
thousands drenched in a downpour outside Delhi's Tihar jail; countless
others protesting on streets across the country and on college
campuses and courts -- these were the scenes that greeted the nation
this week as the country's most famous ex-jawan-turned-Gandhian defied
the government order to leave his current quarters at Tihar jail.

The fact that scores have stood shoulder to shoulder with 74-year old
Anna following his arrest at his Delhi flat is perhaps more a
testimony to the mounting public anger against brazen acts of
corruption in the country, than any indication of concrete knowledge
about Anna's Lokpal Bill draft.

Sure, people like Leo Saldanha, an environment activist from Bengaluru
are livid at the high-handed way the government has acted and agrees
with the Jan Lokpal Bill prescription of Team Anna.

'I don't believe that a single law can remove corruption'

However, what is remarkable is the number of civil society stawarts
who have lined up to speak out against Anna and his methodology for
civic protest.

"What are they protesting for? And do the people who are apparently
standing for Anna realise what they are supporting," asks Nikhil De, a
long time member of Mazdoor Kisan Shakti Sangathan (MKSS) and an
associate of political and social activist, Aruna Roy, who is also a
member in MKSS.

"I don't believe that a single law can remove corruption. What Anna
says about the law being capable of removing 65 per cent of corruption
is baseless. As for this wave, I don't think we can call this a
movement, for that needs years of commitment," he adds

Then, there are those, like prominent activist Purushottaman Mulloli,
who feel that the whole campaign is being scripted by political
players with agendas -- namely right wing ideologues like the BJP and
the RSS, specifically the youth wing -- with the 'India Against
Corruption' itself being the construct of the latter.
Mulloli calls it strictly an upper caste, middle class urban
phenomenon. "Do you see a single Dalit in the movement?," he asks.

CHENNAI: Sixteen Dalit candidates have passed the IATA Foundation
examination conducted by the International Air Transport Association,
Montreal, Canada. They were sponsored by the Tamil Nadu Adi Dravidar
Housing and Development Corporation Limited (TAHDCO).

Of the 16 candidates, 13 have been placed in private sector in tourism
and travel management, a press release said on Thursday. The TAHDCO
identified Kuoni Academy for the tourism and travel management
program. The institute trained 20 candidates for the foundation course
on IATA and `40,000 was spent on each candidate. TAHDCO has sponsored
this type of training for Dalit students for the first time.

The State government, through TAHDCO, conducts various training
programmes for the welfare of Scheduled Caste, Scheduled Tribe and
Scheduled Caste converted to Christianity to improve their skills for
employment.

A sum of `25 crore has been earmarked under Special State Assistance
for 22,000 trainees.

The training programs include plastic production through CIPET,
apparel manufacturing technology training through ATDC, footwear
manufacturing training through CFTI and FDDI and cinematography
training through NFDC.

KOCHI: Noted writer Professor C Ayyappan, 65, died here on Thursday.
He had been under treatment at a private hospital for the past few
days.

Ayyappan is considered to be a noted figure among Dalit writers.

'Uchayurakathile Swapnangal', published by the Sahithya Pravarthaka
Sahakarana Sangham, and 'Njandukal' published by DC Books, both
compilation of short stories, are the major works. Penguin Books in
association with Malayala Manorama had published 'C Ayyappante
Kathakal' in 2008.

In the same year he was honoured by the district
administration.Ayyappan was born to Manikyaparambil Chothi and Kurumba
at Keezhillam in Ernakulam.

He studied in Sree Sankara Vidyapeetam and Maharaja's College. He
served as a teacher in Malayalam at various government colleges since
1978 and retired as principal from Malappuram Government College. He
is survived by wife Lalitha and daughter Aiswarya. The cremation will
be held at Pachalam Crematorium at 11 am on Friday.

OBC quota: SC verdict leaves teachers fuming

The Supreme Court verdict may have finally put an end to all ambiguity
about admission for students of Other Backward Classes (OBC), but it
has the Delhi University officials and teachers fuming. The verdict,
which says that a maximum 10% reduction will be seen in the
eligibility criteria
and not the cut-off for general category students, doesn't change
anything at the ground as the university is following the same rules
since the beginning of this month but teachers are now questioning the
prolonged admission calendar.

"If we have to keep coming out with cut-off lists, how are we going to
teach in class? Also, the level of a general category student and that
of an OBC category student will be very different because of the high
differential in marks. Will they be able to cope up so late?" asked a
teacher at Hindu College.

It is noteworthy that the classes at DU started on July 21. They have
been on for almost a month but admissions are still on. This is also
the first year that the semester system will be implemented in all
courses and the exams of the first semester will be held in November

The Supreme Court has asked all colleges, whose admissions are still
open, to fill vacant seats by August 31.

"For us, nothing has really changed this year as we had already
de-linked OBC cut-offs from general category cut-offs. As for the
conversion of seats in case there are vacancies, we will cross that
bridge when we come to it," said JM Khurana, dean, students' welfare,
DU.

Administrators have, for a long time, been demanding that the OBC
admissions be carried out in the same manner as SC/ST admissions.

"There needs to be a centralised admission process under which all OBC
candidates register with the university and based on this, the
university comes out with a cut-off list for them. This will remove
all confusion and will also insure that the colleges fill their seats
easily and do not need to come out with list after list," said a
senior university official.

Supreme Court clears air on OBC cut-off

New Delhi, Aug. 18: The minimum cut-off marks under the OBC quota at
central universities should be lower than the cut-off set for the
general category by up to 10 per cent, the Supreme Court today ruled.

The clarification had become necessary as certain institutions, such
as Jawaharlal Nehru University (JNU), were setting the OBC cut-off at
10 per cent less than the marks obtained by the last student actually
admitted under the general category.

Since the last general student's marks are virtually always higher
than the cut-off (which is a mere eligibility criterion) set for his
category, OBC students were losing out. Many OBC quota seats remained
vacant and were subsequently absorbed into the general category.

A two-judge bench today clarified that the originally prescribed
general category cut-off would be the yardstick in calculating the OBC
cut-off, but said the order would not affect those already admitted
for the 2011-2012 session.

If any central institution has already fixed the quota cut-off with
reference to the marks secured by the last general candidate to be
admitted, and has allotted the vacant OBC seats to general candidates,
such admissions will not be disturbed.

But institutions where the process of such conversion and allotment
has not been completed, the remaining quota seats should be filled by
OBC candidates under the correct rule, the bench said. If some OBC
seats still remain vacant, they can be given to general candidates.

"If the last date for admission has expired, (it) shall be extended
till August 31, 2011, as a special case to enable admissions to the
vacant OBC seats," the court said.

The bench was clarifying a five-judge apex court bench's judgment of
October 14, 2008, validating a 2005 law that enables central higher
education institutions to provide 27 per cent reservations for OBCs.

On September 7 last year, a single-judge Delhi High Court bench had
ruled that the "last general candidate" rule was incorrect. The apex
court today upheld the high court verdict against an appeal by former
IIT director P.V. Indiresan.

The appellant had cited the wording of the apex court's October 2008
order, which said the "maximum cut-off marks for OBCs be 10 per cent
below the cut-off marks of general category candidates".

Indiresan argued that "cut-off marks" denotes the marks secured by the
last candidate admitted to a particular course or under a particular
category, and is not synonymous with "minimum eligibility marks" or
"minimum qualifying marks".

Cut-off marks, he contended, are decided with reference to a merit
list, prepared on the basis of the number of seats available for a
programme.

OBC candidates' lawyers, however, argued that linking quota admission
to an uncertain and fluctuating benchmark (the last general
candidate's marks) would defeat the purpose of the reservation and
deny OBCs their just entitlement.

Justices R.V. Raveendran and A.K. Patnaik rejected Indiresan's
contention, saying the expression "cut-off marks" is freely used, even
in academic circles and central educational institutions, to describe
the originally prescribed minimum eligibility/qualifying marks. The
bench cited the All India Institute for Medical Sciences' prospectus
for MBBS admission.
