UDAYAPUR, Oct 25: Balighare tradition -- the remnants of the
centuries-old slavery system -- is still common in Udayapur. Various
campaigns have been launched against this tradition, but in vain.

As per this tradition, denounced by human rights activists as one of
many forms of slavery, Dalits -- socially oppressed people -- work for
Non-Dalits, especially Brahmins, throughout the year. At the end of
year, Dalits get some five pathis (one pathi is roughly equal to five
kilograms) of rice, maize or millets for their whole year´s works.

Bishwokarmas, people of one of many Dalit castes, craft traditional
weapons (Khukuri-knives, sickles, hoes and blades used in ploughs) as
required by Brahmins.

Similarly, Sarkis cobble shoes and Damais tailor clothes. They do not
get payments in cash. Brahmins, particularly Bishtas here, give just
Rs 10-20 along with some pathis of food grains.

Dal Man Bishwokarma, a resident of Rautaha village in Udayapur, not
only manufactures domestic weapons and equipments used in farming but
also repairs them. He provides his service to 21 Bishta families.
However, he gets only 10 pathis of maize once a year from each of
them.

During festivals like Dashain and Tihar, Bishta families provide Dal
Man with a mana (one mana is roughly equal to half a kilogram) of rice
and Rs 20 each. His family has to survive on this meager income for
the whole year. "With this income, I find it difficult to make ends
meet even for six months," he said. "For the rest of the year, I have
to go somewhere else to work as a laborer."

The tradition, which exploits Dalits´ labor, is still in fashion
mainly in Bhutar, Nametar, Bhalayodada, Panchawoti, Dumre, Barre,
Iname, Jante, Thanagau and Laphagau villages. Harka Bahadur Pariyar, a
resident of Jaate village where 24 Dalit families are stuck in this
tradition, said, "We have been surviving like this for generations."

Many Dalit rights organizations have been raising their voice to
eliminate this tradition. However, due to the lack of any concrete
steps by the government, the Dalits continue to be exploited in
villages.

Oct. 24: Congressmen across the state on Sunday continued to vent
their anger against alliance partner VCK for allegedly desecrating a
statue of former prime minister Rajiv Gandhi in the city. TNCC
president K.V. Thangkabalu, in a strongly worded statement here on
Sunday, added fuel to the ongoing "war of words" by accusing VCK
leader Thol. Thirumavalavan of lacking political decorum.

Starting from Dr B.R. Ambedkar to Lok Sabha Speaker Meira Kumar, Mr
Thangkabalu listed the various top posts held by dalit Congress
leaders and wondered what moral right Mr Thirumavalavan, who forayed
into politics recently, had to criticise the Congress that has a rich
legacy of uplifting dalits more than any other party.

Taking exception to the dalit leader's comment that the Congress had
always been riding piggyback on one of the Dravidian parties ever
since it was unseated in the state 43 years back, Mr Thangkabalu said
the party remained the fulcrum of most governments since 1967.

It was uncouth on Mr Thirumavalavan's part to ridicule the Congress
and violate alliance dharma given the fact that veteran Congress
leader G.K. Moopanar embraced and introduced him to politics, the PCC
chief said, criticising an "ill-informed" Thirumavalavan of "not
getting the facts right".

Mr Thangkabalu also accused the VCK leader of trying to overturn the
Congress-DMK alliance, which, according to him, was currently intact.
Blaming Mr Thirumavalavan of trying to create confusion in the DPA, Mr
Thangkabalu described his statements as unrefined.

ON 5 AUGUST, Union Home Minister P Chidambaram decried the tide of
honour killings in north India and promised legislation to prevent the
dishonour such murders bring to the nation. Just a month before that,
in his own constituency, Sivaganga, a father salvaged his 'honour' by
killing his daughter's lover and brutally attacking the girl. Yet, the
Supreme Court's 21 June notice on honour killings to seven states did
not include Tamil Nadu. In the past three months alone, seven honour
killings and suicides have taken place, with the involvement of the
ooru or village panchayats.

TEHELKA travelled to remote parts of Sivaganga district to unearth the
story of distant relatives Meghala and Sivakumar. Meghala, 19, who was
married against her wishes, decided to elope with Sivakumar to
Pudukottai, about 150 km from her village. Her father, Vijayan,
convinced the lovers to return, promising to formalise their alliance.
A promise that was never meant to be kept. In her statement to the
police, Meghala says that her father and his friends stabbed Sivakumar
and assaulted her. While Sivakumar succumbed to his injuries, Meghala
was hospitalised in Chennai.

Her father is not repentant though. If anything, he is furious with
Meghala. "How can she want to marry someone who is like her brother?"
he barks. Meghala does not have the sympathy of Sivakumar's relatives
either. Sabari Rajan, Sivakumar's brother, says, "The girl is the one
who deserved to be killed." They believe that Meghala persuaded
Sivakumar to elope. According to P Murugadasson, the investigating
officer at Manamadurai Police Station, no one from the village is
willing to testify in court as they all belong to the same community.

Not all killings are about same subcaste marriages. Some are about
untouchability too


UNLIKE THE khap panchayats of Haryana, not all honour killings decried
by ooru panchayats are about same sub-caste marriages. In
Pullakkadupatti village of Dindigul district, it is about
untouchability. Two years ago, the body of Sangeetha, an 18-year-old
girl, was found in a canal. The Naikar girl had fallen in love with a
Dalit boy, Balachandar. The Naikars whitewashed their temple after
Sangeetha's murder to 'purify' her sin. Balachandar's mother alleges
that the police too were party to the murder. "Sangeetha had appealed
to them not to let her parents take her away. However, the police
compelled her to go. Three days later, she was found dead in
mysterious circumstances. The police passed it off as suicide," she
says. Sangeetha's parents, still reeling under the shock caused by the
loss of their 'honour', are mute.

There are 76 sub-castes under the Scheduled Caste category in the
state and more than 200 communities under the Backward Class (BC)
category. K Mahendran, the Dalit MLA from the CPM representing
Perambur constituency, explains, "Since the 1960s, the Dravidian
parties in the state have been dominated by the BCs, who comprise 70
percent of the state's population. BCs benefited largely in terms of
economy and education. But Dalits, who comprise 22 percent of the
population, fell behind. Now BCs dominate Dalits in every sphere of
society."

"In 7,000 villages of Tamil Nadu, untouchability still exists in
numerous forms," says K Samuel Raj, General Secretary of the Tamil
Nadu Untouchability Eradication Front. "It has been happening for a
long time, just that the media has woken up to it only recently."

In another case in Dindigul district in 2008, Sivaji, a 35-year-old
Dalit, was murdered by the brother of his non-Dalit wife, Laxmi, 29,
for daring to elope. Laxmi and her one-and-half-year-old son now live
with her mother-in-law and brother-in-law, and face threats daily.
"The police did not take any action on my complaint," she says. "The
inspector is from my brother's community."

In two years, 1,971 women killed themselves in TN. Many could be 'honour deaths'


Kathir of Madurai-based non-governmental organisation, Evidence, which
tracks cases of honour killings, says all suspicious murders of women
in the state should be subjected to judicial inquiry.

Like the murder of Thankalakshmi in J-Mettur village of Dindigul
district this April. The girl, who belonged to the Kallar (non-Dalit)
community, had eloped with Vinoth Kumar, a Dalit. They were dragged
back home by the girl's parents. "A caste panchayat was convened, to
which the boy's parents were invited so that they could be
humiliated," says Muthamma, the boy's grandmother.

As TEHELKA found, the attitude of the police too is lax. SS
Krishnamurthy, IGP, south zone, refused to comment on individual
cases. "The south zone is very caste sensitive," is all he says.

Analysing the data collected from 22 districts in the state through
RTI, Evidence found that out of the 1,971 cases of women's suicides
from January 2008 to June this year, 90 percent of the victims were
aged under 30. "Many of these cases could be in the name of honour, or
they could even be honour killings passed off as suicides," says
Kathir.

Take the case of Daniel Selvakumar (29), a Chennai-based customer care
executive. The Dalit Christian married a non-Dalit girl, Sathura, in
2008. Sathura's relatives managed to convince her to return to them,
only to keep her under house arrest. The couple kept in touch through
SMSes. Her last message, before poison was poured into her ear, read,
"Come and take me, da."

There is a risk that 'honour' will became a prestigious peg to justify
other crimes, as in the case of the man from Tiruvannamalai in
Virudhunagar district, who is trying to justify the killing of his
daughter, Rajanilatha, a Class IX student, as an 'honour killing'. But
her mother, Muthulakshmi, says the girl was killed for questioning her
father's illicit relationship with another woman. "Appa (father) also
tried to pour poison down our throats," say her siblings.

S Muthukumar, the inspector in-charge of the case, says, "The man
thinks that he won't be labelled a cruel father in his village if he
can prove that he killed his daughter to protect his family's honour."

At this rate, there won't be any honour left to fight for in the state.

New Delhi, Oct 25 (PTI) The Supreme Court today directed the Haryana
Government to file within three weeks its response in the case of
killing of two Dalits and torching of their houses allegedly by upper
caste men at Mirchpur village in Hissar district.A bench headed by
Justice G S Singhvi passed the order on a petition filed by the
victims' families pleading for expeditious action against the accused
involved in the case.Earlier, the apex court had pulled up the Haryana
government for delay in arresting 60 accused in the case.The apex
court had also slammed the Haryana government for its failure to
provide relief and rehabilitation measures to the affected families
and had directed the authorities to provide two quintals of wheat each
to the affected families.On April 21, a 70-year-old Dalit man and his
18-year-old physically-challenged daughter were burnt alive in the
incident, forcing about 150 families to flee the village and take
shelter at a Valmiki temple.

VARANASI: A dalit gram pradhan candidate and her family members were
attacked near Tarna bazaar under Shivpur police station area on Friday
night.

An FIR against six persons was lodged in this connection.

According to reports, Aarti, who contested the election of gram
pradhan from Koiran village where voting took place on October 14, had
gone to see the Bharat Milap fair at Tarna bazaar with her husband and
children. According to her, some youths teased her during the fair.
Some cops intervened after which the eve-teasers fled from the scene.

But when Aarti and her family members were returning home, the same
youths attacked them. She alleged that the miscreants not only beat
them up but also looted some cash, a mobile phone and gold ornaments
from them.

She lodged a named FIR against three persons and three other
unidentified youths after medical examination. No arrest was reported
in this connection till Saturday late evening.

Youth killed in mishap: Vishal (20), a native of Ugapur village, died
when a truck hit his motorcycle near his village under Aurai police
station area in Bhadohi district on Saturday.

He died on the spot. The police arrested the driver and the cleaner of
the truck. The body was sent for postmortem.

The National Council of Churches in India (NCCI) will kickstart a
major ecumenical conference on 'Justice for Dalits' beginning
tomorrow, October 22-25, in New Delhi.

About 100 leaders from churches, ecumenical organisations and Dalit
initiatives are expected to participate in the event to explore
strategies to eradicate caste in society and implore the role of
Church in this relevant mission engagement.

"This conference is to express our Indian Churches position on caste
based discrimination irrespective of denomination and theological
affiliation," said Rev. Raj Bharat Patta, the executive secretary of
the NCCI - Commission on Dalits.

"It will attempt to bring the leadership of the Ecumenical,
Evangelical and Catholic churches together to speak in one voice
against caste system and to outline a common theological position for
the faith basis and mission praxis of the Indian church," he added.

Organized as a follow up to the Global Conference on Justice for
Dalits in Bangkok in March 2009, the Delhi conference will re-look at
the mission strategies of the churches in addressing Dalit concerns at
the local congregation level and at the Church level.

A new publication, Dalit Theology in the Twenty First Century:
Discordant Voices, Discerning Pathways, published by the World Council
of Churches and Oxford University Press (New Delhi) will also be
presented at the conference.

On Saturday, Oct. 23, Church leaders will meet with heads of political
parties, human rights activists, leading journalists and leaders from
different faith for an interactive session to be held at the CNI
Cathedral Church of Redemption, Delhi.

MANGALORE: The Dakshina Kannada district unit of Karnataka Dalit
Sangharsh Samiti (DSS-Bhimavada) has demanded that chief minister B S
Yeddyurappa accommodate senior Dalit leader and MLC D S Veeraiah in to
his cabinet. The Dalit community in the state has been getting a raw
deal from political parties that ruled the state so far and have been
giving them mere assurances without translating it in to reality, DSS
leaders said.

P Keshava, state committee member in a release here stated that
elected representatives from Dalit community are sidelined when it
comes to giving them ministerial berths. Terming the move by present
BJP government under Yeddyurappa to continue with this practice of
discrimination against Dalit leaders as regrettable, Keshava demanded
that CM show his pro-Dalit stand by inducting Veeraiah in to his
cabinet.

Keshava also criticised the state government for its decision to
transfer IAS officer V Ponnuraj as deputy commissioner of Shimoga
district. Listing out the various development initiatives taken by
Ponnuraj during his 22-month tenure as DC of DK district, Keshava
stated all like-minded Dalit organisations condemn this administrative
move, and blamed various powerful lobbies behind the departure of
Ponnuraj.

Noting that there are moves to shift the office of the superintendent
of police from Mangalore in wake of the city police commissionerate
being set up here, Keshava stated that all prominent government
offices in Dakshina Kannada district are located in the city. It does
not make sense to shift the office of the SP of DK Rural district
