ADGP warns police officials who ''misled'' govt over caste clash

Madurai, May 4 (PTI) Visiting a village in the district where caste
clashes took place recently that resulted in the police opening fire,
seriously injuring three, a senior official today warned district
police officials who had been "misleading" the government about the
situation in the region. Additional Director General of Police K
Radhakrishnan, who visited Villoor village near Tirumangalam, about 40
km from here, where Dalits and members of the dominant community in
the village had clashed on May 1, warned that police officials who
failed to take action against Dalit atrocities would be booked under
the provisions of the SC/ST act. Radhakrishnan also warned the
district police officials against misleading the government by giving
a "false picture about the clash". Talking to reporters here late
yesterday, he said that the Dalits in the village were not allowed to
wear chappals, ride vehicles or even allowed seats in restaurants. "I
understand they were made to sit on the floors in the hotels. A Dalit
by name G Thanga Pandian was prevented from riding his vehicle on a
caste Hindu street on Aug 31,2010".Thanga Pandian's vehicles was also
allegedly seized by members of the dominant community. "The special
branch CID had warned about the possible unrest. But the police
officials had failed to take any action. The District officials had
also claimed that the clash reports that had come in the newspapers
were false, thus misleading the state administration. "If action had
been taken on time such untoward incident would not have taken place",
he said. Radhakrishnan commended the action of SP Asra Garg, who had
ordered police to open fire after the failure of efforts to control
members of the dominant community who had pelted stones, injuring some
policemen, demanding the release of five persons arrested in
connection with the seizure of Thanga Pandian's two-wheeler. Police
also arrested 100 persons in connection in connection with the unrest.
Meanwhile, People's Watch, an NGO fighting for human rights, demanded
action under various sections of SC/ST Prevention of Atrocities Act
against those who practiced untouchability. As the Villoor village had
many forms of atrocities, necessary action should be taken, it
demanded in a statement. The NGO said externment powers under sections
11,12,13 of SC/ST PoA Act should be used against the members of the
dominant caste in the village who were most likely to commit an
offence against the Dalit community. Externment power had not been
sufficiently utilised by the state and it should be used in such cases
to protect the oppressed, it said.
