Muzaffarnagar : Three Dalit youths were allegedly paraded naked by a
panchayat for stealing a grass cutting machine at Sonta village here.

Not just that, teh atrocities against Dalits also encompassed a fine
of Rs 3,000, which was imposed on Adesh, Ajit and Nitu, all aged
between 20 to 25 years, sources said today.

Anil, a farmer belonging to Jat community had approached the community
panchayat and complained against the three Dalit men, claiming that
they had stolen his machine, the sources said.

According to the trio, a compromise was reached between the two
parties yesterday after they confessed to their crime and the
panchayat ordered that they be paraded naked and pay the fine.

Police denied receiving any information about the incident.

Getting water still a struggle for backward groups in Gujarat

We will soon celebrate our 62nd Republic Day. However, there are some
villages in the state where members of backward communities have still
to struggle for basic amenities like water. In about five villages of
Chotila taluka in Surendranagar district, people of backward
communities are still facing discrimination and are denied access to
potable water.

Kirit Rathod, programme director of Navsarjan trust, an organisation
working for the upliftment of the weaker sections of society, has sent
a letter on behalf of the villagers to various departments of the
state government and to the chief minister complaining about the
discrimination. The affected villagers have also registered their
grievances in this regard to the SC/ST cell of the government.

In the complaint, the organisation has stated that members of the
backward community, especially the women in Kalasar, Nani Moldi,
Pajawadi, Dhoklva and Kherana villages of Chotila taluka have been
victims of caste based discrimination.

The trust has alleged that when these women go to fetch water from
public sources, they are harassed by anti-social elements in the
villages. Moreover, the women from the backward communities have to
wait to let others fill their pots and by the time their turn comes,
there is little water left. In such circumstances, they are forced to
use water meant for cattle or have to go far away and buy drinkable
water.

The complaint further states that wells in the vicinity of backward
class neighbourhoods are unhygienic but these poor people have to
compromise. As a result, members of these communities have been facing
serious health problems.

The trust, in their letter written to various authorities and also to
the SC/ST cell, has urged the state government to take necessary steps
to ensure people of these communities get access to clean drinkable
water.

"Such a kind of discrimination is unconstitutional and it should stop.
We have urged the government to take action against those who indulge
in such practice. These are just a few villages but this kind of
problem is faced by many others also," Rathod told DNA.

However, RM Rawal, vigilance officer, Ahmedabad zone, said that they
have taken serious note of the complaint and have already instructed
the district level authorities to take necessary steps to make sure
that people get access to water and the problem is being sorted out.

Pregnant girl 'killed' by dad for 'honour'

NALGONDA: In a case of honour killing, tribal parents allegedly
murdered their 16-year-old daughter after they came to know about her
pregnancy out of wedlock.

This shocking incident took place in the hillocks of Guvvalagutta
village in Chandampeta mandal in the Agency area of Nalgonda district
on Sunday.

Ramavath Sharada died of excessive bleeding after her father Ramavath
Harya Naik allegedly slashed her stomach with a sharp knife. Writhing
in severe pain, the girl breathed her last.

To hush up the matter, Naik buried both Sharada and the five-month-old
foetus. Naik is a small agriculturist in the village in the Nallamala
forest range, located 85 km from the district headquarters.

The issue came to light in the evening after relatives questioned
about the whereabouts of the girl. A sobbing mother Ramavath Chinni
spilled the beans, while Naik is absconding.

Earlier in the day, Sharada had complained of severe stomach pain. Her
parents took her to Devarakonda government hospital where doctors
confirmed that it was pregnancy-related pain. Sources said Naik
pleaded with the doctors to terminate the pregnancy but they refused.

On their way back, Naik had a huge fight with his daughter and beat
her up 'for bringing disrepute' to the family. "Seething with rage,
the accused cut her stomach with a knife leading to her death,"
sources said. Naik had reportedly taken a knife along when they left
for the hospital.

Sources said Sharada's pregnancy was also mired in mystery. While some
said she developed intimacy with a village youth, locals said she was
allegedly raped by three youths six months ago.

While police have filed a case against the accused parents, a manhunt
has been launched to nab Naik. Sources said the foetus and Sharada's
body would be exhumed on Monday.

Last year, a tribal youth and a girl were bludgeoned to death by their
families and later their bodies dumped in a stream in Haliya mandal
for having married against their wishes.

CASTE TRAFFICKING

They are all there,
the products have been
properly packaged in
customised costumes and
customs. Vanniyaar,
Chettiyaar, Naadar, Iyer,
Iyengar, You have
them all. Name it,
it scrolls down
your eyelid's hyperlink.
It is a crowded place,
each day new identities
are in demand, mixed
blood, split ends joined
together. The switch is
very easy, buy them,
wear them on, freeze
them into your values
and attitudes, it becomes
useful, it really does.

I walk down past
shouting hawkers, the
ground burns, get heated
up beneath my feet,
fleshes on my thighs have
been consumed by liposuction
devices. The building has
got the sunlight arched
on its forehead between
eyebrow arrows and the
floor becomes sick with
measle freckles. I feel
my Oesophagus tensely
twitching. I close my eyes,
I should be transported to
another place away from this.
I close my eyes, leave pauses
in between my breath, perfect
as a composed piano music.
I open them. It is the same
taste of shoe flower and
sand swimming in my mouth.

New DelhiIt was a wake-up call for India Inc, recalls Jamshed J Irani,
director, Tata Sons, when in early 2006, the then minister for social
justice and empowerment and the Congress party's Dalit face, Meira
Kumar, started meeting top CEOs to seek their support for a
legislation on employment reservation for Scheduled Castes and
Scheduled Tribes in the private sector. Irani who leads the
affirmative action plan in the Tata Group that employs some 3.75 lakh
people—tacitly admits that the corporate sector had not quite
consciously worked to mainstream the idea till five years ago.

To create more jobs for SCs and STs, Meira Kumar said there was no
third way besides voluntary action by India Inc. or a legislation
mandating reservation. The idea of a statute gained political traction
in the first term of the United Progressive Alliance government,
particularly with the Left demanding that the industry play a leading
role in empowering the less privileged—the SCs and STs—who account for
almost a quarter of the country's population.

Almost five years later, the CII, India's largest industry chamber,
undertook the first-ever caste census of its member firms--numbering
8,250 and employing 35 lakh—across the country. This, arguably, is
also representative of India Inc. The survey, at first glance, shows
the private sector in poor light, especially in states like
Maharashtra, Gujarat and Karnataka, if one looks at its results from a
narrow prism of the share of SCs and STs in the workforce compared
with their strength in the total population. In these two regions, SCs
and STs are just about 16% of the workforce. In the northern and
eastern regions, they are 22% and 24%, respectively, reflecting the
average national

With the threat of a legislation looking real, the corporate sector's
response, according to Irani, was two-fold, and he explained this in
detail to the Prime Minister. "It (quotas) is not really going to help
them. Corporate India could challenge it, but would like to avoid this
situation. So, let us cooperate. The CII and others will cooperate
with the government on affirmative action and this will bring more
benefit to SCs and STs." The government saw merit in the argument, and
in the last five years, India Inc has made progress, but just enough
to keep the government off from passing a law.

According to the CII's caste census, Maharashtra, Gujarat, Karnataka,
Madhya Pradesh, Rajasthan and West Bengal, some of the most
industrialised states, show a sharp mismatch between SCs and STs as a
percentage of the total workforce in the private sector and SCs and
STs as a percentage of the state's population. In Maharashtra, SCs and
STs make up 19.1% of the total state population, but their share in
private sector employment is only 5%. In Gujarat and Karnataka, SCs
and STs constitute just 9% of the staff strength, but account for 22%
and 23%, respectively, of the state population. Ironically enough,
these are the states that rank high in the pecking order, both in
terms of the number of factories and employment. The only exception is
Tamil Nadu, which ranks number one in industrialisation and employment
and where SCs andSTs account for almost 18% of the industrial
workforce and 20% of the state's population.

The states in east India, where jobs are far and few, have the highest
percentage of SCs andSTs. So, in Bihar, which has little to show in
terms of industrialisation, SCs and STs constitute a fourth of the
total workforce, much higher than their 16.6% share in the state's
population. Similarly, the private sector in Chhattisgarh has almost
half its workforce from the SCs and STs community, comparable to their
strength in population (See map).

Services today account for almost 60 per cent of the country's
economy. In Maharashtra, according to the same CII survey, banks,
financial institutions and information technology or software services
companies contribute almost 18 % to the total employment. And within
services, SCs and STs account for a quarter of the total workforce.
"Most private sector is caste and religion agnostic," says K Ramkumar,
executive director, ICICI Bank, who is responsible for human resources
in the country's largest private sector bank. "In Maharashtra, Tamil
Nadu and Karnataka, a lot more people are eligible to apply for jobs
because they are graduates," he says.

Down south, barring Karnataka, private sector in the other three
states—Tamil Nadu, Andhra Pradesh and Kerala—can pull their collars
up. Infosys board member Mohandas Pai, who is responsible for human
resources in the most-celebrated software company, says, "If you look
at fresh hiring at Infosys, much of it is from the disadvantaged
section. Both the parents of 17 % of our fresh hires in Mysore are
non-graduates. Almost 40% of these hires had only one graduate
parent." A silent revolution seems to be happening from the bottom.
"And this is happening in high-paying jobs, going right up to the
top," says Pai.

Indeed, according to the CII survey, in all four southern states
combined, the share of SC/STs among trainees in the IT and IT-enabled
services sector is 10 per cent of the total trainee strength. If you
look at the total employee stock across all levels of management, then
it is only 5%. IT and ITeS account for 26% of the total employment in
southern India and CII members alone employ about 1.5 lakh in the
region.
