Powerful USA President Mr Barack Obama's India Visit: But no visit to
Dr Ambedkar's Chaitya Bhoomi Mumbai or New Delhi.
Recentely powerful USA President Mr Barack Obama visited Mumbai, where Mr Obama & his wife Lady Michelle visited Mani Bhavan & some other
places. These all the plan was made by the Govt of India and Maharashtra.
But no space has been given to Dr Ambedkar's holy places purposely. Actually visit of Dr Ambedkar's centres are very important, because
Dr Ambedkar was the student of Colombia University, who drafted the
Constitution of India. so it was the duty of Indian Government to inform
Mr & Mrs Obama that student of his University was the suprime leader,
Intellectual of India,who drafted the Constitution of India. Due to the
caste factor, Indian Bureaucrats delberately ignored Dr Ambedkar's
places and not to take proper care of it.This action of Government is
shameful. But where is our so called Ambedkarite Leaders, Itellectuals,
Bureaucrates and so on.......Why they don't force on the Government and
make any agitation against the this Govt. policy. Shame to all these
types our so called our Ambedkaite Leaders, Intellectuals. and so on...
Friends, to take lesson from these types of Government and so
called our leaders, Intellectuals..... It is need of Bycott of these
types of mentality.

CHENNAI: O Murugan has been a resident in Bharati Nagar of the
Pattukkottai municipality for 20 years. Unfortunately, Murugan's is
the only dalit family in this remote Thanjavur town. The non-dalits
don't want a dalit living among them. They first asked him to vacate
the house, threatened him and then started dumping garbage on his
premises. Murugan didn't react. With his wife and three children, he
tried to survive, inhaling the foul smell emanating from the garbage
every day. A huge trunk of a tree was soon placed at the entrance to
his house. A social boycott' followed. Of late, the entrance to his
house has been blocked under the guise of road-widening.

"The non-dalits don't want a dalit living in their area. They have
been torturing the family for quite a long time. They want him to
leave the house which he got from his parents. The family is even
facing a social boycott. Nobody will give him a job, and he has to go
out of the village for earning his living. They even placed a garbage
bin in front of his house, which was later removed with the help of
the police," says Satha Sivakumar, president of the TN Adidravida
Munnetra Kazhagam, an organization which fights for the dalit rights
and issues in Pattukottai.

Murugan, 35, has three children, of which the youngest is suffering
from stunted growth. "Due to the social boycott, my husband has to go
to Thanjavur to find a job. Since the town is 48 km from here, he will
come only in the midnight, and will leave early in the morning.
Although we filed a case in the Pattukottai police station, the
harassment still continues. Of late, they have blocked the entrance to
our house by erecting concrete walls in the guise of road-widening,"
says Murugesi, wife of Murugan.

The issue, according to the police, is not new. "Four months ago, we
had picked up a group of non-dalit youth for threatening Murugan. A
case was also filed against them. When Murugan filed another case to
remove the garbage bin, we took action immediately. The bin was
removed. But we have limitations in solving the recent issue because
it comes under the municipality. But yet, we have advised the
authority concerned not to block his entrance," says Pattukottai
deputy SP N Narayanaswami.

Councillor K B Mohan of Pattukottai municipality, however, sees a
political motive behind the harassment. "The non-dalits are troubling
him for quite a long time. The DMK has majority in the municipality.
Since Murugan is an AIADMK supporter, the chairperson won't support
him, he says. What does the chirperson say? "We don't want to create
any trouble to anyone. This is done as part of the road-widening. I
don't know about the other issues," says Priya Ilango, chairperson of
the municipality. "It is immaterial which party Murugan belongs to,
what he needs is the right to live freely and comfortably without
fear," Sivakumar said.

Lucknow, Nov 3 (IANS) National Commission for Scheduled Castes
Chairman P.L. Punia Wednesday accused Uttar Pradesh Chief Minister
Mayawati of being insensitive to the problems faced by Dalits.

He also alleged that she was not taking any serious steps to prevent
atrocities against them.

'In the last five-six months, several incidents of rape and killing of
Dalits took place in districts like Muzaffarnagar, Basti, Kannauj and
Hathras, but the state government preferred to remain silent on all
such incidents,' Punia told reporters at a press conference here.

'Even when the commission sought a report from the state government on
the incidents, the government failed to reply. It clearly reflects the
non-serious attitude of the Mayawati government which claims to
protect rights of Dalits and backward communities,' he added.

Punia said that the commission was looking at ways to ensure that
timely action was taken on first information reports (FIRs) and
complaints filed by Dalits.

'We are working to ensure that the investigations in the complaint
made by Dalits are completed within a month of registering the FIR so
that the court hearing in the case could also start within three
months,' said Punia.

The Congress has found its Dalit mascot for Uttar Pradesh (UP) to
contest Mayawati, in Panna Lal Punia, the party MP from Barabanki.

Punia, who has apparently been appointed chairman of the National
Scheduled Castes Commission as part of this strategy, has started his
job in the right earnest.

That the objective of his two-day Lucknow visit was "mission Mayawati"
was evident from the very first words he uttered at a press meet here
on Wednesday.

"The situation in UP is the worst as far as Dalit atrocities are
concerned… even the rate of rise in crimes against the scheduled
castes in the country is the highest in UP," he said.

"These are not my statistics… these are the figures given by the state
government to the NCRB (National Crime Records Bureau)," he added.

Interestingly, Punia, a retired bureaucrat, was once known for his
proximity with Mayawati. In fact, he was the Dalit icon's eyes and
ears during her first two tenures as chief minister. He was a
co-accused in the Taj corridor scam along with Mayawati, but he later
turned approver for CBI against his mentor.

Punia also took the Mayawati government to task on the Special
Component Plan (SCP), a scheme designed for the uplift of the Dalits.
"I have been receiving a string of complaints about the misutilisation
and diversion of SCP funds… in at least two districts, SCP funds have
been used to build hospitals," he said.

He flayed the Mayawati government for its "poor" record in
registration of FIRs in cases of Dalit atrocities. "I am holding a
constitutional post… I am not dabbling in party politics, but this is
the ground reality in UP," he asserted.

Interestingly, on his first UP tour after taking over as SC commission
chairman, Punia is being accompanied by Kamal Kishore "Commando", the
only other Dalit MP (besides Punia) that the Congress boasts of among
its impressive band of 22 MPs from UP. Kamal Kishore's presence is
more than symbolic since he is an elected member of the powerful
parliamentary committee on SC/ST welfare.

Punia was in an aggressive mood from the word go. "We are getting
constant complaints that FIRs of Dalits are not registered (in UP)…
there are also complaints about delays in investigation… clearly, the
state government is insensitive to Dalits," he said.

However, he was quick to point out that he had also taken up similar
issues in Congress-ruled states. "I am only concerned about Dalits'
welfare…. I have raised the issue of diversion of Rs700 crores from
SCP funds for the Commonwealth Games by the Delhi government…. I have
also objected to utilisation of SCP funds for beautification in
Andhra," he explained.

Punia alleged the Mayawati government tried to thwart his visit and
top officials had not provided him with required data on Dalits in UP
despite reminders.

"The (UP) officials have been putting off a meeting on Dalits' issues
on flimsy grounds… now they have asked me to fix it after December 6
(Ayodhya demolition anniversary)," he said.

Lucknow : After a newly elected Dalit zila panchayat member was shot
dead by unidentified assailants at his village in Meh Nagar police
station area of Azamgarh district on Thursday morning, the locals
placed his body on Gorakhpur road and blocked it for over five hours,
demanding arrest of the assailants and a compensation for the kin of
the deceased.
The victim — Subhash alias Ravi, 28 — was also a member of the Bahujan
Samaj Party (BSP) district unit in Azamgarh.

The agitation ended after Assembly Speaker Sukhdeo Rajbhar and local
BSP MP Dr Baliram reached the spot and pacified the locals. The police
arrested Ravi's rival candidate, Surendra Yadav, for allegedly killing
the victim.

Mysore, Nov 4 (PTI) A local court here today sentenced to life
imprisonment all the 20 accused in connection with the murder of three
Dalits following a caste clash in 1993 in the district. The accused,
all upper caste Hindus, were found guilty of murdering the Dalits of
Badanwal village during the clash that broke out over objection to the
entry of Dalits into a local temple. Sixth Additional Sessions Special
Judge L F Malavalli, who had recently convicted the 20 pronounced the
sentence today. The accused were charged with the murder of
Narayanaswamy, Madukar and Nataraj following a clash among the Dalits
and upper caste Hindus on March 25, 1993. Police had filed a
chargesheet against 23 persons, but three of them died during the
prolonged trial. According to the chargesheet, the accused assembled
in a field in the village and attacked the Dalits using weapons.Three
Dalits had died following serious injuries.

MANISH ANAND Share Buzz up!In a race to win the dalit legacy, UP chief
minister Mayawati has beaten BJP's poster boy and Gujarat chief
minister Narendra Modi. Both of them were competing to have their
respective tableaux during Republic Day parade on the same theme. But
the panel of experts, which has been assigned to screen the states'
proposals, decided that Mayawati's Uttar Pradesh has better claim over
Modi's Gujrat in showcasing Gautam Buddha and his legacy.

Now, the UP government's tableaux on January 26 parade will showcase
Buddha's teachings with the subtle message of empowerment of dalits.
The imprint of Ms Mayawati on UP's tableaux is also quite apparent
with the front portion showing Buddha's first disciple Anand accepting
water from an untouchable to stress the theme of dalit empowerment.
"Today, India is progressing fast towards the overall progress but a
large number of people are bearing the pains of being untouchable and
a great number of people are unaware of rights and duties. At such
junctures, instead of showing the monuments related to Buddhism it is
appropriate to project the messages that Lord Buddha wanted to convey
for the betterment of the society," the document submitted by the UP
government to the panel stated.
The face off between the two states took place after Gujrat and UP
presented their proposals for tableaux on Buddha. The UP government
went into overdrive to prove the first claim over the legacy of Lord
Buddha, as two states could not have been given a go ahead on the same
theme. The panel had asked the two state governments to present 3D
model of their proposals in a meeting on Wednesday where the UP
government was reportedly asked to go ahead with its proposal, while
Gujarat would showcase Buddhist monuments in its tableaux. Mr Laxmi
Narayan Chawla, consultant for the Mayawati government for tableaux,
stated that UP has the first claim over the Buddhist legacy, as two
(Sarnath and Kushinagar) out of the four Buddhist sites are in UP,
with the two other sites being Bodh Gaya and Lumbini.

Mayawati not proactive in preventing Dalit atrocities: NCSC

Etawah (UP), Nov 3 (PTI) Accusing the Mayawati-led government of not
being pro-active in preventing atrocities on Dalits and backward
communities, Chairman of the National Commission for Scheduled Castes
PL Punia today said it was unfortunate that such reports were not even
registered in the state.
"In the majority of cases of atrocities on Dalits, reports are not
registered in UP, and anti-Dalit people in the state government do not
take cognisance of letters from the Commission, leave alone replying
to them," Punia told reporters here while leaving for Lucknow.
Punia, a retired bureaucrat, served as Mayawati''s Principal Secretary
in 1995, 1997 and 2002 before winning the 2009 Loksabha polls from
Barabanki on a Congress ticket. The Congress is projecting him as its
Dalit face in the state.
He said that it is unfortunate that Mayawati, who calls herself a
"messiah of Dalits" has failed miserably in checking incidents of
atrocities on them and it seems she did not even have the "will-power"
to stop them.
Punia said he would use his position as NCSC Chairman to enable alert
monitoring of the state and would press the Mayawati government to
take stern action against those involved in atrocities on Dalits.
"I will try my best to change the situation and with the help of
youths I will be trying to ensure that the Commission fulfils its
responsibilities," Punia said.

Dalit family beaten up by election candidate

Muzaffarnagar, Nov 5 (PTI) Five members of a dalit family, including a
woman, were allegedly beaten up by the gram pradhan and his relatives,
on charges of casting vote to a rival in the panchayat elections,
police said here today.The incident took place yesterday at Silajuddi
village when Ramswaroop, his wife Prakashi and their three sons -
Rakesh, Shivam and Sandeep - were beaten up by Ram Singh and his
family members for casting votes to another candidate, they said.

HISAR: The Mirchpur case suffered a setback as five more witnesses
turned hostile during the recording of evidence in a Hisar court on
Thursday. Four others, including the main complainant, Karan Singh,
had refused to recognise any of the accused in the court on Wednesday.

Sources said, five witnesses — Jaswant Singh, Bani Singh, Raj Mal,
Inder Singh and Sunita — recorded their statements before additional
district and session judge Baljit Singh on Thursday, when police
produced 37 accused, against whom a chargesheet had been filed, in the
court for identification. However, the witnesses denied that any of
the 37 were part of the mob that had torched the Dalit colony on April
21 this year.

Septuagenarian Tara Chand and his daughter Suman had died in the fire
lit by upper caste villagers following a row with dalits in the
village.

Sources said earlier Karan Singh, Ram Niwas, Ramphal and Rajender had
deposed in court that they could not identify any of the 37 accused
involved in the arson. Karan Singh told the court that his house was
in the same street, where houses were torched, and that he was inside
his house then. However, in the court, he failed to spot any person as
an arsonist.

PK Sandhir, counsel for the accused, told TOI that statements of more
than a dozen witnesses, including cops and doctors, out of over 50
have been recorded in the court till now. The next date for hearing in
the case has been fixed for March 14.

Village tense following Dalit woman's death

VIRUDHUNAGAR: Huge posse of police personnel were deployed at K.
Mettupatti near Sattur after a Dalit woman was hacked to death in
broad daylight.

The police said that T. Subbulakshmi (50) died after she suffered cut
injuries at around 4.30 p.m. at the village.

The police are on the lookout for one N. Perumal of the same village.
He was said to be in an inebriated mood. Initial investigations reveal
that there was no motive.

The body was cremated late in the evening after post-mortem was
conducted at the Sattur Government hospital. The Irukkangudi police
have registered a case and are investigating.

Lucknow : Unhappy with the delay in cancellation of an estimated
50,000 'illegal' Scheduled Castes certificates by the incumbent
Mayawati government, the National Commission for Scheduled Castes
under the chairmanship of P L Punia will raise the issue with the
state government officials scheduled later for this month.
"It's a serious matter and this issue will be high on our agenda,"
said PL Punia, the chairman of the commission.

The SC certificates in question were issued to people belonging to
Other Backward Castes (OBCs) by the previous Mulayam Singh Yadav
regime in 2005. Although the Mayawati government revoked the order,
little has been done to cancel the certificates. Therefore, those
holding the certificates can use these to avail benefits meant for the
SC, the commission feels.

Dr Chandrahas, director of the commission's office in Lucknow that
looks after UP and Uttarakhand, said they had taken up the issue with
the UP government earlier this year, but only a few hundred
certificates were cancelled, that too not in a proper manner.

"It is difficult to ascertain whether the district magistrates are
aware of the process of cancelling the certificates or they are
interested in doing it," said Dr Chandrahas.

"Most of the cancellations have been done on the file, while the legal
process requires that the original certificate should be recalled and
cancelled with red ink," he added.

According to commission, close to 700 certificates were issued in each
district by tehsildars, and the record of the each caste certificate
issued from a district is available with the authorities.

Lucknow, Nov 4 Once considered to be a close aide of Chief Minister
Mayawati, chairman of National Commission for SC and ST P L Punia
today alleged that welfare of dalits was never a priority for the BSP
chief.

"Mayawati is a political person and not a social one.

Dalits were neither her priority in the past nor even today," Punia,
who is also MP from Barabanki district, told PTI.

"I was her principal secretary thrice in her earlier regimes but even
at that time Mayawati did not even once ask me to chalk out a scheme
for the welfare of dalits," he claimed.

He alleged that she has even done away with the system of 'janata
darshan' (a weekly programme where CM met the people) through which
she could get first hand account of their issues.
