Free Medical Camp held at Deekshabhoomi, Nagpur on October 16-17, 2010.
On the ocassion of 54th Dhamma Chakka Pavattan Day, The eminent
organization named Jeewak Welfare Society organized the "Free medical camp"
at Chokhamela Hostel Premises, Deekshabhoomi Nagpur on October 16-17, 2010.
The said organization is organizing the free medical camp every year to
give service for our Dhamma friends and on that ocassion, following dignitaries were present.

New Delhi : Barely a month after industry bodies said they can not
reserve jobs for SCs and STs, P L Punia, who took over as Chairman of
the National Commission for Scheduled Castes on Friday, demanded 15
percent reservation for SCs in private sector.
"There is nothing called private sector in this country. Except 10-15
per cent of them, all private entrepreneurs take loans from public
sector banks and financial institutions, which contribute to their
equity," Punia said. "Private sector will, therefore, have to do
something for the disadvantaged sections."

And if they don't fall in line, Punia warned, he will press for a
legislation. "Private sector will have to be convinced to give 15 per
cent reservation to Dalits or a legislation has to be brought to
implement it," he said, adding that he "will do everything necessary",
including taking up the issue with ministers and the prime minister,
to ensure reservation in private sector.

The comments assume significance as Punia is being built up by the
Congress as its Dalit face to take on his bete' noir, Uttar Pradesh
Chief Minister Mayawati, whom he once served as principal
secretary.Mayawati,incidentally, has been writing to the Centre for
private sector reservation.

The comments, however, could also put in a fix the UPA government,
which favours reservation through affirmative action on part of
industries without making it mandatory through legislation.

The Commerce and Industry Ministry had some time ago written to
industry chambers — CII, FICCI and Assocham — suggesting that
companies benefiting from government incentives reserve about 5 per
cent jobs for SCs/STs. However, last month, representatives of the
industry chambers met Principal Secretary to the PM, T K A Nair, and
conveyed their inability to implement the same.

Punia though is not amused. "Giving reservation to Dalits is not an
economic agenda,it is a social agenda. Through reservation they will
get jobs in the private sector and it will bring them honour, dignity
and respectability. Even in a country like America, reservation is
given to blacks in the name of affirmative action... It must be done
at any cost in India also," he said.

The upper castes, it seems, are not the only ones who discriminate
against Dalits. Three Dalit men in Rajasthan were fined R15,000 each
by their Muslim sarpanch (village headman) for drinking water from a
public tap on Wednesday evening in Randhisar village, 90 km from
Bikaner town in the northwestern part of the state. The trio, Beer
Balram Meghwal, Sattu Ram and Nandu Ram, has lodged a police
complaint.

"We were drinking water from the public tap used by our Meghwal
caste," Beer Balram said. "Gheesu Khan (another villager) was filling
his pots nearby. Some water splashed on to his pots and he started
fighting with us. He then called the sarpanch, Gope Khan, who fined us
R15,000 each."

When the Dalit community protested, some members were allegedly
roughed up by Gheesu Khan and his cohorts. There are around 200
families in the village from the Rajput, Muslim and Meghwal
communities.

Police have been deployed in the village to defuse tension. Bikaner
Superintendent of Police Habib Gouran said cases had been filed
against Gheesu Khan, Khanu Khan, Ramne Khan and Ghulam Khan.

"It is unfortunate that 63 years after Independence we are have not
been able to bring about equality in society," Bikaner MP Arjun Ram
Meghwal of the BJP said. "The sarpanch should be punished. I will
raise this issue in Parliament."

Despite several attempts to contact him, the sarpanch could not be
reached by Hindustan Times.

LUCKNOW: A former bureaucrat-turned-politician and Congress MP from
Barabanki parliamentary constituency, P L Punia assumed the charge of
chairman of National Scheduled Castes and Scheduled Tribes Commission
on Friday.

After taking the charge, Punia held a meeting with senior officials of
the commission.

While addressing journalists later, Punia said that he is aware of the
responsibilities of this constitutional office and his main priority
would be to take prompt and effective action against incidents of
harassment of dalits and ensure justice for them. He said that he is
committed to implement all the schemes related to the welfare of the
dalit community.

In a bid to break free from the fetters of caste-sanctified
disabilities, the Dalits of Chettipulam here will embrace Buddhism on
December 6. The decision was taken here on Thursday. It was on October
14, 1956 that B.R. Ambedkar embraced Buddhism. The same day, last
year, Chettipulam in Vedaranyam was fraught with caste violence, when
Dalits attempted to enter the Ekambareshwarar temple. On the reasons
for the decision, Birla Thangadurai of the Republican Party of India
(Gawai), told The Hindu, "We are unable to contest the constant
assault on our rights and dignity… We will mobilise 2,000 people from
Vedaranyam and embrace Buddhism on December 6, the death anniversary
of Ambedkar."

Two persons of Dalit community beaten up

Muzaffarnagar Oct 16 (PTI) A mother and her son, both Dalits, were
allegedly beaten up by two youths for defecating in their fields at
Bharsi village here, police said.
Ramgopal alleged that he and his mother Ramwati were beaten up
yesterday by two youths, Rahul and Vikas, who belong to an influential
family, when they defecated in their fields, they said.
The injured woman was admitted to a hospital for treatment.
Meanwhile, the two accused are absconding and police is further
investigating the case.

Commision bats for caste reservation in private SC sector

Media reports in September said that CII, Ficci and Assocham had
informed PMO that they will not be able to reserve jobs for people
belonging to SCs and STs.Appu Esthose Suresh
New Delhi: The National Commission for Schedule Castes (NCSCs), a
constitutional body, will recommend caste based reservation in private
sector, said its new chairman P. L Punia, during an interaction with
media while assuming the office at New Delhi. At present the
reservation is restricted to public sector, educational institutions
and government jobs. Punia said, "I will ask the government to
implement reservation in private sector."

His statement assumes importance since it might lead to a stand off
between private sector and government, and keeping the debate on
resevation in private sector alive. Media reports had emerged in the
last week of September saying that three leading industry
associations- CII, Ficci and Assocham- had informed the Prime
Minister's Office that they will not be able to reserve jobs for
people belonging to scheduled castes (SC) and scheduled tribes (ST).
Reports had stated that Hari Bhartia, president of CII, Rajan Mittal,
president of Ficci and Swati Piramal, president of Associated Chambers
of Commerce and Industry of India (Assocham) conveyed their decision
in response to a proposal floated by Department of Industry Promotion
and Policy insisting 5 % quota for disadvantaged sections like SCs and
STs. However, Mint could not independently verify this as CII, Ficci
and Assocham declined to comment. The new chairman of NCSCs, who holds
the rank of a cabinet minister said, "I will study the subject and
recommend the modalities to implement caste based reservation in
private sector."

Uttar Pradesh Chief Minister Mayawati and Environment Minister Jairam
Ramesh are pitted against each other over renaming of Dudhwa Tiger
Reserve, located around 238 km from Lucknow. Mayawati has decided to
rename the reserve - having over 50 tigers — after father of the
Indian Constitution B.R. Ambedkar. Her decision is being seen as part
of a spree to rename various places in the state after Ambedkar or
Kansi Ram, the BSP founder.

Ramesh believes that Billy Arjan Singh, who was pivotal in convincing
former PM Indira Gandhi to declare Dudhwa a national park in 1976,
should get the honour instead.

"I fully share your admiration and respect for Dr Ambedkar. Whatever
we do is not enough to acknowledge his magnificent contributions…"
Ramesh said in a letter to Mayawati on Friday, asking her to
reconsider the decision.

Singh, who died on January 1, 2010, had received many international
awards for wildlife conservation and had received Padam Bhushan in
2006. Ramesh described him as a one who has contributed "immensely for
shaping Dudhwa as a protected area".

Ramesh believes that naming the park after Singh will go a long way in
strengthening the bonds between the forest department and the outside
experts to save India]s national animal, the tiger, whose population
has dwindled to 1,411. This is not the first time that Mayawati and
Ramesh are at loggerheads.

Earlier, environment ministry had opposed Mayawati's Amebdkar parks
but Ramesh was never at the forefront of the confrontation.

The ministry recently opposed UP government's proposed highway on the
Ganga canal, where 10,000 trees will have to be cut.

Abusing a Dalit by his caste in private interaction is not an offence,
a Delhi court has said. The court's observation came while acquitting
a principal of a government school of charges of passing some
derogatory remarks against his junior, belonging to a Scheduled Caste.
To drive home the guilt of the accused, such incidents should happen
in full public view, it said.

"The presence of principal (accused) and the teacher (complainant)
alone during the dispute resulting in any abuse, insult or humiliation
by virtue of caste does not constitute 'within public view' within the
meaning of Section 3 (i) of the Scheduled Caste and Scheduled Tribes
Act," Additional Sessions Judge Dharmesh Sharma said.

Deepak Singh, working as a teacher at Government Boys Senior Secondary
School at Roop Nagar in New Delhi, had accused that Pal Dhama insulted
and humiliated him by calling him with the name of his caste.

Later, the accused also abused him for lodging an FIR against him at
Roop Nagar police station on May 14, 2007.

The court trashed the allegations that the accused also called him
nikamma which also constituted an offence under the Act. "Mere fact
that the accused once remarked that complainant was a nikamma is no
offence which only mean that the complainant was not taking his
teaching assignment seriously and the accused being principal had a
duty to remind the complainant to improve his commitment to work," it
said.

The complainant further alleged that the principal allotted him class
VI for teaching mathematics despite the fact that he was a teacher of
natural science.

"Much grievance is sought to be made by him... but this cannot be
accepted in view of the guidelines of the Directorate of Education
proved on record that empower the principal of a school to depute a
graduate teacher for imparting class in mathematics and science to
students up to class VIII," the court said.
