SC empowerment still a long way to go

NEW DELHI: Dalit empowerment has yet not reached top echelons of the
Delhi's bureauratic structure. The government on Wednesday told the
Lok Sabha
that not a single officer from Scheduled Caste category is posted as
secretary at the Centre. Scheduled caste account for 16% of the
population.

There are 88 secretaries, 66 additional secretaries, 249 joint
secretaries and 471 directors at the Centre. The data presented by
minister of personnel and training Prithviraj Chavan shows that from
scheduled caste category, there is only one additional secretary, 13
joint secretaries and 31 directors. STs account for 8% of the
population.

The condition is marginally better for the Scheduled Tribes as four
secretaries, one additional secretary, nine joint secretaries and nine
directors are from the category. In terms of terms of percentage,

"Officers, on the above posts, are appointed on deputation basis from
various cadres. Therefore, the percentage of SC/ST officers on these
posts need not be same as in their respective cadres," Mr Chavan said.

He also said the posts of secretary, additional secretary and joint
secretary in the ministries and departments are not promotion posts,
with the exception of posts in the ministry of external affairs, where
the posts of these designations are cadre posts.

"Under the central staffing schemes, the posts of secretary,
additional secretary and joint secretary in other ministries and
departments are mostly filled by appointment of officers, borrowed
from various cadres, including the state cadres, who are empanelled to
hold such posts and who give their option for deputation under the
Central staffing scheme," the minister said.
