Welfare funds not reaching the common people residing in remote
villages, says Yeddyurappa

Despite a substantial increase in the allocation of funds for various
welfare schemes, a large number Scheduled Castes and Scheduled Tribes
families and students have been denied of benefits owing to the
interference of middlemen and influential persons, said Chief Minister
B.S. Yeddyurappa.

Speaking at a function organised to mark the 120 {+t} {+h} birth
anniversary of Bharat Ratna B.R. Ambedkar at the Banquet Hall of the
State Secretariat, he said middlemen and influential leaders had been
cornering benefits meant for welfare of SCs and STs.

Noting the poor condition of several hostels of SC and ST students, he
said a collective effort should be made to improve the quality of
accommodation as well as the food supplied to students.

A decision had been taken to open 50 hostels each for college-going SC
and ST girls and boys in the current financial year.

Twenty-five each Moraraji Desai and Kittur Rani Chennamma residential
schools would also be opened this year. A sum of Rs. 71 crore had been
earmarked for construction of new hostels, Mr. Yeddyurappa said.
Allocation of Rs. 1354.02 crore and Rs. 451 crore had been made
development of SCs and STs respectively in 2011-12.

But the funds had not been reaching the common people residing in
remote villages of the State, Mr. Yeddyurappa said.

Highlighting the contributions of Dr. Ambedkar for the uplift of
Dalits by introduction of various social reforms and elimination of
untouchability in society, the Chief Minister said the Government had
decided to renovate Ambedkar Bhavans across the State.

Minister for Social Welfare A. Narayanaswmay spoke at length about
problems faced by SC and ST families and instructed officials of the
department to release grants and funds under various schemes to
eligible beneficiaries.

Minister for Kannada and Culture and Minor Irrigation Govind M.
Karjol, MLC D.S. Veeraiah, Justice M. Ramakrishna, officials of the
Department participated in the programme.

On the occasion, 10 persons were felicitated for their contributions
for the uplift of SCs and STs in the State.

Tributes paid

Earlier, speaking after garlanding Dr. B R Ambedkar's statue in front
of Vidhana Soudha here on the occasion of his 120th birth anniversary,
Mr. Yeddyurappa said the State government has introduced many schemes
to fulfil the desires of Dr. B.R. Ambedkar,.

He said thee Government would continue to imbibe Dr. Ambedkar's
philosophy in the administration. Adopting Ambedkar's philosophy of
equality would be the true tribute to him, he added.

"As a youngster I was attracted by Amebdkar's philosophy and later I
followed them throughout my public life," said Mr. Yeddyurappa while
pointing out that Ambedkar showed the oppressed people a way to face
the odds in society.
