Website to create awareness on atrocities under SC/ST Act

The Department of SC/ST of the Delhi Government would be launching a
website to create greater awareness about the provisions of SC/ST
Prevention of Atrocities Act and special courts are also being
contemplated to deal with such atrocities.

Chairing a meeting of the State-level Vigilance and Monitoring
Committee set up under the provision of Rule 16 of SC/ST Prevention of
Atrocities Act, Chief Minister Sheila Dikshit directed the department
to work towards launching the website. She said it would facilitate
registration of FIRs related to violation of rules under the Act and
go a long way in preventing atrocities against SC/ST.

At the meeting, it was pointed out that victims of such atrocities
have been facing difficulties in getting their FIRs registered. It was
also decided that sign-boards stating designated police officer in the
police stations and Sub-Divisional Magistrate offices be put to enable
the victims to seek assistance in getting their FIRs registered.

The Delhi Government would also consider setting up dedicated courts
for trial of offences relating to atrocities against SC/STs. To ensure
compliance of the Act, the Government has constituted a State-level
Vigilance and Monitoring Committee headed by the Chief Minister and
the Secretary SC/ST Welfare has been nominated its nodal officer.

The issue of victimisation of domestic helps and other helping hands
being provided by placement agencies was also discussed.

Patna : Lok Janshakti Party (LJP) today accused Bihar Chief Minister
Nitish Kumar of dividing dalits for "electoral interests" and appealed
to the community to "stick as a group".

"The ruling NDA sought to create a wedge among the dalits by carving
out mahadalits in a strategic move to weaken their unity," LJP
president Ram Vilas Paswan said at a function to mark the 634th birth
anniversary of noted dalit icon Sant Ravidas.

Claiming that there has been no improvement in the socio-economic and
political condition of the mahadalits since they got a distinct
identity a few years ago, Paswan said NDA government's intention was
always malafide.

If dalits want to fulfill their political aspirations, it is prudent
for them to close their ranks and stick together as one group, he said
in the context of a dalit leader vying for the post of the prime
minister.

Paswan said it was consolidation of the dalit votes that catapulted
the BSP President Mayawati as the Uttar Pradesh Chief Minister
following a decisive victory in 2007 Assembly polls.

If the dalits of Bihar wanted to enjoy political powers in Bihar, they
have no alternative to rally behind a dalit leader, the LJP President
said.

Youth arrested for attempting to rape minor

Ghaziabad, Feb 20 (PTI) A youth was arrested here today for allegedly
attempting to rape a minor Dalit girl in Dhanpur village near here,
police said.

The youth, identified as Ankit Gujjar, allegedly dragged the
15-year-old girl to a sugarcane field last evening and tried to
sexually assault her. The girl, however, managed to escape, the police
said.

A criminal case under sections 323 (voluntarily causing hurt), 354
(assault or criminal force to a woman with intent to outrage her
modesty) and 504 (intentional insult with intent to provoke breach of
peace) has been registered against the accused, they said.

The youth, who fled the spot after the failed attempt, was nabbed this
morning and sent to jail, the police added.

KAPURTHALA: In a case of honour killing, the father of a girl
allegedly killed her lover, who was from a so-called lower caste, and
threw his body in river Beas, early this month.

The accused, who has been arrested, reportedly told the police that he
killed the boy to "save the honour of his family". The girl belonged
to Jat community while the boy was from Valmiki community, which made
the affair unacceptable to the girl's father.

According to police sources, the victim, Sandeep Singh, 20, of
Choladha village, who was a cop in Punjab police and a promising
Kabaddi player, had gone missing on February 6. He was to fly to
Malaysia for a kabaddi tournament on February 14. Later his family
learnt that he was kidnapped by the girl's father Balwinder Singh of
neighbouring Lakh Waryan village.

The girl, Karamdeep Kaur, is a student of BA part-II, while the youth
had given up his studies after plus two.

"Sandeep was preparing for his tournament when he went missing. We
kept searching him, but failed," said Balkar Singh, uncle of the
youth. He said that Sandeep and Karamdeep, who were class-fellows, had
been having an affair since their school days.

"When Balwinder was rounded up and questioned on Monday he confessed
to his crime," said SHO, Kabirpur, Narinder Pal Singh Aujla. He said
that efforts were on to search for the body. Call details of Sandeep's
mobile phone revealed that the last call made from his phone was to
the girl's cell phone.

The Supreme Court on Monday asked the Haryana Government and Railways
to explain how it would recover the financial losses incurred during
the last year's stir called by the upper caste people while protesting
against the arrest of their members in connection with the Mirchpur
Dalit killings case.>

A bench comprising Justice GS Singhvi and Justice AK Ganguly gave the
directions following submission of losses incurred by the state and
the railways in the apex court.

According to the railways, it suffered a loss of R33.95 crore while
the Haryana government's pegged its estimate loss at R45.92 lakh.

"What steps have been taken by the Railways and the state government
for the recovery of losses to the public property," the bench asked
the counsel for the two. It directed the advocates to file a detailed
response to its query before March 7, the next date of hearing.

As per the Haryana government's submission, even its forest department
had to spend R90,000 in removing 3,130 trees that were uprooted by
protesters. The administration has, however, issued guidelines to
ensure that similar protests were not repeated.

The stir by the upper caste members was held in protest of the arrest
of 98 persons from their community for allegedly killing a 70-year-old
man and his teenaged daughter from the lower caste at Mirchpur village
in Hisar on April 21 last year.

The agitation call took place even as the apex court transferred the
trial from Haryana to Delhi. Normalcy was restored in the troubled
districts on January 26 following the intervention of Haryana Chief
Minister Bhupinder Singh Hooda, who assured the protesters that a
committee would be constituted to look into the grievances raised by
the upper case members.

AHMEDABAD: Tension gripped Dangarva village of Kadi taluka after a
group of villagers stopped a wedding procession from Ahmedabad and
insulted the groom. The situation turned violent on Sunday at Akhaj
village as the same group started pelting stones at people attending
the wedding party.

Mehsana district police officials rushed to the spot but they were too
targeted by the trouble mongers. "The attackers were of the opinion
that the wedding procession of Dalit community cannot pass through
their village," police officials said.

The procession was then taken to the marriage venue under police
protection. But soon after the marriage ceremonies culminated, another
round of stone pelting erupted. A group of people started pelting
stones at police vehicles and those in the marriage party. The police
had to resort to lathicharge to control the situation.

"We have arrested 12 stone-pelters and booked them for rioting. Seven
others have been booked under Prevention of Atrocities Act for
stopping the marriage procession and using derogatory language against
the victims," said RJ Savani, SP, Mehsana.

Sources said incidents of sabotaging Dalit community marriages in the
village have increased in the last one month. "Earlier, on February
18, a similar incident took place in Dangarva village. Now people of
Dalit community fear holding wedding ceremony in the village," said a
villager.

HISAR: A team of NGO members from Delhi working for the welfare of
Dalits, on Monday asked Balmiki families, including witnesses in the
Mirchpur violence case, to shift to Delhi to ensure their safety and
security during the ongoing trial.

The team included four lawyers who are learnt to be pleading cases for
the welfare of Mirchpur victims in the Supreme Court. The team
interacted with all the 77 families camping at the farm house of Ved
Pal Tanwar, the president Non-Jat Morcha. Notably, few Dalit families
left Mirchpur as they feared for their life during the Jat protest in
Jind. Since then, the families have been staying at a farm house.

"We are here to tell them about various schemes started by government
for protection of SC and STs. We have already moved a petition in a
Rohini court to shift the witnesses to Delhi for their safety and
security. The families have agreed and would shift after court gives
its final nod," said Ritu Kumar, one of the member of four-member
team.

In her plea before the court, Ritu had sought a safe and secure place
for the Dalit families, appropriate arrangements for education of
their children and employment opportunities for young men. Advocate
Ritu Kumar is fighting the case for the Balmikis in the Supreme Court
whereas other three, advocate Anubha Rastogi, Shree G Chauhan and
Rajat Kalsan fighting the case in a Rohini court. All the
deliberations were made in presence of Tanwar, the owner of the farm
house.
