Dalits from Adi Dravidar Colony, Avadanapatti village, near
Krishnagiri have accused three caste Hindu families of encroaching
upon a vacant land meant for public purpose in their colony for the
last eight years.

In this connection, over fifty people who had thronged the
collectorate and submitted a petition to District Revenue Officer, C.
Prakasam here on Monday demanding that the encroachments be removed.
The dalits alleged that there was erection of two flag posts and fear
that it will flare up community clash.

Pressing their demand, the public were about to hand over their
Electoral Photo Identity Card (EPIC) and Ration card to the district
administration.

In a petition, they alleged that three persons had encroached upon the
land meant for school and built houses and shops.

With the result of blockage in the flow of sewage in the main outlet
from the Dalit colony, the stagnation of water for more than a year
poses serious health hazard to the residents, they alleged.

During the rainy season, the situation turned worst, as the
overflowing sewage stagnated before the Anganwadi Centre where over 30
children study.

Besides contaminating the ground water, the sewage polluted the bore
well that supplied drinking water to the villages coming under
Agasipalli, Periyamuthur and Devasandiram Panchayats.

The children were affected with many health problems, the women in the
colony say.

Receiving the petition, Mr. C. Prakasam has assured the Dalits to take
action with the consultation of the District Collector V. Arun Roy,
who is away in Chennai on an official visit.

Over 80 families live in 50 to 60 tiled houses on 40 plots allotted to
them in the survey No. 552/2 in Agasaipalli Panchayat 20 years ago by
the then district administration of Dharmapuri.

PERAMBALUR: The state machinery was used to procure land belonging to
about 160 villagers, including 60 Dalits, in Naranamangalam village in
Perambalur district after they reportedly spurned offers from former
Union telecom minister A Raja to sell their land for a project by
tyre-manufacturing company, MRF, according to a signed petition by the
villagers.

The villagers told Express that after they fended off an attempted
acquisition of their lands by the district administration in 2007,
they were summ­oned by then Union Telecom Minister A Raja who urged
them to sell their land to MRF for a 'good pri­ce'. He reportedly said
MRF would give them jobs too.

When they refused, Raja allegedly threatened would get the land with
the help of the state machinery and that they would only be paid a sum
decided by the government.

Soon after, the villagers faced an ordeal as Green House Promoters,
owned by Raja's aide Sadiq Basha and the minister's family members,
entered the scene. Police vehicles began making rounds of the village,
the locals were picked up and taken to the office of the
Superintendent of Police office or the district collector and asked to
transfer their title deeds to Green House Promoters. A few non-Dalits
were even arrested under the SC/ST Act and released abruptly once
their land was transferred to Green House Promoters. What's more, in
cases where the man of the house was working abroad, even women were
intimidated by the authorities and forced to sign the documents over.

When Express cont­acted district collector M Vijay Kumar, he sa­id
there might have been some instances where force was used. "I am
ordering an inq­uiry, and action will be taken..." However, he ruled
out handing back the land to the villagers. "This is a good project
for the district which is dry and backward. More than 435 acres of
land have been procured for MRF to start a unit for passenger and
truck radials, besides another 150 acres for a trial track. Production
is expected to be­gin by April or May next year." The villagers on
Monday faxed a signed petition to the PM and the National Human Rights
Commission to intervene and take action against Raja, Basha, then
district collector Anil Meshram, then superintendent of police Prem
Anand Sinha and other officials.

Mangalore, Dec 20: District unit of Karnataka Dalit Sangharsh Samiti
has strongly condemned the decision of BJP government to shift
Ambedkar's statue located amidst Vidhana Soudha and High Court wherein
the government gives the reason of Metro project.

The union also said that the projected plan may cause insecurity for
Vidhana Soudha and High Court premises.

S P Anand, district chief secretary, addressing the protestors here on
Monday December 20 said that the union has placed the fulfillment of
five-point demand that includes withdraw of the decision pertaining to
shifting of Ambedkar's statue, prohibition of the controversial 'Urulu
Seve' or the 'Made Snana' which is being observed by the devotees in
Subrahmanya, suspension of Bunder circle inspector Vinay Gaonkar for
allegedly insulting dalit leaders when they had consulted him justice
for a poor woman, to build a Ambedkar Bhavan in Dakshina Kannada
district and to take serious actions against those who killed a small
girl child near Yeyyady, recently.

The protestors then handed over the appeal letter to the DC, which
will be submitted to the state Governor. Sesappa Nekkilu, Sanjeev R
and Jagdish Pandeshwar among others were present.

'Dalits still untouchable, deprived in India'

Bhopal: Expressing pain over their pathetic condition even after sixty
decades of freedom, the Dalit society has expressed regret that it
still confronts evils of untouchability and discrimination.

Speaking at the state-level summit 'Dalit Mahasammelan' organised by
the Dalit Mukti Sena in Bhopal on Sunday, several of its leaders
regretted that despite repeated efforts, the discriminations could not
be rooted out from hearts of people.

Adressing the meeting, noted social activist Professor Jogendra Kawade
said that Dalits were still the most sanguinary people on the earth.
They were still forced to do manual scavenging and people reject the
food when they cook for Mid-Day Meal Scheme.

Ms. Swathi Kaiswal of 'Jan Pahal' said that the condition of women was
worst as they were forced to suffer on all fronts.

She said that the women were forced to do all kinds of works to meet
their both ends. Inaccessibility to education and other basic
facilities still kept them exposed to some inhuman practices like
manual scavenging.

Coming down heavily on the system of caste division, the participants
called for some stringent measures along with proper implementation of
various schemes to safeguard the rights of Dalits and give them space
to live with dignity.

Panipat: In Haryana, a shocking incident of a series of gangrapes
with a 13-year-old Dalit minor by different set of people has come to
light.

The victim, a class 6 student and a resident of Budakheda village of
Jind, was gang-raped in a single day by nine different people.

The ordeal of the girl was not over there, as she was subsequently
confined in a house in Panipat and gang-raped for nine days. The
police has now rescued the girl from Panipat.

"Moti, son of Surat Singh, took her from the village and tried to do
objectionable things with her. He came back to the village after this
but she was still missing. During this time she was raped by several
men, all of whom are unknown. The search is still on," said Virendra
Sangwan, DSP, Haryana.

This incident comes right after two gangrapes shocked the Capital, in
a gap of two weeks, raising questions yet again about safety of women
in Delhi.

Two sisters belonging to the Dalit community were allegedly charred to
death in Kothiwal Nagar by a mob protesting a double murder for which
their brother has been accused. According to the victim girls' mother
Rajo, a mob gathered outside their house yesterday and set it ablaze.
While she escaped
unhurt, her daughters Gita (22) and Monu (20) were charred to death in
the ensuing fire.

However, DIG Ashok Kumar has denied the involvement of a mob in the incident.

"Prima facie this is a case of accident or suicide. However, we are
investigating the matter," he told PTI.

Rajo has alleged that the police have refused to register her
complaint in this connection despite that she has identified 12 people
who were part of the mob.

The DIG has denied that the victims' mother approached the police to
file a complaint.

The victims' brother Rakesh, who worked as a sweeper, has been accused
in the case of the murder of a woman and her 10-year-old daughter for
robbery on December 9.

While Rakesh is absconding, his brother Rajesh was arrested by police.

Dalit activists today staged protest demonstrations and took out a
march from Ambedkar Park to the place where the bodies have been kept
for post mortem.

They are demanding that a case be registered and the accused be
arrested immediately.

Amritsar: A sixteen-year-old Dalit girl was allegedly gangraped by
two persons, after they kidnapped her, in Chhertha locality in
Amritsar, police said on Sunday.

The victim was kidnapped on Saturday evening by the accused,
identified Harkush Singh and Joban, who live in the same locality
where she resided, they said.

They took her to an isolated place where they raped her repeatedly
throughout the night, police said.

After she was freed, she narrated the incident to her parents who took
her to police. She was medically examined and an FIR was lodged
against the two for raping her. Both remain to be arrested.

The parents have also complained that they were being threatened by
the accused who were mounting pressure on them to withdraw the case,
police said.

SC/ST migrants demand reservation benefits

New Delhi, Dec 18: Migrants belonging to Scheduled Castes and Tribes
in Maharashtra have demanded Congress president Sonia Gandhi to enable
them enjoy their reservation rights as per the Supreme Court's
November 2003 judgement.

Dismissing an appeal of Chandigarh administration, the apex court had
held that no State or Union Territory can deny the reservation
benefits and other facilities to migrated SC/ST/OBC.

"We request all concerned authorities to implement the same order so
as to enable us to avail the facilities, concessions, privileges,
benefits, reservation available to us," Kattimani S L, state
organiser, SC department, Maharashtra Pradesh Congress Committee
Sevadal, said in a letter to the Congress chief.

Referring to the scenario in the coastal state, he said although the
SC/ST migrants are allowed to vote in local bodies, assembly and
Parliament elections, "they are denied to contest local body elections
for seats reserved for SC/ST/OBC community."

MORADABAD: Two Dalits sisters were allegedly burnt alive at Kothiwal
Nagar here by a mob in protest against a double murder in which their
brother was accused.

PTI.

According to the victims' mother Rajo, a mob gathered outside their

Bangalore, December 19, DHNS:

A few Dalit organisations held a demonstration in front of the
National Law School of India University (NLSIU) in support of their
demand to include domicile quota in the admission policy, on Sunday.

This was followed by submission of a memorandum to the vice chancellor
related to admission of candidates of the state.

According to Venkat Swamy, president of Samatha Sainik Dal (SSD), the
premier law school has been giving preference to students from other
states. He alleged that the institute has been flouting norms related
to admission of SC/ST candidates.

In addition to SSD, members from Ahinda and Dalit Sangarsh Samiti also
participated in the demonstration.

The National Law School of India University at Bangalore has been
established under the National Law School of India University Act
(Karnataka Act 22 of 1986). The Act states that Bar Council of India
has created a charitable trust called Bar Council of India Trust,
which was later registered as a society termed National Law School of
India Society.

The Society framed necessary rules to manage the National Law School
of India with powers to confer degrees and diploma. Later, the council
requested the state government to assist it, by establishing the
school as a university.

VC clarifies

Meanwhile, Vice-Chancellor R Venkata Rao told Deccan Herald that the
institution has not flouted any rules related to the admission of
candidates. "The selection of candidates for undergraduate programme
is based on Common Law Admission Test (CLAT) score and reservation
norms set by the committee. We have admitted students eligible for
SC/ST and disability quota," said Rao. He also noted that the decision
related to the domicile quota would be discussed at the upcoming
executive meeting.

Synopsis: In the state of Haryana, Dalit communities (including the
correspondent filming this video) are forbidden to enter temples. In
Barot village, the temple allows only the villagers who belong to
upper castes to worship, though most of the villagers belong to the
Dalit community. The Constitution of India ensures equal rights for
all citizens. This includes the right to "opt, embrace and practice
any religion". However, in Barot the Dalits have always been denied
this right. They have been treated as "dirty" and asked by both the
upper caste and the temple priest to keep away from the temple. Amit
says that though the older generation have accepted this denial of
rights as fate, youth in his community are angry about being treated
as untouchables. Amit shot this video to share with viewers the
humiliation he is made to feel every day for being a "Dalit youth".

Naranamangalam (Perambalur) : With A Raja stepping down as Telecom
minister, a group of villagers in his hometown, half of them Dalit,
have come forward alleging that their lands were usurped by a real
estate firm, Green House Promoters, headed by an associate of the DMK
leader, using influence and intimidation.

Around 60 Dalit villagers, of the total 160 whose land was allegedly
forcibly acquired, are now listing out their names as well as details
of their land holdings, seeking action. The 160 villagers claim to
have received between Rs 65,000 and Rs 3.5 lakh an acre for land —
much less than the government's guideline price of Rs 4.35 lakh and a
pittance compared to the Rs 15-18 lakh per acre that the company
apparently paid the agents for an acre (the actual price is as yet
unclear).

The land in question is among the most productive in the region, with
the lemon grown here earning a special margin at markets in nearby
towns. Corn, groundnut, onion and paddy were some of the other crops
that the farmers cultivated till about three years ago — when tyre
major MRF started scouting for land to set up a Rs 900 crore
greenfield plant.

When first approached, most of the farmers rejected the offer. That is
when, farmers say, agents of Green House Promoters, run by A M Sadhick
Batcha and others close to Raja, including his elder brother and
nephews, entered the picture in mid-2007.

By early next year, Green House had completed the purchase of 600
acres — a task governments find difficult to accomplish. A couple of
cases where they failed — a little over 16 acres in all — the
government acquired the land (a high court bench dismissed a petition
against acquisition by one of the aggrieved parties last week).

Most of it was then handed over to MRF by February 2008. The seller
was Batcha, holding an irrevocable power of attorney on behalf of the
original owners, the mostly-illiterate farmers of Naranamangalam.

The agents also continued to keep 161 acres, whose price is set to
appreciate when the factory becomes fully operational.

"Forget the DMK's line of defence on the spectrum scandal about Raja
being a Dalit. It was the Dalit farmers who were targeted first by his
men, and they were the ones who received the least amount for their
land," says village vice-president S Selladurai, himself a Dalit.

Collector M Vijayakumar says the district administration has ordered
an inquiry by the district revenue officer (DRO) and Superintendent of
Police. The DRO will scrutinise the documents for forgery, misuse of
power of attorney, or sale of land using only a sale agreement.
"However," Vijayakumar adds, "if the documents are found to be proper,
the correctional powers of revenue and registration departments will
be limited. We have our limitations in such an agreement between
private parties when there is nothing to show any acts of illegality."

In Naranamangalam, after the setbacks to Raja and company, voices are
growing louder. A feeble, old man recounts how he was made to
surrender 1.90 acres for Rs 70,000 per acre. Marudamuthu, too, is a
Dalit. So is Perumal, who lost 1.75 acres, and K Selvaraj, who once
had an acre of agricultural land.

Agents, including Senthil Murugan and Selvaraj and their superior
Subbudu alias Subramanian — an aide of Batcha who was raided and
questioned by the CBI last week — later approached others with the
offer of a better price than what was paid to the Dalits, plus a job,
when the factory came up.

According to villagers, the "sugar coating" just hid threats to do
physical harm and foist police cases, and even a warning that if Green
House failed, the government would directly acquire the land giving
them peanuts.

Incidentally, before becoming Batcha's man, Senthil Murugan, hailing
from the same area, was a reporter with a vernacular weekly. Residents
here say he organised a protest against the land deals when the
villagers were first approached. But one day he returned as an agent
of Green House Promoters, and soon joined a paper close to the ruling
camp.

R Senthil Kumar is among those who claims to have been "extorted" into
parting with land. He says that days after he rejected the offer, he
was arrested under the SC/ST (Prevention of Atrocities) Act. "The
charge was that I abused a Dalit youth, though my quarrel with him was
over some money he owed me. I was told that I could escape only if I
agreed to sell my three-and-a-half-acre property. They were able to
scare my mother and sister, who forced me to sell it," Kumar says.

Alleging that officials had to be involved, he points out that as soon
as he gave in, he was released and taken straight from prison to the
Chettikulam sub-registrar's office, where the property documents were
signed after 9 pm — way beyond the working hours of the office and
staff.

Paramasivam and his wife Thavamani were slightly better, or so they
thought, as they got Rs 5 lakh for their two acres. Hours after they
had got the money, they had some visitors late in the night. "At
around 11 pm, about 10 persons came in two vehicles and took away appa
and amma . They said we were given extra money for the land and
forcefully took back Rs 1.5 lakh," says their daughter Thamaraiselvi.

N Chelladurai, the district secretary of the Tamil Nadu Vyavasayigal
Sangam (a farmers' association of the CPM) says this was just one way
Raja and his men made money off land.

The former MP from Perambalur runs a social organisation named after
his parents, the Andimuthu Chinnapillai Charitable Trust, which has
come to own large tracts of land across the region. "To much fanfare,
the trust announced donating tiny portions of land to the government
for setting up a medical college, an arts college and a polytechnic.
This earned him accolades on one side, even as it covertly increased
the price of the surrounding land — all owned by the trust," says
Chelladurai.
