CPI(M) holds rally to focus on dalit rights

Shimla, Nov 15 (PTI) The CPI(M) in Himachal Pradesh today held a rally
here to focus on dalit rights, highlighting the discrimination against
them in different areas.

Hundreds of CPI(M) workers gathered at Panchayat Bhawan and marched on
to Ambedkar Chowk and held a rally.

The party has conducted a comprehensive survey in the state on the
different forms of social discrimination being practiced in the state,
state committee member Tikender Panwar said, addressing the rally.

The survey covered over 35,000 households and more than 50 types of
discrimination were identified, he said.

Panwar appealed to the the government to implement the constitutional
provisions for welfare of dalits and maintain strict vigil to ensure
that no atrocities were committed in form of untouchability, denying
access to temples, common sources of water and public functions.

The rally also gave a call for holding a massive state level
convention at Mandi on February 6, 2011, which would be a more broad
based front to fight social discrimination. PTI PCL

Patna : A 55-year-old Dalit was beaten to death, allegedly by upper
caste people, at a village near Patna on Friday evening. Tension
mounted in the area as there were reports of retaliatory attacks on
the house of an accused.
The Vaishali district police lodged a case against 32 upper caste men
for the Dalit man's death. Twenty-seven Dalits, who allegedly torched
the house of an accused, were also booked for arson.

Two main accused in the lynching incident were arrested on Sunday.

The police said the incident took place when the victim, Lal Babu Ram,
was crossing the fields of an upper caste landowner at Gurmiya village
under Kartaha police station, 30 km from Patna, on Friday evening.

A fortnight night ago, Ram had refused to work with the landowner
because of a prior commitment.

Two upper caste men, Deepak Thakur and Satendra Thakur, allegedly
started beating up Ram with sticks and fists. The police said other
members from the locality joined them. The old man succumbed to his
injuries the same day.

Deepak and Satendra were arrested on Sunday. Sanjay Tiwari, another
key accused, has been evading arrest.

Bihar police spokesperson additional director general of police PK
Thakur said tension mounted between the two groups when there was a
retaliation bid from the victim's side.

"We have lodged a case against 32 people under Indian Penal Code and SC/ST Act".

Secretary to Public Sector Undertaking K Shivaram opined that the
representatives of Dalit communities do not have sufficient knowledge
on the several programmes that have been announced by the government,
for their benefit.


Speaking at a felicitation programme, organised by the district unit
of Chalavadi Mahasabha in Hassan to honour the members identified by
the various organisations, he said the dalits are being cheated by the
people of the same community. The government has been announcing
various beneficiary projects for the welfare of dalits, but their
community leaders have failed to take initiative to see that the
programmes are completely implemented, he lamented. People should
collect complete details of any scheme before signing any papers, he
cautioned.

There is no hassle in the schemes, but the real problem lies in
implementation, he said. There is a rule that says around 22 per cent
of the funds should be utilised for the welfare of the dalits.

It is not being publicised properly, and the onus lies on the elected
representatives to take the schemes to the doorsteps of the people, he
suggested.

Providing education to the children should be main objective of the
netas, which in the long run would help in the overall development of
the community.

The government has brought out a legislation to prevent atrocities
against Dalits to help them.

Complaints can be registered under the Act against those who misuse
the funds allotted for the welfare of the community, he advised.

Chalavadi Mahasabha District Unit President H R Narayana presided.
Former Tahsildar Nirvanaiah, Kabbanahalli Jagadish and others were
present.

Cong betrayed Dalits, used as vote bank: BJP SC morcha

Shimla, Nov 14 (PTI) The BJP Scheduled Caste Morcha today accused
Congress of betraying the scheduled castes by scuttling the schemes
for their upliftment and using them as vote banks.
Addressing a press conference after a two day meeting of BJP SC Morcha
here, the All India General Secretary of the Morcha Thavar Chand
Gehlot alleged that Congress had a vested interest in keeping the
Dalits backward and the UPA and Congress governments in the states
diverted the funds earmarked for welfare of the community.
The Congress government in Delhi diverted Rs 765 crore meant for
welfare of Dalits for Common Wealth Games (CWG), which was a cruel
joke with Dalits, while the BJP government had made a special budget
provision for scheduled castes and tribes.
Gehlot cautioned the UPA government against any move to implement the
recommendations of Rang Nath Mishra report to provide reservations for
Muslims and Christians and said that the BJP would oppose reservations
on the basis of religion "tooth and nail".
"Such reservations are against the spirit of constitution and even the
Britishers had not favoured reservations on religious basis and the
BJP has already submitted 5 lakh signature opposing any such ill
conceived more," he added.
"Dalits are moving away from Congress in all states and not feeling
secured due to atrocities committed on them and their swing towards
BJP is making Congress nervous," he said.

Putting up a brave front, Tamil Nadu Chief Minister M Karunanidhi
tonight said Union Telecom Minister A Raja was asked to resign by DMK
only to allow functioning of Parliament, maintaining that he had only
followed the policy adopted from 1999 in spectrum allocation.

"We have asked Raja to resign only to allow the functioning of
parliament which we consider as the mother of democracy in India," the
DMK patriarch said shortly after Raja submitted his resignation in
Delhi.

The stalling of Parliamentary proceedings during the last one year was
part of a pre-planned effort to get the ouster of Raja, a Dalit who
had totally dedicated himself to the cause espoused by leaders like Dr
B R Ambedkar, Karunanidhi said.

"Raja is my affectionate brother," he said.

Earlier, a DMK release said Raja was asked to resign to allow
Parliament to function so that issues of public importance could be
taken up.

As the opposition went all out seeking his sacking, Raja had met
Karunanidhi twice since last night before returning to Delhi where he
handed in his resignation to the Prime Minister.

47-year old Andimuthu Raja, considered the Dalit face of DMK, has been
in the firing line of opposition since last two years with the CAG's
recent findings on alleged spectrum scam providing a fresh ammunition
to it to step up its offence.

Prior to departure to Delhi, Raja, who had defended all his actions,
had ruled out quitting saying there was no need for it.

He zips through the bumpy roads of his picturesque Nilgiris
constituency in a sleek Pajero, but Andimuthu Raja does not even own
an old Ambassador car. The Union communications and information
technology minister — he is now called 'spectrum' Raja in Tamil Nadu —
may face allegations of having caused a loss of Rs 1.77 lakh crore to
the nation, but he and his wife don't even own a car and together,
their assets add up to just Rs 1.4 crore, according to his last
affidavit to the Election Commission presented less than a year ago.

His concrete house in Velur village in Perambalur district of central
Tamil Nadu is a modest structure with a thatched verandah. Only a
small poster and few residents in the village are reminders of the
fact that Raja once grew up in this modest house and rode a Lambretta
as a struggling lawyer and an aspiring Dravidian politician.

Even as the DMK's dalit face braves the biggest storm of his
three-decade-long political career, his family and supporters have
rallied around him. "He will come out of it. He is very courageous,"
says his elder sister Vijayambal, a retired government school
headmistress, sitting in their ancestral house.

Indeed, that defines Raja — a defiant, doughty dalit. In Tamil Nadu's
politics, which is dominated by backward class leaders, Raja is the
lone dalit in the last few decades to have moved from the rural
backwoods all the way to Delhi. In DMK, political graphs soar not just
through proximity to the first family, but also by oratorical skills
and an intellectual veneer. "Raja's advantage is that he is a
well-read dalit, who can communicate both in Tamil and English, which
few DMK leaders can," points out a senior party leader. "When
Karunanidhi's family wanted a trusted man in Delhi, outside of the
Maran clan, the affable Raja was a natural choice."

Ironically, 47-year-old Raja's meteoric rise began due to his rapport
with the late Murasoli Maran, nephew of CM M Karunanidhi. Raja was
always at the bedside of the senior Maran in his last days in
hospital. But two years ago, equations in the DMK changed dramatically
and Raja replaced Dayanidhi Maran (Murasoli Maran's son) as IT
minister. Indeed, it was the Maran-owned Sun TV channel which focused
on the spectrum 2G scandal. Dayanidhi made a comeback into DMK on the
eve of the 2009 parliamentary elections, but Raja managed to retain
the powerful IT ministry because of support from Karunanidhi's wife
Rajathi Ammal (Kanimozhi's mother). When Raja's pocketborough
Perambulur was dereserved, Karunanidhi immediately provided him a safe
berth in the Nilgiris constituency in the 2009 elections.

Raja maintains close ties with Karunanidhi's son and heir-apparent M K
Stalin too.

VIJAYAWADA: Andhra Pradesh Dalit Mahasabha is going to initiate a
socio-political movement to mark 25 years of its existence. It will
begin with a 'socio-political' conference that will be presided over
by Dalit Mahasabha founder president Katti Padma Rao on Saturday.
Dalit leader from Tamil Nadu and Dravidar Kazagham president K.
Veeramani will be the chief guest of the conference that will begin at
the Railway Institute at 10 a.m.

Addressing a press conference, Mr. Padma Rao trashed all the arguments
put forward by leaders of the united Andhra movement saying that the
arguments do not hold water. He said the division of the State into
Telangana and Seemandhra would give a boost to the dalits politically
by reducing the numerical strength of the forward castes in the
legislative Assemblies.

He said that in this debate for the division of the State, the
benefits to Seemandhra in case of a bifurcation from Telangana were
not being highlighted. Andhra Pradesh Dalit Mahasabha would take up
the task of highlighting the benefits of the division of the state for
Seemandhra, he said.

He said Dalit Mahasabha would also bring into discussion and debate
the argument put forward by B.R.Ambedkar for small states including
the very strong case he made for a separate capital for every four
crore people.

Mr. Padma Rao said that the dalits of Karamchedu and Tsundur who waged
a war against upper caste oppression in various forms and come out
victorious would be facilitated at the conference.

Andhra Pradesh Dalit Mahasabha president Chintapalli Guruprasada Rao
was present.
