VISAKHAPATNAM: In what can be termed as apparent lack of concern for
the Dalits, the Union Minister of State for HRD, D Purandareswari,
failed to turn up at a seminar on the rights of SC/ST employees here.


As per schedule, the Union Minister was supposed to attend the seminar
on rights, previliges and responsibilities of the SC/ STs employees in
the defence sector. The organisers had issued invitations to the press
and other dignitaries only after confirming Purandeswari's
participation.

But today, when the invitees came to the venue in time at 3 pm, the
Union Minister was nowhere to be seen. After waiting for more than one
hour, when the minister did not turn up nor was there any information,
national secretary of SC and ST Employees Federation M Narasinga Rao
called her at Hyderabad only to be told that she was too busy to come
to the seminar.

As it turned out, some other high profile delegates, who had assured
the organisers of coming to the seminar, also failed to come.
Ironically, Minister for Tribal Rights Pasupuleti Balaraju was also
one of them.

However, the seminar started with national general secretary of the
federation, MK Ukey stating that the absence of the ministers amply
demonstrated the indifference of the governments towards the issues of
the SC/ ST's of late.

Accusing the Union Government of its negligence in filling up backlog
posts in the defence and other sectors, he said the onus was on the
Union Government to prove its credentials of being a government of the
`Aam Aadmi'.

Speaking on the occasion, Narsinga Rao said lack of reservations for
SCs and STs in the private sectors meant that there were less
opportunities for the unemployed youths of SC/ST.

He also alleged that the tribals in the country were at the receiving
end of the unfavourable decisions of the Union government and added
that the absence of Minister Balaraju showed the state government's
lack of interest in looking after the welfare of the tribals.

MLAs Tynala Vijay Kumar, Siveri Soma and G Baburao and SC and ST
employees in defence sector were present.

Superintendent of Police Dr A Subramanyeshwar Rao directed all police
officers in the district not to handover cases under the SC/ST
(Prevention of Atrocities) Act to Head Constables and Constables.


Addressing at an SC/ST grievance meet at the Police Guest House here
on Sunday, Rao said that the police officers should directly conduct
inquiry into such cases after visiting spots. "Cases under the same
SC/ST (Prevention of Atrocities) Act will be booked against those
police officials, who do not respond to the complaints of Dalits
properly," he warned.

The SP instructed that police should treat SC/ST complainants fairly
and ensure that their complaints are registered properly. "Treat all
SC/ST complainants in the same manner you treat the rich," he said
adding that cops should introspect themselves as to how members of the
SC/ST communities were treated in their police stations. Grievance
meetings should be organised in all police stations on third Sundays
of every month compulsorily. If the meeting was not conducted on the
prescribed date due to any valid reason, the same should be conducted
next day, Rao said. Initiative should be taken to create awareness on
the provisions of SC/ST (Prevention of Atrocities) Act at the
station-level grievance meetings, he added.

Talking about cases related to tresspassing or encroachment on land
belonging to Dalits, the SP said that such cases should also be
considered under purview of the SC/ST (Prevention of Atrocities) Act.
Police should register cases under the Act if prima facie offense was
sighted in the complaint, he suggested.

Action sought against SIs

Karnataka Dalitha Sangharsha Samithi District Convener S P Ananda said
that action should be taken against Sub Inspectors Chikkaswamy Gowda
and Raghava Padil for allegedly torturing an Akashavani transmission
executive Sudhakar, who is a Dalit.
Ananda brought to the notice of SP that Uppinangadi Sub Inspector
demanded Rs 1,000 bribe from a Dalit youth Vasanth for putting a stall
at the annual festival ground. He said that the officer had threatened
Vasanth and removed his stall forcefully.

Explaining another complaint, Ananda said that the Kavoor Police
detained Rajappa and his two-year-old child from morning till evening
without any reason. Rajappa and his family were staying in a house
constructed on government land for the past 20 years. However, the
police harassed Rajappa without any complaints, he added.

SP A S Rao assured that the police will conduct inquiry into all
allegations and take necessary steps to ensure justice. Meanwhile,
answering to a query with regard to the defamation complaint filed by
former Mangalore University lecturer Umeshchandra against a Kannada
daily Editor and Reporter, DySP S Girish said that the inquiry is in
its final stage. "A chargesheet will be submitted before the court
soon," he added. Additional SP R Ramesh, DySPs B J Bhandary and C K
Shashidhar were present.

HYDERABAD: After deciding to support the bifurcation of Andhra Pradesh
into Telangana and Seemandhra, AP Dalit Mahasabha on Tuesday submitted
a set of conditional demands to the Srikrishna Committee.

"Before recognising the legitimacy of a separate Telangana, the
Central government must also recognise the fears of the people of
Seemandhra," Katti Padma Rao, general secretary, DMS told media
persons. "Seemandhra must be granted Rs. 1 lakh crore to build a new
capital within five years. Till then Hyderabad must function as a
joint capital." Mr. Rao said administration would become more
accessible and governance more participatory in two separate, smaller
States. To further the process of devolution, the number of districts
should be doubled.

He hoped that the two new States would be sincere in protecting the
rights and interests of weaker sections. "There must be adequate
representation of scheduled castes, scheduled tribes, backward castes
and minorities in the administration. Jobs must be reserved for them
in the private sector too." He said excess and uncultivated land
should be distributed among dalits.

Dalit family exiled, police fail to act

March 25: Tension prevailed at Mushtipalle village of GD Nellore
mandal of the district, about 28 km from Chittoor, on Thursday, when
about 50 upper caste women wielding chappals and broomsticks, attacked
a group of Dalits and BC community leaders, chasing them away from the
village.
According to information, a family of the Rajaka community had settled
in a corner of the village and built a house.
This being the only household representing the Rajaka community, upper
caste villagers grouped together and threatened the family to leave
the village, saying that their presence and their house was a bad omen
to the village.
On Tuesday last, the house was set on fire, forcing the inmates to
come out. Rendered houseless, the family took shelter under a tree.
Village elders passed a dictate that none should entertain the family.
The family had to go to the fields to drink water and cook food in the
open since two days.
In this backdrop, about 50 members of Dalit and BC groups entered the
village on Thursday, only to find stiff resistance from women.
In the evening, about 200 protestors from Chittoor joined the stir and
a dharna was staged in the middle of the village. Members of the
exiled family alleged that though they had reported the matter to
police and revenue officials, no action was taken against their
attackers.
Meanwhile, police authorities from Chittoor left for the village to
pacify the two groups and ensure an amicable settlement for the
victimised family.

On the heels of the Sachar Committee report on the socio-economic
status of Muslims, the National Council for Applied Economic Research
(NCAER) has come out with data about the economic status of Muslims
that makes dismal reading.

Nearly one third of Muslims in the nation survive on less than Rs 550
a month, NCAER says and adds that three out of every 10 Muslims were
below poverty line and lived on less than Rs 550 a month in the year
2004-05.

Even among the poor, urban Muslims were better off compared to those
in villages, who survived on Rs 338 a month during the year under
review, NCAER said in a report last week.

"The Adivasis are the most vulnerable group with nearly 50 per cent
below the poverty line...(followed by) the Dalits and Muslims with
poverty rates of 32 per cent and 31 per cent," said the Indian Human
Development survey conducted by the NCAER and University of Maryland
of the US.

The survey took the poverty line at Rs 356 per person per month in
rural areas and at Rs 538 in urban areas for 2004-05.Besides, the
survey said Muslims are at the bottom in terms of rural household
income.

However, in the country, Muslim households are slightly better off
than Dalits and Adivasis as a whole.

"Adivasi and Dalit households have the lowest annual income at Rs
20,000 and Rs 22,800, respectively. The other backward classes and
Muslim households are slightly better off, with incomes of Rs 26,091
and Rs 28,500," the report said.

As per the 2001 census, there were 13.8 crore Muslims, accounting for
13.4 per cent of the total population of India.

The survey said Muslims are most likely to generate income from small
family businesses, partly because of educational differences across
the community. It said social group differences in enrolment were
striking.

Dalit, Adivasi and Muslim children were far less likely to enroll in
schools and were slightly more likely to drop out than others, the
survey said.

Najib Razak, the Malaysian prime minister, will on Tuesday make the
most important announcement of his year-long tenure when he reveals
how much of the discrimination favouring the country's majority
population group he is willing to eradicate.

Ministers have been discussing radical plans for a "new economic
model" that would greatly dilute affirmative action in favour of
Muslim Malays, who make up 53 per cent of the population. They are
also considering rolling back benefits accorded to indigenous people
from the two Malaysian states on the island of Borneo, who account for
about 12 per cent.

Najib will take the political risk of dismantling the privileges of
the Malay majority, which forms the core of political support for his
United Malays National Organisation, the main party in the governing
National Front coalition.

"Looking back over the year that Najib has been prime minister his
administration has been blowing hot and cold where reforms are
concerned, especially where they concern race-based affirmative
action," says Ooi Kee Beng, a Malaysia expert at the Institute of
South East Asian Studies in Singapore.

The Malay and indigenous groups, collectively known as bumiputra, or
sons of the soil, are regarded as economically disadvantaged and have
benefited from a range of policies intended to increase their
prosperity relative to the ethnic Chinese and Indian minorities, who
account for about 34 per cent of the population.

The policies were introduced in part by Malaysia's 1957 independence
constitution and in part by the "new economic policy" of 1971, brought
in after race riots in a drive to spread wealth more evenly.

Affirmative action programmes include cheaper housing loans, quotas
for university places and civil service jobs, and preferential
treatment in competitions for government contracts and for permits
required to operate businesses. Many companies must set aside 30 per
cent of their shares for bumiputra owners.

Mr Najib is expected to press ahead with some economic reforms,
including attempts to get Khazanah, the state investment agency, to
sell some of its holdings in a wide range of Malaysian companies as
part of a drive to increase liquidity on the Kuala Lumpur stock
exchange.

There is also likely to be some liberalisation of rules governing
foreign direct investment, which has fallen off since the 1997/98
Asian financial crisis, when Malaysia imposed capital controls against
advice from the IMF.

However, the proposed bumiputra reforms are trapped in a heated debate
between liberal Malays such as Nazir Razak, a business leader, and
defenders of Malay interests such as the campaigning group Perkasa,
the Malay word for a warrior.

Mr Nazir and others argue that bumiputra preferences are hampering
business. But Perkasa says Malays need to make more economic progress
before affirmative action can be scrapped.

Many Malays support some degree of reform, not least because the
system is regarded as benefiting mainly better-off Malays who know how
to exploit it. Anwar Ibrahim, the opposition leader who is on trial
for sodomy, has won significant support for demands that assistance
should be redirected towards poorer Malaysians of all races.

Shantinagar tense after miscreants damaged the statue at Nanjappa Circle

Timely intervention of police on Sunday averted a possible communal
violence in the city after a few miscreants desecrated the statue of
Dr B R Ambedkar at Nanjappa Circle in Shantinagar.

As the news of desecration of the statue spread, several Dalit groups
started staging a protests demanding postponement of the BBMP
elections. With Dalit leaders visiting the place, the situation turned
tense and soon the roads were deserted as people opted to stay
indoors. Traffic was blocked and a few commercial establishments that
were open also downed shutters.

Police Commissioner Shankar Bidari ordered deployment of cops in the
area and local police officers held discussions with the Dalit
leaders. "The incident gave us a rude shock, as it happened on the
polling day. But we ensured that nothing went wrong," a cop said. The
Dalit leaders were assured that a bronze status of Ambedkar would be
installed at the same spot shortly and the culprits would be arrested
with the help of the traffic enforcement camera fitted near spot.

LUCKNOW: Uttar Pradesh CM Mayawati has called for countrywide protests
against the Women's Reservation Bill next month, saying that the
legislation was against Dalit icon Bhim Rao Ambedkar's ideology of
empowering women from all sections of society.

"Ambedkar, the chief architect of the Constitution, wanted empowerment
of women from all sections of society, but the bill wouldn't benefit
women from SC, ST, OBC, religious minorities and upper caste poor,"
said Mayawati while addressing a meeting on Saturday. She called on
her party cadres "to leave no stone unturned" for the countrywide
protests on April 14.

The party plans to hold the protests at the tehsil level and has asked
its leaders to educate people about the "flaws" in the bill, which
envisages 33% reservation for women in the legislature.

Mayawati said the BSP wasn't against the reservation, but wanted a
sub-quota for the women from the weaker sections of society.

The CM launched a frontal attack on Congress and called the party
"anti-Ambedkar". She said Congress forced Ambedkar to sign the Poona
Pact under which Dalits had to give up the demand for separate
electorate and agree to reservation of seats in the legislative
bodies. "The Hindu Code Bill drafted by Babasaheb as Union law
minister in the Jawaharlal Nehru cabinet after Independence provided
many rights to Hindu women, but he was forced to resign following
stiff opposition by Congress leaders," she said.

Mayawati said the Bharat Ratna was conferred on Ambedkar 43 years
after the Independence, when the BSP-supported National Front
government was in power.

Mayawati govt rubbishes Rahul's charges on NREGA

Lucknow, Mar 29 (PTI) Facing flak from Congress leaders, especially
Rahul Gandhi, over alleged misutilisation of central funds meant for
NREGA, the Uttar Pradesh government today rubbished the charges and
claimed that the state has achieved second rank in implementation of
the rural job guarantee scheme.

"UP has created a record by spending Rs 5,600 crore under the Mahatma
Gandhi National Rural Employment Scheme till March 20, which is 85 per
cent higher than last year. The state has achieved second rank in the
country," Principal Secretary (Rural Development) Shri Krishna said.

His rebuttal comes close on the heels of Gandhi, during his recent
visit to Amethi, accusing the Mayawati government of failing to
properly utilise the funds allocated by the Centre.

EC to set up panel to monitor expenditure

NEW DELHI: In the wake of the controversy over Mayawati's cash
garland, the Election Commission will set up an 'expenditure
monitoring division' to be manned by I-T officials to maintain
expenditure statements of parties and candidates and take follow-up
action.

Election commissioner S Y Quraishi said the new division would be in
place before the Bihar assembly election later this year.

Quraishi said use of cash garlands was an "old phenomenon" and only
the scale and magnitude had changed. "The money in cash garlands will
come under the category of donation to political parties. Since there
is no election right now, it does not seem to be in violation of the
election law," Quraishi said.

However, he said parties would have to account for cash garlands while
filing their returns to avail any tax benefit.

[ZESTCaste] About the Patan PTC girl from Gujarat

 

I would like to thank Mr. Benjamin Kaila and Mr. Kirit Parmar, as well as all the other people who have helped the Patan PTC girl.


I am an author who started writing mainly after my retirement from government service. 

Earlier, I had visited her village Jetalsar (Taluka Visnagar, District Mehsana), and had met her parents. At that time I had given Rs. 5000 to them and later I gave Rs. 1000. I had also announced in the Dalit magazines that I will give four of my books to any person who sends her a money order of Rs. 200. Many people have sent MOs directly to her or her father, and I have received around 10 letters from the donors.

I had tried to get her a job in the weekly magazine 'Padkaar' published from Gandhinagar, but when I talked to her on the phone, she said that her parents did not want her to leave her home.

She has talent and determination, and with some help, she is sure to succeed.
