Leaders of Harijan and Dalit communities yesterday urged the
government for special allocation in the upcoming budget for the
communities.

''We are working to keep our society clean but the society deprives us
of every basic right, claiming we are inferior," said Nirmol Chandra
Das, secretary general of Bangladesh Harijan Oikya Parishad.

They were speaking at a press conference titled ''Special Allocation
in the Budget for the Development of Harijan''. Bangladesh Harijan
Oikya Parishad, Bangladesh Dalit Parishad, Manusher Jonno Foundation,
Fare and Paritran jointly organised the event at Jatiya Press Club in
the city.

The leaders placed seven recommendations for the finance minister's
consideration including permanent residence for the communities, as 55
lakh of the community members are living in miserable conditions at
government allocated colonies.

Nirmol urged the government to set up schools and provide stipends at
university level for the communities' students.

''Our children are often neglected by teachers at schools. To ensure
their education, our right, we need standard schools at the colonies.
Many of our bright students are failing to continue studies due to
financial constraints," he said.

Nirmol also called to bring the communities' people under the
government's safety net programme. ''Though the budget is termed as
women-friendly, our communities' women are being deprived of basic
rights'', he said.

Khandakar Rejwanul Karim, programme manager of the foundation; Shadhan
Chandra Kesh, vice president of the Oikya Parishad; and Ononta Das,
executive member of Bangladesh Dalit Parishad were also present.

NEW DELHI: Jamia Millia Islamia (JMI) University as a minority
institution may give a 10% backward class quota to only OBCs and SCs
among Muslims. The move has raised the hackles of National Commission
for SCs, besides triggering murmurs about its legality.

The panel has asked HRD minister Kapil Sibal that reservation to
'Hindu SCs' in admissions and appointments in Jamia should continue
unchanged, and the issue be put on hold till a final decision is
taken.

The recently-granted minority status to Jamia would end years of quota
benefits enjoyed by Hindu, Sikh and Buddhist SCs and non-Muslim OBCs,
but the bigger concern is the possibility of restricted reservation to
'Muslim SCs'.

If implemented, the legality of giving quota to 'SC Muslims' would be
questionable because the Constitution limits Dalit status to Hindus,
Buddhists and Sikhs. The demand that Muslims and Christians be granted
the SC status is pending in the Supreme Court.

The limiting of OBC quota to Muslims would, however, stand legal
scrutiny because the community forms part of the backward list which
is religion-neutral, unlike SCs.

National Commission chairman PL Punia this week sent a letter to
Sibal, protesting that "Jamia was taking away the opportunity of good
education and employment for SC/STs as a result of minority status".
He discussed the issue with higher education secretary before
petitioning the minister.

Punia said giving minority status to Jamia affected the interests of
SCs and thus not consulting the national commission violated the
constitutional compulsion laid out in Article 338(9).

Seeking a stay, he argued, "The commission felt that grant of minority
status to JMI does not automatically take away the benefits and
privileges available to the most deprived section of the society and
the institute should not rush to disturb the existing arrangement."

The panel's wading into the controversy has pitted the interests of
two socially significant blocs at loggerheads. While the minority
status to Jamia has been a longstanding demand among Muslims, it is
now seen as hurting the chances of Dalits.

Punia learnt from HRD officials that Jamia will give 50% reservation
to Muslims, besides 10% to OBCs and Muslim SCs. "Any money spent out
of consolidated fund of India or states mandates the institutions to
provide reservation to SC/STs in admission and appointments," he wrote
to Sibal.

Move to facilitate entry of dalit, tribal students on campuses

BHUBANESWAR: Students from poor dalit and tribal families are all set
to get chance to study in prestigiouspublic schools in the cities.

The State government has made move to facilitate entry of students
belonging to scheduled tribe and scheduled caste on campuses they have
never dreamt of studying there.

At a high-level meeting held under the chairmanship of Chief Secretary
Bijay Patnaik here on Friday, it has been decided to build hostels at
three urban centres such as Bhubaneswar, Rourkela and Berhampur.

"In the first phase, 1,600 students will be accommodated in these
hostels; 300 each in Berhampur and Rourkela and 200 each in five
hostels at Bhubaneswar. The place for these hostels in Bhubaneswar has
been identified at Ghatikia, Niladrivihar and Pokhariput," Chief
Secretary's office sources said.

The buildings would come up adjacent to the public schools.

The identified institutions where ST&SC students would get chance to
pursue their studies include KIIT International School, DAV Public
School, Unit VIII and SAI International School in Bhubaneswar, Delhi
Public Schools in Angul and Damanjodi and Central and Navodaya schools
located in various places.

Tuition fee

"The students will be provided tuition fee of the educational
institutions where they will be enrolled, monthly stipends, uniforms,
bus charges of students for to and fro from home and medical
facilities," Chief Secretary's office said.

It further informed that the average cost towards all these were
calculated at Rs.28,000 per month.

Roads and Buildings department instructed to complete the construction
of hostel buildings before the coming education sessions so that the
students can be accommodated there safely.

Minimum amenities like running water, electricity, sufficient number
of toilets, and mosquito nets for children would be made available in
those hostels.

The suggestions for sending ST&SC students into top schools came from
SC&ST Department.

Senior officials like SC&ST Development Secretary Santosh Sarangi and
Development Commissioner R. N. Senapati took part in the meeting.

The district administration is developing farm lands belonging to SCs
and STs at an e+stimated cost of Rs. 521 crore. The plan was already
approved and works commenced. The works were being taken up by
District Water Management Agency (DWMA) under Mahatma Gandhi National
Rural Employment Guarantee Scheme (MNREGS).

According to sources, 4,945 acres of fallow land belonging to these
categories has been identified for the purpose and the estimated cost
to develop the land was about Rs. 27.24 crore. As much as 89,490 acres
of land belonging to 44,759 small and marginal farmers has been
identified for improving its cultivability at a cost of Rs. 155.66
crore by providing 54, 578 man-days.

Similarly 36,213 acres of land pertaining to 16,033 ST farmers would
be developed with a cost of Rs. 78.35 crore by providing 26,157 work
days.

Indore, May 7 (PTI) A case of murder has been registered against two
policemen for allegedly beating a dalit man to death about five years
ago. They have not been arrested yet. The accused -- Chandrashekar
Vyas (then a PSI) and havaldar Gopal Singh Baghel -- allegedly beat up
one Kailash Dhaneria (34) which led to his death in the police
custody. The duo had brought Dhaneria to the Raoji Bazar Police
Station here for creating ruckus while drunk, on June 12, 2006. Later,
his body was found in front of his house. His relatives then
approached the MP Human Rights Commission. Deputy Superintendent of
Police, SC/ST Welfare, Anand Vaskale, said that MPHRC's probe found
that the two policemen were prima facie guilty, so a case of murder

Has the DMK, to save supremo M Karunanidhi's daughter Kanimozhi, made
a deal with itself to dump its Dalit poster boy? Tongues started
wagging on Friday as Kanimozhi's lawyer Ram Jethmalani sought to pass
the 2G spectrum scam blame on Raja, saying she had no role in it and
the conspiracy was hatched by the former telecom minister.

The CBI has accused Kanimozhi of entering into a criminal conspiracy
with Raja to allocate spectrum to a favoured few and being a party to
the transfer scam money to DMK-owned Kalaignar TV.

Kanimozhi, made her first appearance - escorted by her husband
Aravindan and a battery of 11 party MPs - before the special CBI court
on Friday.

Jethmalani said, "It was Raja who floated the idea of transferring Rs
200 crore from Cineyug Films to Kalaignar TV. It was his conspiracy
and she had no role in it. Raja generated these funds, claiming it a
genuine investment for better prospects of Kalaignar TV."

Outside the court, DMK spokesperson TKS Elangovan, however, said,
"Jethmalani does not belong to the DMK. He is defending Kanimozhi and
Raja will be defended by his advocate. This is how the court
proceedings work."

Speaking for his client, Jethmalani opened his argument with "My
misfortune is that I am Karunanidhi's daughter and an MP."

And by the time the hearing was adjourned till Saturday, his arguments
directly aimed at Raja left an unmistakable impression.

Especially so, as Karunanidhi had always claimed that Raja was
innocent and that position remained unchanged even after he was
arrested in November last year.

Jethmalani said on behalf of his client, "Let us also assume that at
his (Raja's) instance Rs 200 crore was routed to the TV channel
(Kalaignar). What is the offence committed by me? I am only a
shareholder in the company."

He said, "I do not suggest that everybody is innocent in this case,
but so far as I am concerned I was not handling the day-to-day affairs
of the company which had been in the charge-sheet."

Jethmalani, however, recorded a caveat, saying his arguments for
Kanimozhi were being made without prejudice to the case of the other
accused, including Raja who was present in the courtroom.

KATHMANDU: The alliance of seven Dalit organisations has said that the
new constitution must ban untouchability.

Joint Political Dalit Struggle Committee has called for amendment of
the Interim Constitution. The constitution's Article 14 (Sub-clause 2)
says no person shall, on the ground of caste or tribe, be deprived of
the use of public services, conveniences or utilities, or be denied
access to any public place, or public religious places, or be denied
to perform any religious act.

The Dalit body has demanded that the word 'private place' be also
included in the sentence and made it ………be denied access to any
private place, or public place………. It has also urged to immediately
endorse the Bill formed to establish National Dalit Right Commission
and the Bill regarding crime and punishment of racial discrimination
and untouchability.

Coordinator of Nepal National Dalit Mukti Moracha and Constituent
Assembly member Tilak Pariyar said the Dalit bodies have put forth
five-point demands and said the reservation of Dalits in state
mechanisms should be made 23 percent from the present 10 percent.

Jaspreet Singh wanted nothing more than to become a doctor

'Bal Mukund wanted to settle abroad to escape humiliation of being born a Dalit'

New Delhi: He killed himself in his college library, unable to bear
the insults and taunts. The suicide note recovered from his coat
pocket charged his Head of the Department (HOD) with deliberately
failing him and threatening to fail him over and over. Seven months
later, a three-member group of senior professors re-evaluated his
answer sheet and found that he had in fact passed the test.

Medical student Jaspreet Singh, a Dalit by birth, wanted nothing more
than to become a doctor. Tragically, he fulfilled his ambition
posthumously. A year later, his young sister, a student of Bachelor of
Computer Application, also committed suicide, heartbroken at the
injustice done to her brother.

Shocking details about the January 2008 suicide of the
Chandigarh-based student have emerged following recent investigations
by Insight Foundation, a Dalit-Adivasi student group that has compiled
a list of 18 suicides by Dalit students studying in reputed
institutions of higher education across India in the past four years.

The Foundation has also uploaded two documentaries onto YouTube,
titled "The death of merit" — one on Jaspreet and the other on Bal
Mukund, a Dalit student from Uttar Pradesh, who studied at the
All-India Institute of Medical Sciences and committed suicide in March
2010.

Jaspreet was in the final year at the Government Medical College in
Chandigarh. He was an excellent student throughout, and had never
failed in any subject until he reached the fifth and final year.

Beginning of ordeal

This is when his ordeal began. His HOD told him that he might have
entered medical college using his Scheduled Caste certificate but he
would not go out with a degree. The professor failed him in Community
Medicine, a crucial subject, and told him, according to the suicide
note, that he will not let him pass.

Jaspreet had set his heart on a MD degree from the prestigious Post
Graduate Institute of Medical Education and Research in Chandigarh.
The threat cut short that dream.

Jaspreet's father, Charan Singh, told The Hindu: "I have no reason to
live anymore. What more evidence do they want?"

Indeed, the evidence is clinching in this case. Jaspreet's suicide
note; a certificate affirming Jaspreet's handwriting from the
Directorate of Forensic Science, Ministry of Home Affairs, Shimla;
testimonies from Jaspreet's friends; and finally, the re-evaluation of
the answer sheet by a three member body of doctors from PGI,
Chandigarh.

All three doctors, Rajesh Kumar, Amarjeet Singh and Arun Kumar
Aggrawal, specialised in Community Medicine – the subject in which
Jaspreet was failed. Yet till date, no action has been taken against
the guilty HOD or the college.

In Bal Mukund's case, the AIIMS authorities seized on the fact that
there was no suicide note. Their version was that Bal Mukund, who had
attempted suicide once earlier, killed himself in depression.

But Bal Mukund's parents plaintively ask: "Who and what drove him to
depression? He had repeatedly told us that he was harassed because of
his caste. He was about to change his name. He also wanted to settle
abroad to escape the humiliation of being born a Dalit."

Mumbai : Mounting pressure on the Congress- NCP, former MP and
Republican Party of India (RPI) leader Ramdas Athawale, who was in
political wilderness after his defeat in the 2009 Lok Sabha polls, met
BJP president Nitin Gadkari on Friday.

The meeting, part of his posturing against the ruling Congress-NCP
alliance, follows a similar meeting with Shiv Sena president Bal
Thackeray, triggering speculation of a RPI-Sena tieup for the
forthcoming civic polls. Athawale is due to meet Thackeray again on
Saturday to discuss the proposal of an alliance between the RPI and
the Sena- BJP.

"The BJP and Shiv Sena are allies in Maharashtra and we will surely
decide on agitating along with a third party and working (with it),"
Gadkari told reporters on the occasion. He said he would also discuss
the possibility of the saffron alliance joining hands with the RPI to
raise "basic issues concerning the people".

He attacked the Congress-NCP dispensation for paying lip service to
the uplift of Dalits and backward sections of society and alleged that
the Congress was responsible for creating misunderstandings in the
mind of RPI about the saffron alliance. He said the Sena-BJP did not
believe in political untouchability.

Athawale said the RPI's experience of being a Congress ally for two
decades was bad and admitted that the third front, of which the RPI is
currently part of, lacked political power. He said agitations had been
planned on issues like corruption, unemployment, scams, black money
being parked in tax havens abroad and farmers' suicides. He also
sought the scrapping of the proposed 9,900-MW nuclear power project at
Jaitapur in view of the opposition from the local people.

Athawale said a final decision about the RPI joining hands with the
Sena- BJP was yet to be taken. He was accompanied by Dalit leaders
like poet Namdeo Dhasal, former minister Pritamkumar Shegaonkar, MLC
Sumantrao Gaikwad and Avinash Mahatekar.

Complaint lodged against Ravindra Reddy with election officer

YSR Congress president Y.S. Jaganmohan Reddy visited Thudumuladinne
Harijanawada in Khajipet mandal in Mydukur constituency on Friday and
assured that he would stand by the Dalits, who alleged that they were
assaulted, abused and their houses ransacked, by Congress candidate
for Kadapa Lok Sabha constituency D.L. Ravindra Reddy and his
followers on Wednesday night.

After interacting with the villagers, Mr. Jaganmohan Reddy warned that
he would not tolerate attacks and vindictiveness towards Dalits and
would spearhead a Statewide movement if the Minister and his aides
meted out threats to them in future.

Action sought

He lodged a written complaint with District Election Officer Shashi
Bhushan Kumar in Kadapa alleging that Dr. Ravindra Reddy and his aides
terrorised, abused and stormed into the houses of the Dalits and
demanded stern action. The DEO said he would apprise the Election
Commission on the issue for action.

Allegations

A Dalit women of Thudumuladinne, two km from the Minister's native
village Sunkesula, complained to Mr. Jaganmohan Reddy that the
Minister visited their village with his followers in 10 vehicles
around Wednesday night and threatened to set their houses ablaze,
creating a fear psychosis among them. The women alleged that they were
dragged by their shoulders.

When the women said the hamlet did not have proper water supply and
lacked power supply and proper housing, the Minister retorted asking
if Jagan would come to their rescue and advised them to get funds from
the young leader.

Assuring that Nandyal MLA Sobha Nagi Reddy and former MLA S. Raghurami
Reddy would visit them often and protect their interests, Mr.
Jaganmohan Reddy urged the Dalits to cast votes without any fear on
May 8.

New Delhi, May 9 (PTI) Holding honour killings as a slur on the nation
and a barbaric, feudal practice that ought to be stamped out, the
Supreme Court today directed courts to view such cases as "rarest of
rare" category for awarding death penalty to the convicts.

"In our opinion honour killings, for whatever reason, come within the
category of rarest of rare cases deserving death punishment.

It is time to stamp out these barbaric, feudal practices which are a
slur on our nation.

"This is necessary as a deterrent for such outrageous, uncivilized
behaviour. All persons who are planning to perpetrate ''honour''
killings should know that the gallows await them," the apex court said
in a judgement.

A bench of justices Markandeya Katju and Gyan Sudha Mishra passed the
judgement while dismissing an appeal filed by Bhagawan Dass
challenging the life imprisonment awarded to him by a Delhi Sessions
Court for killing his daughter Seema as she was allegedly in an
incestous relationship with her cousin, despite being married. .

Pune : The Bhosale family may still find it hard to believe that their
brightest and most educated member, attending one of the country's
topmost colleges, Pune's Fergusson College, is accused of being a
Naxalite. Siddhartha Bhosale, a Master's student in Economics, who
also took the entrance exams for becoming a Class I government
officer, was one of the six alleged Naxalites arrested by the the Anti
Terrorist Squad (ATS) near Chandwad in Nashik on April 29.

All the six are Dalits and the five arrested with Bhosale are young
Dalit women, three of whom are graduate students. The seniormost is
Angelo Sontakke, wife of Naxal leader Milind Teltumbde, who was
allegedly behind the February 2009 attack in Gadhchiroli that killed
about 15 policemen.

The other four: Sushma Ramteke alias Shraddha Gurav, arrested from
Pirangut in Pune; Mayuri Bhagat (23) alias Jenny; Jyothi Chorghe (19)
and Anuradha Sonule (23), all arrested from the Shivajinagar area of
Pune. Naxal literature, cash, a laptop, cellphones and other items
were seized from the suspects.

Bhagat, a native of Chandrapur, is a graduate in Arts who shifted to
Mundwa in Pune to work with Sontakke. Chorghe and Sonule, also Arts
graduates, stayed in a small room in Bhosari and allegedly worked as
couriers for the group's activity.

Bhosale, from Ahmednagar, lives in a small, rented house in Bhagyoday
Nagar, Kondhwa, in Pune. Police said he was trained in Gadhchiroli by
top Naxal operatives and was assigned the task of recruiting
youngsters from Pune and Nashik into the Maoist fold. Bhosale's arrest
and his brief, police said, has underlined their suspicion that the
Maoists are targeting colleges and institutions in urban areas to
recruit young cadres from Dalit or backward classes.

"It was a huge shock for us to when we got to know about his arrest.
He was a very sincere student, he used to read lot of books. He also
took the competitive examination of MPSC (Maharashtra Public Service
Commission)," said his elder brother Chandrakant, who works as a peon
in a village school.

"He was a very active young man and never tolerated injustice," his
brother told The Indian Express. "We could make out from the way he
talked that he was strongly against corruption. But he never just
thought of Dalits or backward classes. He was concerned about the
welfare of all. It was unbelievable when police told us that he was
linked to Maoists."

Said Chandrakant: "We are four brothers staying together in our rented
house. He used to stay out for a few days but not for long. He used to
contact us on phone when he would be away from home. We found he used
to stay with friends or relatives. We never questioned him as he is
the most educated among us and we believe he would never do anything
wrong." His younger brother Sagar said that they belong to the Mahar
caste, a backward community.

Investigators believe that Bhosale was "indoctrinated" to join the
Naxals and trained in Gadhchiroli a few months ago. He is also
believed to have been paid to recruit youngsters. Not without reason.
Ravindra Kadam, DIG (Anti Naxal operations), said that the Naxals'
"Golden Corridor Committee" was set up to target students and
labourers in industrial centres of Gujarat and Maharashtra, especially
in cities like Pune, Mumbai, Thane and Nashik.

Police said they are exploring how these young men and women are
linked to the Golden Corridor Group and how far this network spreads.

Even after six decades of India gaining independence, dalits have not
yet gained the independence they are in need of, mostly because of the
political parties which are using Dalits for vote bank politics,
alleged MLA Dr Y C Vishwanath.

He was speaking after inaugurating the programme organised to mark
the120th year birth anniversary of Dr B R Ambedkar.

Analysing the status of Dalits in the nation, he said Dalits in the
rural areas are still in darkness and are not exposed to the
development.

With Dalits not being provided with basic facilities, inequality still
rules in the nation.

"It is disappointing to see the political parties dividing Dalits and
initiating conflict among the community, only for the sake of vote
bank politics.

At present Dalits are not largely been benefited from the reservation,
as various other communities have been included in the scheduled caste
category. The elected representatives and the officers have failed to
bring schemes and programmes to the real beneficiaries," he alleged.

Dalit leader Manjappa Ambedkar unveiled the name plate of Ambedkar
Nagar on the occasion. A talk on the life of Ambedkar and
Jagjeevanram too was held.
