Uttar Pradesh CM writes to PM; terms new pricing system 'anti-cane farmers'

Lucknow, Oct 30 : Uttar Pradesh Chief Minister Mayawati today wrote a
letter to Prime Minister Manmohan Singh, seeking to reconsider the
implementation of the new pricing system of Fair and Remunerative
Price(FRP) for the sugarcane that was 'anti-farmers'.

'' The Centre should reconsider the implementation of the new pricing
system as per which the state government is supposed to pay the
difference between the FRP and State Advisory Price (SAP),'' Ms
Mayawati stated in the letter to the PM.

The central government did not take UP government in confidence before
bringing the FRP arrangement, the letter read.

As many as 40 lakh cane farmers were dissatisfied as their rights were
being ignored under the new system to be applied this crushing season.

The CM said the central government raised Statutory Minimum Price
(SMP) for wheat and paddy, but cared little for the cane farmers.

As per the new system, the state government would have to bear the
burden of difference, if it fixes SAP above the FRP.

Yesterday, the Centre had announced a price of Rs 130 per quintal
under FRP which has replaced the SMP.

Who can deny the fact that Indian Muslims have gone far behind in
almost all walks of life as compared to their compatriots. Their
social and economic condition is even worse than 'Dalits'. A number of
intellectuals from our own community do not tire of uttering the same
old words 'Muslims are themselves to be blamed for their
backwardness.'

Muslims have not been given the concessions and privileges enjoyed by
Hindus, Buddhists, Sikh and Dalits. Under certain provisions Dalits
have been given 14 percent reservation in all state and central
government jobs. This has been laid down in section 341of the
Constitution. According to this Section, Harijans were identified on a
countrywide scale and seats were reserved for them in all government
departments save the judiciary. They were called scheduled castes and
schedule tribes. They were also given the privilege of reservation in
the Lok Sabha and state assemblies in the same proportion. Dalits are
also given the facility of building their houses under the Indira Awas
Scheme. But Dalit Muslims have been deprived of all these
constitutional privileges and concession, whereas the fact is that the
financial, social and political condition of these Dalit Muslims is
worse than the Hindu, Sikh and Buddhist Dalits in all respects. In
certain places it is almost impossible to differentiate whether they
are Dalit Muslims or non-Muslims. The financial and social condition
of Halalkhors, Nats, Bhatyaras, Dhunias and Bhants etc is so bad that
they are leading a life worse than that of Dalits.

In this connection it is worth noting that under religious
restrictions of section 341 of the Constitution Dalit Muslims are
deprived of the benefits available to scheduled caste people whereas
section 14 of the constitution specifies that government will not
discriminate on religious grounds. Though there are strict
instructions in the Constitution not to discriminate on the basis of
race and religion, the followers of a particular religion have been
deprived of their basic rights. What kind of Constitution is this?
Now, when the central government has formed a Constitution Review
Committee half a century after independence, different Muslim
organization should pressurize the government to bring this fact under
discussion. Another noteworthy aspect in connection with scheduled
caste reservation is that those Muslims who got fed up with the
tyranny of Hindu and embraced Islam(which preached religious equality)
centuries ago, were Hindu sweepers, shoe makers, washer-men etc at
that time. But when they became Muslims, the Constitution of free
India turned them out of the scheduled castes category as a
punishment. They were given such a harsh social and political
punishment for embracing Islam and our Muslim thinkers and leaders are
still silent. In this connection the well known journalist, Kuldeep
Nayar clearly said that Muslims should not demand the inclusion of
Dalit Muslims in the category of notified castes. He was of the
opinion that reservation for schedule castes is due to their
exploitation for thousands of years in the past. Since these people
have deserted Hinduism and embraced Islam, these Dalit Muslims have
become free from the tyranny of Brahmins. All are equal in Islam; so
why should they be included in the category of scheduled castes? But
Nayar probably forgets that on the recommendations of the Mandal
Commission, backward Muslims have also been included in the category
of 27 percent reservation together with the backward people of other
religions and these Muslims are enjoying the benefits from the times
of the former Prime Minister VP Singh.

People who say that the privilege of reservation available to
scheduled castes and other backward classes are against religious
principles are trying to spread serious misunderstanding because the
motive behind such reservation is to provide opportunities to those
people in the society who are left behind in the social ladder. As a
matter of fact, this idea is exactly akin to the principles of
equality in Islam.

Now let us think about the dangerous consequences that will emerge on
account of non-inclusion of Dalit Muslims in the category of scheduled
castes. Just think: Hindu sweeper is SC, whereas a Muslim sweeper is
OBC.; Hindu juggler is SC (in Bihar), Muslim washer-man is OBC; Hindu
'Paasi' is SC, Muslim 'Paasi' is placed in the OBC category. There are
dozens of such examples where despite similarity of social standing
and profession, Muslims have not been included in this list only to
deprive them of the privileges and facilities. Harmful consequences of
all such policies are now cropping up. There are dozens of families of
Nuts, Bhatyaras and Bhant etc in the suburban areas of East Champaran,
Siwan and Vaishali districts in Bihar whose forefathers converted to
Islam, but there was no perceptible difference in their way of life.
But when their later generations became somewhat literate, they
realized that the constitutional privileges and facilities were not
available to them because of being Muslims and these could be readily
available to them if they revert to their old religion. The number of
such people in Bihar is increasing who are going for government jobs
from the category of scheduled castes. How serious this problem is
from the Muslims' point of view, can very well be imagined. The
problem is how to prevent this trend of conversion? Under these
circumstances there appears to be only one way – that all Muslim
organizations should join together on one common platform and start a
movement for bringing about an amendment to section 341 of the
constitution that lays down the religions restriction.

It is a matter of satisfaction that in Bihar some organizations are
carrying on a movement for amendment in section 341 and certain
perceptible results of this movement are being observed. It is because
of the pressure of these organizations that on 21 July last the Bihar
Assembly unanimously forwarded a recommendation to the central
government for inclusion of Dalit Muslims in the category of scheduled
castes, because their economic, social and political condition is
unimaginably worse.

Unfortunately, the problem of these organizations in Bihar is that
their leaders are becoming more and more selfish which has made them
quite ineffective. Leaders of these organizations have started using
their public image for their own political gains. Some leaders are
using their influence and approach for distribution of tickets for
Assembly elections while others are using these for getting their
seats reserved in the Legislative Council. The overall result of all
such activities will be that the movement will be weakened and will
become a victim of horse trading and 'give' and 'take' policy of
political parties.

Hence the need of the hour is to publicize such movements on a
country-wide scale so that 'Dalit' Muslims could not be exploited
anymore.

for them no law, no land, no fathers mothers brothers.

They slave in little tea shops, they beg along the road,
they sleep upon their little feet, they have no bed, no board.

Government makes new budgets of which they are no part.
Governments feed on government grants, they eat their little heart.

The rich perform ablutions to please the gods above;
the gods return their favours and increase their treasure trove.

Little Indians find employment in hell holes we call factories;
their lungs fill up with poison gas, government collects the taxes.

Some little Indians go to public school in bus or car or jeep;
a million others look for food in wayside garbage heap.

Their schools are in Government file, their meals are part of Plan,
but when nation needs an atom bomb, they eat whatever they can.

Little Indians, they are taught to sing 'mera bharat mahan';
Little Indians wipe their hunted eyes - they wonder what is on.

train was foiled by the passengers and the accused was handed over to
the Government Railway Police (GRP) at Amla town in Madhya Pradesh,
police said on Friday.

According to police, the victim was travelling from Kishangarh to
Delhi in the general compartment. She went to the bathroom when the
accused, Sanjay Soni, 24, also entered the toilet and tried to rape
her, GRP official Lokesh Marko told.

The incident took place late Thursday.

When the woman tried to raise an alarm, the passengers broke open the
doors of the toilet and nabbed Soni, police said.

of a young Dalit woman, who died after delivering a stillborn child
Thursday, as the staff of a government-run medical centre in Uttar
Pradesh refused to attend to her.

The state government has ordered an inquiry into the incident that
took place at the Bhadiyan community health centre in Uttar Pradesh's
Sultanpur district, some 250 km from Lucknow, where 26-year-old Sona
Devi died for want of medical treatment, an official said.

"My wife, who was eight months pregnant, complained of severe pain
Thursday after which we rushed her to the community health centre.
However, the medical staff there made caste-based remarks against me
and directed me to take my wife to some other place," her husband
Phool Chand told reporters in Sultanpur.

"As my wife was writhing in acute pain, I pleaded with them (community
health centre) many times to admit my wife. I even folded my hands
before them, but to no avail. After lying unattended for hours, my
wife delivered a stillborn and died after sometime," Phool Chand, a
resident of Bela Mohan village in the district, said.

Following Sona Devi's death, the medical staff went in a tizzy and
called for an ambulance on the pretext of shifting her to the district
hospital, he said.

"They called the ambulance just to pacify me so that I do not register
a complaint against them. I even asked the medical staff as to what
was the use of shifting the patient after her death. They did not
reply and my wife was taken to the district hospital, where she was
declared brought dead," alleged Chand.

Sultanpur's Chief Medical Officer (CMO) G.P. Kushwaha, told that a
high-level inquiry has been initiated in the matter, and officials at
the centre asked to given an explanation.

"We will take strict action against the medical staff of the health
centre on completion of the inquiry," he added.

KANPUR: The specially constituted SC/ST Act Court on Thursday rejected
the bail application of a police constable, Hanuman Prasad, who had
been
arrested on abduction charges.

According to report, Prasad had allegedly kidnapped a minor boy,
identified as Vipin, a couple of months ago when he was playing
outside his house in Chakeri area. Vipin's father had charged in his
FIR that Vipin was last seen with the constable and had thereafter
gone missing.

SI surrenders: Sub-inspector Pappu Singh, involved in a custodial
death, surrendered before the court of chief judicial magistrate
Kanpur Nagar on Thursday.

According to the FIR, Pappu Singh was posted as incharge of Hanspuram
police outpost in Naubasta area. The policemen had fetched one Jang
Bahadur from his Khadepur Colony house and he died in their custody.
The mob had gone berserk and had attacked the police outpost and burnt
the motorcycles of the policemen. Pappu Singh had been suspended in
that case and was wanted by the police. On Thursday, he surrendered in
court.

Kochi: A fair and complete probe should be carried out on the attacks
on Dalits in Varkkala in Thiruvananthapuram, demanded Solidarity Youth
Movement. All groups of people should come forward to fight against
the plot to eliminate a people charging them with terrorism, urged KA
Shafeek, state vice-president of the youth organisation.

The Solidarity accused that a Dalit-hunt was going on in Varkkala. The
police and goons are making life difficult in the colonies. The police
have given the goons permission to enter any house and conduct search.
The attack that took place last day was carried out in retaliation
against the peaceful march of the people opposing the police-goon
nexus. Media should not believe what the police say in order to hide
these facts. The media should be ready to reveal true facts, Shafeek
said. He added that the Varkkala incidents should be investigated by
any agency that can conduct a fair probe.


The leaders of the organisation visited the people admitted to
hospitals after being injured in the attacks of last day.

In another development, some women admitted to the hospital after
having been injured in last day's attacks were forcefully discharged
by a group of people. The men are reportedly activists of the Shiv
Sena. However, the doctors did not let Leela, who was in the Intensive
Care Unit, to be discharged. Vava (17), Sasikala (42) and Thulasi
(40), all residents of Thoduve Colony, had to be discharged.

Goons had reportedly opened attack on the women in the colony on
Tuesday night. About 10 were injured in the brutal attacks.

Problems arose following the murder of Siva Prasad, a trader in
Varkkala. The police questioned the people of Dalit colonies as part
of investigation and it reportedly led to a massive hunt of Dalits by
the police and goons. The natives of the Dalit colonies like Varkkala
Thoduve, Vadasserikonam Ambedkar Colony, Muthana Colony, Vilappuram
Colony, Cheerunkuzhi Colony, Venkod Colony etc were reportedly
harassed and tortured by the police as well as the goons.

The Scheduled Castes/ Scheduled Tribes Coordination Committee has
decided to send a petition to the Prime Minster on the mater. The
state leaders of the organisation will reportedly hand over the
petition to the Prime Minster in New Delhi. The Solidarity had sent a
fact-finding committee to the affected colonies where majority of the
residents are Scheduled castes and Scheduled tribes. Human rights
organisations in the state have condemned the denial of basic rights
to the Dalits in Varkkala, but the mainstream media and political
parties do not reportedly seem much interested in the matter.

HC seeks details of SC, STs in BBMP wards

The High Court on Wednesday directed the State government to file an
affidavit furnishing details related to SC, ST population in each BBMP
ward and the details of the percentage of SC, ST women in each of
these wards. The affidavit has to be filed on Thursday.

The Court further instructed the State government to clarify Clause 5
and 6 of the BBMP guidelines, about reservation of wards for various
categories. "We will interpret the guidelines based on the
submission," Justice H N Nagamohan Das observed. BBMP, in its
affidavit on Wednesday, had stated that Urban Development Department
was responsible for the formation of wards and reservations and all
the ward-wise statistics was with them.
Rejecting the government advocate M C Nagashree's plea for more time
to submit the affidavit, Justice H N Nagamohan Das said it was not
possible to delay as October 23 was the date fixed by the division
bench to announce a schedule for the elections. "From 2006, we have
delayed this. There is no justification for further postponement," he
said.
Location to be shifted
The BBMP on Wednesday informed the High Court that it has decided to
shift the location of late actor Rajkumar's idol on J C Road. Advocate
B V Puttegowda had filed a PIL, asking the idol to be installed next
to Kittur Chennamma's statue near Town Hall, as the present location
would block the view of Kittur Chennamma's idol.
BBMP's counsel told the Court that it had already sought the consent
of the State government to change the location and once the consent
was given, the Palike would look for appropriate place to install it.
The petitioners had contended that the BBMP had disregarded its
earlier decision to install the statue in the park next to Kittur
Chenamma's statue and chose a place that would block Chenamma statue's
view. In view of government's submission, the division bench
comprising Chief Justice P D Dinakaran and Justice Mohan
Shantanagoudar has asked the
BBMP to proceed on it and disposed the matter.

Chief Minister B S Yeddyurappa, who has been under fire from Bellary's
Reddy brothers since the past few months, fired a salvo of his own on
Wednesday by shunting out bureaucrats, who are considered close to his
detractors, from their current postings in Bellary district, the Reddy
brothers' pocketborough. Not only that, Yeddyurappa has replaced them
with officials who are known to have caused problems for the Reddy
group in the past.
Yeddyurappa cut short his tour of Mysore and Kodagu districts and
returned to Bangalore early on Wednesday. The first thing he did was
to move out Bellary's Deputy Commissioner Shivappa, Superintendent of
Police Seemanth Kumar Singh and District Conservator of Forests
Muthaiah, as well as the state health department's principal secretary
I R Perumal.
The chief minister reportedly instructed his office to see that the
transfer orders were formalised before 10.30 am, and to ensure that
the officials handed over charge to those posted in their place. A
transfer order in normal circumstances takes more than 24 hours to
take effect, sometimes more than a week. By this yardstick,
Wednesday's orders are the quickest in recent years.
Bellary DC Shivappa is a distant relative of health minister B
Sriramulu, who is a close confidant of the Reddy brothers. In his
place, the chief minister has posted IAS officer Harsh Gupta, who was
hitherto the Bidar DC.
As district SP, Yeddyurappa has brought in a police officer who had
given sleepless nights to the Reddy brothers during H D Kumaraswamy's
chief ministerial tenure. Dr D C Rajappa, a promotee rank SP, replaces
Seemanth Kimar Singh, who is a direct IPS officer. The Reddy brothers
were reportedly instrumental in getting Singh posted to Bellary. In
fact, Singh was spotted travelling with the Reddy brothers in their
helicopter during the last Lok Sabha elections.
BLOT ON RECORD
Rajappa was additional SP when Kumaraswamy was the chief minister, and
had booked illegal mining cases against the Reddy brothers. The Lok
Ayukta had raided Rajappa and booked a case under the Prevention of
Corruption Act against him for possessing wealth disproportionate to
his known sources of income. Despite that blot on his record, he has
been posted as Bellary SP.
District Conservator of Forests Muthappa, who was reportedly toeing
the line of the Reddy brothers by allowing illegal mining activities
in the forest areas of the district, has been replaced by Vishwajeeth
Mishra.
In what could be seen as a snub to Sreeramulu, the chief minister has
replaced principal secretary of the health department I R Perumal with
senior IAS officer Madan Gopal, without consulting the health
minister. Earlier, Sreeramulu had brought in Perumal in place of Madan
Gopal, with whom the health minister reportedly had differences.
Following the recent flood havoc in the state, Yeddyurappa had
transferred Gadag DC N V Prasad, reportedly for non-performance. This
had irked Sreeramulu, who is the minister in-charge for Gadag.
'TARGETING SC'
Reacting to the chief minister's transfer orders while speaking at a
function in Siruguppa, tourism minister Janardhana Reddy reportedly
said, "He is targeting SC/ST officers. The other day, he transferred
the Gadag DC. Today, it is the Bellary DC and the health department's
principal secretary. This government is anti-Dalit."
Incidentally, most of the officers who are close to the Reddy brothers
and Sreeramulu belong to the SC and ST communities. Sreeramulu himself
belongs to the Valmiki ST community, which had boosted the BJP's
fortunes in the assembly and Lok Sabha elections in North Karnataka.

NEW DELHI: When the elite club of climate change assembles for a
rendezvous at Copenhagen on December 7, it can take some lessons from
a group of indigenous communities on how to live without jeopardising
the ecology and thus affecting the climate.
Parallel to the COP15, these people of indigenous communities, across
five major ecosystems of the subcontinent, will also come together to
share their common heritage of community knowledge that enables them
to live without harming the climate but who are fast becoming victims
of global greed led by big corporates. In a first-of-its-kind move,
Dalit farmers of Dindigal and Sivakasi and Paravas, Muthurayars, and
Nadar from Gulf of Mannar in Tamil Nadu, Dongri Kondhis, Kauntas,
Khatias, Pandras and Lolias of Orissa, women Dalit farmers from Medhak
in Orissa, Baigas of Chhattisgarh, Bhils of Madhya Pradesh, Santhals
from Jharkhand and Chakesang Nagas from Nagaland deliberated on the
challenges of climate crisis and dissemination of the knowledge that
enables them to sustain themselves in some of the harshest habitats
with multiple challenges.
Anchored by Andhra's Deccan Development Society, they met here on
Wednesday and issued "We have the Power to Heal the Climate" _ a
community charter on climate crisis.

BHAVNAGAR: A man who had raped his minor niece in Modha village of
Mahuva taluka two years ago escaped from a lock-up on Tuesday
afternoon after
widening its bars with his bare hands.

Lakha Dalit escaped from within the Mahuva court complex while he was
eating his lunch in an old jail room within the premises, police said.

"Lakha was booked for rape of his 12-year-old niece in Moda village in
2007. Based on the girl's complaint at Kutadwa police station, Lakha
was arrested and later sent to jail by the local court. On Tuesday, he
was brought to Mahuva for a hearing," said a police official.

"As proceedings went on till late in the afternoon, Lakha was given
lunch in an old jail room, which is not in current use," he said, "The
two constables of Mahuva police station, who were guarding Lakha went
to eat food themselves. Lakha took this opportunity and managed to
bend the prison grills, as they were very old and not strong."

"Lakha was scared that he would be convicted after Tuesday's hearing
as the rape victim, now 14, spoke against him clearly with full
details of the crime.," said SS Sheikh police inspector of Mahuva
police station, who is investigating the case.

"We have alerted all nearby police stations and put up road blocks,"
Sheikh said on Wednesday evening, by when police had made no headway.
"We sent the girl and her father to their village with full police
protection. Police will be guarding their house as well," Sheikh said.
Police expect to nab Lakha soon as he has no money and no means of
livelihood.

Etawah, Oct 28 (PTI) Rahul Gandhi's efforts to reach out to Dalits
came in for praise today by Samajwadi Party general secretary Amar
Singh who lauded him for spending time with people belonging to the
deprived sections of society.

Admitting his "fondness" for the young Congress leader, Amar Singh at
an election rally in Bahrthana assembly constituency said there was
nothing wrong in Gandhi spending nights and sharing food with Dalits.

The SP leader also wondered why such actions by Rahul Gandhi are
infuriating Uttar Pradesh Chief Minister Mayawati.

Though praising Rahul, Singh did not spare the Congress saying that
his party helped it in "bad times" but took nothing in return.

Lashing out at the Mayawati government for what he termed as a "fake
FIR " against him in Kanpur, Singh said it was a conspiracy.

THIRUVANANTHAPURAM: Kerala on Wednesday favoured the proposed
constitutional amendment for extending for another ten years the
reservation accorded
to SC, ST and Anglo Indian community in Lok Sabha and state assemblies.

A resolution in this regard would be passed in the Kerala assembly
during the next session, chief minister V S Achuthanandan told
reporters here after a cabinet meeting.

The Cabinet also decided to order a vigilance probe into the alleged
irregularities in awarding contract for modernisation of public sector
Kerala Metals and Minerals Ltd during the previous Congress-led UDF
government.

Achuthanandan said as soon as LDF government came to power, it had
recommended to the Centre to order CBI probe into the
'irregularities.' But, the Centre had not done it till now, he said.

On ASEAN pact, Achuthanandan said Congress leaders in the state should
apologize to the people of Kerala as they were "misleading" them about
the 'negative list'.

Alleging that there was no negative list as assured by the Centre,
Achuthanandan said farmers in the state were going to suffer a lot.
