My name is Prashant Niswade, i am doing MBA-BT in Dept. of Management Sciences (PUMBA),University of Pune, i am from very poor family, my parents can not afford my expense, so thats why i have applied for education loan, but their i got worse experiece, i am from a village Drugwada its in Wardha District(Maharashtr a), so my lead bank is Bank of India,Sahur
Initialy,bank manager denied my application because my father had crop loan that was Rs.13,000 so we have taken loan from friends and relative and repay it, then he given us application, i submited it with all documents, i just applied for Rs.150000 according scheme there is no need of guarranter but he demanded me for guarranter and many unneccesary document still we have given him all, but now he denied us just saying that its in process from last two month,
i already finished my first semester by taking loan from our friends and relative, so now i realy worring about my finacial condition.
so i want your help regarding this bank process and legal suggestion, if there will anyone from Bank of India please help me

Prakash Ambedkar, national president, RPI, presenting an award to a

Ambedkar, in Vellore on Wednesday.

VELLORE: The Oppressed People's Unity Pledge-Taking Day Conference,
organised by the Republican Party of India (RPI) in connection with
the 53rd death anniversary of B.R. Ambedkar here on Tuesday, urged the
Central government to bring in legislation without delay to ensure
reservation for the Scheduled Castes and Scheduled Tribes in the
private sector. It said it is in the light of the dilution of
reservation in the public sector on account of privatisation and the
livelihood of the oppressed classes "becoming a question mark."

A resolution was adopted at the conference presided over by C.K.
Thamizharasan, Tamil Nadu State president of the RPI, in the presence
of national president Prakash Ambedkar.

The conference urged the United Progressive Alliance government to
bear the education expenses of Dalit students in all colleges. It
requested the Centre to ensure reservation for SCs/STs in its higher
educational institutions. The conference appealed for a separate
budget for schemes for the welfare of the SCs/STs, as done for the
Railways. It wanted allocations to be made directly to the Department
of Adi Dravidar Welfare of State governments for implementation.

The conference appealed to the State government to establish bank
branches for the Tamil Nadu Adi Dravidar Housing and Development
Corporation (TAHDCO) in all districts and to enhance the TAHDCO loans
by three times. It urged the Central and State governments to waive
the TAHDCO loans and educational loans granted to the SC/ST people.

The conference urged the State government to prevent the Palar River
from becoming dry and polluted and to take steps to strengthen the
waterbodies in such a way that they permanently yield water. It
pleaded for the extension of the Hogenakkal scheme to Vellore.

Mr. Prakash Ambedkar called upon the Dalits to be vigilant and ensure
that the schemes meant for the welfare of the SCs/STs are not only
implemented but also lead to the fruition of the efforts taken by
Dalit organisations.

With many SCs/STs having educated themselves and become doctors,
engineers, business people and entered the Information Technology and
management sector thanks to the reservation brought by the efforts of
B.R. Ambedkar in the government sector, the Central government was
slowly depriving the Dalits of scholarships and subsidies. He recalled
the words of his grandfather, B.R. Ambedkar, who said that the moment
the Dalits stopped being vigilant, exploitation would start. Mr.
Prakash Ambedkar said that the present problem arising out of the
announcement of a separate Telangana State, leading to the demand for
the bifurcation of other States, would not have arisen, had the
Central government followed the advice of B.R. Ambedkar to form
smaller States during the process of linguistic reorganisation of
States. Mr. Thamizharasan accused the Dravida Munnetra Kazhagam
government of failure to introduce new schemes for the welfare of
Dalits. He urged the DMK government to provide for reservation for
Dalits in the Cabinet, and the Central government to increase the
reservation for Dalits and tribals from 19 to 22 per cent. C.

Rastriya Brahmin Samaj has stated that it is utterly not in favor of
national interest to carve out federal states based on ethnicity,
asserting it is injustice to place Bahun-Chhetri in the category of
other castes, state-owned news agency RSS reports.
Organizing a press conference in the capital on Wednesday, the Samaj
demanded that the ethnic glory, self-esteem and rights of Bahuns be
protected, claiming ethnicity-based and federal states are detrimental
to the state.

Ethnic reservation is impractical and unscientific, and the words such
as indigenous nationalities have been identified in an autonomous way,
the Samaj concluded.

Central Chairperson of the Rastriya Brahmin Samaj Narayan Prasad
Adhikari said there was no need to explore the existence of Bahuns
"who have been the inhabitants of the country for the last thousand

New Delhi : The Supreme Court on Wednesday sought a reponse from the
government on a plea to grant Scheduled Caste status to Dalit converts
to Christianity, Islam, Zorastrianism and Jainism.
Admitting the petition filed by the All India Christian Federation, a
bench of Chief Justice K G Balakrishnan and Justice B S Chauhan issued
notices to the Centre, the Andhra Pradesh government and the National
Commission for Scheduled Castes.

Over two years ago on July 19, 2007, the Supreme Court had asked the
Centre to place its view on according Scheduled Caste status to Dalit
Christians on petitions filed by the Centre for Public Interest
Litigation and advocate D David of Vellore in Tamil Nadu. The bench,
then headed by Chief Justice of India K G Balakrishnan, had directed
the then Additional Solicitor General Gopal Subramanium, now Solicitor
General, "all information, data and details" within eight weeks.

The present petition has similarly challenged the legality of para 3
of the Constitution Scheduled Castes Order, 1950, which provides Dalit
Hindus with Scheduled Caste status for benefit of reservation. The
petition sought parallel reservation for converted Dalits of all
faiths as those extended to Scheduled Castes following Hinduism,
Buddhism and Sikhism.

BERHAMPUR: Ten dalit families of Thuruburei village of Shergarh block
in Ganjam district are alleged to be facing severe casteist social
ostracisation.

The irony is that this casteist social ostracisation continues in a
village which is part of the Hinjli Assembly constituency represented
by the Chief Minister, Naveen Patnaik.

Exploitive norms

The victims of social ostracisation say they are facing the wrath of
upper castes of the village as they are not ready to bow down to their
derogatory exploitive norms.

The Thuruburei village is inhabited by around 500 families. Out of
them 20 families are 'washermen' or 'Dhobi' by caste. Pradeep Sethi,
an aggrieved dalit of the village said the upper castes have targeted
10 'dhobi' families who refused to bow down to the diktat of upper
castes.

It is alleged that the upper castes have barred them from using the
village well, tubewell, grocery shop etc.

They are not being allowed to harvest the crop in their field.

Tussle

As per Mr. Sethi, the tussle between the dalits and upper castes of
the village had started more than a year ago.

The 'Dhobi' families had demanded hike in the yearly payment made by
the upper caste families.

Each upper caste family was paying Rs. 20 per year to the designated
washerman families to wash clothes throughout the year.

Ten 'Dhobi' families had demanded the allowance to be hiked to Rs. 50 per year.

The other 10 washermen families had preferred to continue with the old payment.

Pay revision


This had irked the upper castes who had decided to ostracise the 10
washermen families who wanted revision in the meagre payment.

Several dalits of the village were also fined by the upper castes when
they refused to wash clothes at extreme low price.

Tussle between them had aggravated when dalit families opposed
construction of an Auxiliary Nurse and Midwife (ANM) centre on a patch
of land which they claimed to be a road as per the revenue records.

The dalits used to have a cow shed on the patch of land. On Thursday
the tussle took violent shape. One dalit, Bhimasena Sethi was
seriously injured.

He was admitted in the MKCG medical college hospital. Both warring
groups have filed cases against each other in the Hinjli police
station.

In December, 1996, Murugesan, a Dalit, contested for the post of
president of Melavalavu panchayat, near Madurai, and won. The members
of the dominant community, the Kallars, were aghast and angry. "They
told Murugesan he would be taught a lesson," says Dr George Mathew,
founder-director of the Delhi-based Institute of Social Sciences.


On June 30, 1997, Murugesan and a few Dalits were travelling on a bus
from Madurai. About 2 km from Melavalavu, the bus was forcibly
stopped.

More than 20 people attacked Murugesan and his companions. All were
killed instantly.

"In many parts of India, people refuse to accept the empowerment of
Dalits, women and marginalised people," says Mathew. "They say, 'My
father, a high caste, sat on this chair. I will not allow anybody else
to sit on it.' Because of this feudalistic attitude, many suffer from
harassment at the grassroots level. Scores of people have also been
killed." Most state governments also want to kill off the panchayati
raj system.

According to the 73rd Amendment of the Indian Constitution, 29
subjects like agriculture, irrigation, fishing, housing, roads and
water, have to be transferred to the panchayats, but so far only lip
service has been done.

"The fault lies with the politicians, the bureaucracy, the upper
castes, landlords and middlemen, like contractors," says Mathew. "How
can a few thousand powerful people manage this crowd of 30 lakh
elected representatives? They prefer to deal with a single MLA or the
bureaucracy. So they will not allow the panchayats to flourish." But
Mathew is all praise for Kerala, which has allowed decentralisation to
take place. "There is a culture of local government here, thanks to
forward-thinking leaders like EMS Namboodiripad, and social reformers
like Ayyankali and Sree Narayana Guru," he says. "Many government
departments have to work through the panchayats." Mathew is also happy
with the infrastructure.

"There are proper buildings and the offices are equipped with
computers and all the modern facilities," he says. In other states,
the panchayat offices are usually located in the homes of landlords.
People from lower castes are not allowed to enter.

There is no office equipment. Despite this, Mathew and the institute
have been propagating the need to develop local self-government. "If
power is not decentralised, it will lead to alienation," says Mathew.
"When that happens, people will resort to violence." Mathew says that
this is already happening. More than 200 districts in India are under
the control of the Naxalites. "Where are we heading?" he says. "The
people in the cities are going one way, while the rest of the country
is going somewhere else. We must ensure that the other India also
becomes developed." Mathew was in Kerala recently to deliver the Dr.
N. Parameswaran Nair Memorial Lecture at the Sree Narayana Guru
Institute of Science and Technology at North Paravoor. He spoke on
'Power to the people: where are we?' and sounded pessimistic.

"There are 150 MPs who have criminal antecedents," he says. "Out of
that, more than 100 are crorepatis.

Initially, these people did not have a fortune.

After two terms as MLA or MP, they become crorepatis. Can we call it a
democracy? The world might respect us because of our system, but,
fundamentally, our democracy is flawed," Mathew points out.Shevlin

CBHENAI: CPI State secretary D Pandian said the claims that Justice P
D Dinakaran, involved in land grabbing issue, was being targeted
because he was a Dalit "is like insulting the Dalits''.


Speaking to reporters, while explaining the decisions taken at the
party's executive council and State committee meetings, which were
held in the city from January 3 to 5, Pandian said the term 'Dalit'
was being used to save him from the allegations the Karnataka High
Court Chief Justice was facing.

The CPI leader charged that there were several cases in the State in
which government and private land were being usurped using fake
document in connivance with police and revenue officials. "In several
places, the real owners of the lands were deprived of their property
because of this trend, which is witnessed throughout the State," he
said.

Claiming that the law and order situation had deteriorated, Pandian
said four party functionaries, including a panchayat president, were
murdered in recent months. He also said CPI would launch an Iyyakam
(movement) to protect the lives and properties of the people.
