Dalits' road to justice full of hurdles: OHCHR-N

KATHMANDU, DEC 14 -
Dalit communities across the country face numerous obstacles in
seeking justice in cases of caste-based discrimination and
untouchability, the OHCHR Nepal said in a report.

The report states that allegations of witchcraft and cases of physical
violence on Dalit women have increased over the year.

The report—Opening the Door to Equality: Access to Justice for Dalits
in Nepal—cited substantive gaps in law, its weak enforcement such as a
lack of proportionate sentencing by judges, and the failure to
implement verdicts when delivered as major factors of such
discrimination. "The absence of appropriate compensation or reparation
deters victims from seeking justice when confronted by the significant
cost of legal proceedings."

The report accused the police, court, District Attorneys and local
bodies of undermining the graveness of such crime by treating the
filed cases lightly. The UN body also gave evidences of how police
encourage victims to resolve such cases through ad hoc "mediation"
processes rather than through criminal law. "Such practices have
encouraged the culprit and have put many women victims at a loss,"
said the report.

It has also urged the government to bring about changes in the plight
of Dalit and other victimised groups by giving them access to
employment and education.

Rights group wants murderer punished

KALIKOT: The killing of a Dalit youth in Kalikot has caused uproar
among human rights and dalit rights activists in the district.

Manbire Sunar was beaten to death by two men for entering the kitchen
of an eatery owned by Jas Bahadur Shahi on Saturday evening. Under the
influence of alcohol, Mim Bahadur Shahi and Dip Bahadur Shahi, who
were being served at the eatery, had severely thrashed Sunar, 31, as
the latter had lit a cigarette in the oven. (PR)
